i do admittedly find it a little strange that people think "killing human residents of Gensoukyou is forbidden" translates to "no human residents of Gensoukyou ever are killed by youkai". do you know about the concept of "poaching" from "real life"?

#notoriously unruly and disobedient creatures are kind of going to do what they want #and certainly if there was a full ban outside of Officially Provided Food Sources nobody would follow it #but there are incentives not to do it as well (designated “hunting seasons” and all)#touhou
