Here is a bit of backstory on why I think Audi will have Sainz and Hülkenberg as a line up:
Both have been teammates before and got along fairly well from the videos I remember back from the Renault days.
Both have worked with Seidel before (Carlos back in McLaren and Nico when he was winning Le Mans.)
Audi were always going to take two experienced drivers and most of those are busy at other teams.
Hülkenberg has been rumoured for the seat ages before he was even in serious news contention. As a German driver there was also always that marketing benefit.
Sainz has been rumoured for Audi for months. Even before Lewis was announced with tension in the Ferrari camp, there was the consideration of where he could go. It's quiet obvious that RedBull wasn't an option with burned bridges to Verstappen + it is right now looking like a sinking ship. McLaren was looked in with their line up very early on and AM also wasn't an option with Alonso affirming that he is staying.
Mercedes is the only other option for Sainz realistically but not only have they fumbled Hamilton + the car, they are also clearly for now focusing on George and Wolff is really affirming with some wild press statements why the team isn't a good idea. Another problem is that Sainz comes with the Sainz camp which has you know been questionable quiet often. I think he and George would clash hard.
Not to mention Sainz has established himself but he isn't at any level where he is a priority driver for any top team. RB have Max, Mercedes has George, McLaren have two young talented drivers, AM is clearly working well with Alonso and Stroll and Ferrari was obviously going to prioritize Charles from the get go. Sainz like Hulkenberg, Magnussen, Ricciardo etc. is in that weird gap between generations. There are Lewis and Alonso and then there is the younger group of George, Charles, Lando and Oscar, all drivers who are rumoured to be the next WDCs of the grid. Sainz is too old to fit into that and never had a stand out start like the others mainly because when you compet against Max Verstappen in your junior year there is a 90% chance you will not match up.
So Sainz has links to the team personal, he has already worked with Hulkenberg, his future is very likely as a driver along Bottas calibre (someone who is good but never quiet good enough to win a WDC) , he has really no better options and logically speaking, Audi is a huge deal. Like, big.
This is one of the top car brands, entering the highest motorsport, and it will be huge money/promotional wise even if he has a shitty nothing season next year.
Audi can't risk a rookie and really, there isn't any younger driver in F2 right now that will be ready for such a potentially big team in two years. So, knowing that, the best bet is to get a good midfielder and a driver of Ricciardo 2014/2016 calibre. Sainz currently is establishing himself big.
Turning down Audi would not only be silly on his part but also a wasted opportunity on theirs.
