I’m gonna do you one further and say that Ashe isn’t even a flat character within the game’s story. I don’t think his character development is just before the game starts.

Lonato’s death is basically the inciting incident for Ashe’s story. not only is it Ashe’s sole responsibility to pick up the pieces after his death, but he now has to question every single one of his knightly values he learned because of Lonato since Lonato died doing a morally gray thing (enlisting civilians for a mission that was never going to work out). He doesn’t know what’s right anymore. He has to make his own values from the ground up instead of adopting them from Lonato or from knight stories.
This is further emphasized during the events of his paralouge and support with Catherine. His kind temperament and knightly ideals (his two main traits in my opinion) are challenged since Catherine killed Christophe (which would then lead to Lonato’s death) because she followed her knightly duties and Ashe is unsure if he can forgive her.
Ashe’s conclusions about justice vary depending on the route. He is really tested on VW and SS since he leaves and can come back in both of those routes.
I guess all of this is to say that although Ashe doesn’t undergo a huge “change” from start to finish rather what he already believes/the way he likes to handle situations is challenged which is important so that he can walk away from those experiences with his values refined and more custom tailored to his own experiences. A lack of this development would likely result in him becoming another Glenn, someone who dies because he never deconstructed the values he lived by.
There was a discussion about fandom interpretation in a discord server and Ashe was brought into it, specifically how people see him as a flat character in the fandom, and I responded with this
"Ashe isn't a flat character as much as he is reserved and takes the time to look at the bright side and not dwell on the bad things in conversations too often. His trauma isn't brought up often because he tries his hardest to not let it weigh on him, no matter how much it actually does, because he wants to be strong. Strong for everyone around him, strong for his siblings, strong for himself. "Ashe is flat" is a handwave people use because Ashe's trauma isn't as prominent in his character like Sylvain or Bernadetta. Yes, his trauma shaped him, as every character's trauma has, that's what trauma does, but he's doing his best with what he was given and is grateful to be where he is"

when i was a child, we used to go to this beach house every spring break. once, after returning from a day at the beach, i sat in the bath to warm up. my mom gave me a cup of grape juice and a cup of rainbow goldfish to eat while i was in there. i still think about that moment. i still think about that beach house.
