I fully subscribe to this theory. It's brilliant. Also it is quite possible for eyebrows and hair to be of a different colour, so this theory is just about perfect. Not to mention than bleaching hair is a chore and quite damaging, especially black to white, Winter has no time for such things.
So winter having black eyebrows led many to believe that she naturally has dark hair but colors it white, but I raise you this:

The "winter has naturally dark hair and colors it white" theory is out , the "winter colored her eyebrows black once she joined the military to look more intimidating and sexy as fuck" theory is in

Although the canon RWBY show doesn’t talk about it much, Winter has gone through so much to help herself, but has also done a lot to help Weiss. Whatever Weiss went through while growing up, Winter was forced to go through it alone since she was the only child for a couple of years. Then even once Weiss was born, Winter helped protect her from their father. Truly I wish that RT would talk about this more since Winter is a character I love with all of my heart 💙
