Commander Bruce Maddox: Associate Chair of Robotics, Daystrom Institute. Early in his career, was the only one who rejected Data’s entry into Starfleet Academy on the belief that he wasn’t a sentient being.
In 2365, while working in the Cybernetics Divisions at Daystrom he made some progress with a positronic brain but needed Data to move any further. While at Starbase 173 he got the backing of the Admiralty with his new orders for Data. Data was to report directly to him, where he would be disassembled, his memory core dumped into the computer, and studied. He would also not permit Data to resign his commission, arguing Data was nothing more than property. Captain Picard brought it to the Judge Advocate’s General’s Office which agreed to hold a hearing. Due to a lack of legal staff on the new starbase Commander Riker was assigned to the prosecution on behalf of Commander Maddox, while Picard argued for Data’s defence. The hearing ended with Data’s sentient rights being recognised and Data refusing to undergo Maddox’s procedure. Maddox cancelled the transfer order. Data still encouraged Maddox with his work, which showed promise.
Over the next couple of years Data would correspond with Maddox, providing him with information about his daily routine, among other things.
Commander Maddox appeared in TNG’s “The Measure of a Man” and had been mentioned in correspondence in “Data’s Day”
