"Afghan protesters defied the Taliban for a second day Thursday, waving their national flag in scattered demonstrations, and the fighters again responded violently as they faced down growing challenges to their rule. A U.N. official warned of dire food shortages and experts said the country was severely in need of cash while noting that the Taliban are unlikely to enjoy the generous international aid that the civilian government they dethroned did. In light of these challenges, the Taliban have moved quickly to suppress any dissent, despite their promises that they have become more moderate since they last ruled Afghanistan with draconian laws."

Marriage Law: North Carolina poised to raise minimum marriage age from 14 to 16 (CNN)

"Senate Bill 35 was unanimously passed by the state's Senate on Tuesday after it cleared the state's House last week, where it also received unanimous support. The bill now heads to Democratic Gov. Roy Cooper, who is poised to sign it into law. Currently, girls as young as 14 who are pregnant or expecting can get married to the babies' fathers in North Carolina if they receive permission from judges, and boys as young as 14 can also legally marry the mothers of their born or unborn babies if they're similarly granted permission from judges. But under SB35, the minimum age at which a minor could wed would be 16, with children that age or 17 needing either permission from parents or guardians or approval from judges to tie the knot."

"As President Donald Trump’s administration signed a peace deal with the Taliban in February 2020, he optimistically proclaimed that “we think we’ll be successful in the end.” His secretary of state, Mike Pompeo, asserted that the administration was “seizing the best opportunity for peace in a generation.” Eighteen months later, President Joe Biden is pointing to the agreement signed in Doha, Qatar, as he tries to deflect blame for the Taliban overrunning Afghanistan in a blitz. He says it bound him to withdraw U.S. troops, setting the stage for the chaos engulfing the country. But Biden can go only so far in claiming the agreement boxed him in. It had an escape clause: The U.S. could have withdrawn from the accord if Afghan peace talks failed. They did, but Biden chose to stay in it, although he delayed the complete pullout from May to September."

When one thinks of German motorcycles of the 1950s, elegant is not usually the word one uses, as German design trends in the period could be heavy and awkward. However, that wasn’t the case for Horex, which had been around since 1923, when the Homburg-based Rex bought the local Columbus motorcycle factory and combined their hometown name (Homburg) with the Rex family business. Young Fritz Kleemann, son of factory founder Friedrich, pushed this move into transport, and soon a series of single-cylinder models with side-valve and OHV top ends rolled out of the factory. After World War II, the factory resumed production with its prewar SB35 350cc OHV single in 1948, still with a rigid frame and girder forks. But in 1950, the new Regina model appeared. With a 342cc motor, the Regina had a beautiful, chrome gas tank of an elongated teardrop shape and a simple chassis with telescopic front forks, plunger rear suspension, a solo saddle and Bosch electrics. The fenders were slim and C-section, giving the bike a sporty appearance, and the engine had unit-construction with an iron cylinder and head. An aluminum cover hid the enclosed rocker gear, and twin exhaust ports gave the opportunity for symmetrical exhaust pipes and mufflers. With a 4-speed gearbox, the Regina was a picture of modernity and a motorcycle of near perfect proportions. JKA specializes in infill housing projects. We are presently designing and implementing about 280 rental units across five projects. Our projects each utilize the State-sponsored and locally-implemented affordable housing density bonus to realize a 35% increase in density and 11% very low income units, each of these factors calculated using the base allowable housing intensity provided by zoning regulations.

Given the housing crisis in Los Angeles and California - too many people can not afford housing, or any housing, and homelessness is rising - as architects, are very interested in efforts that stimulate housing production, particularly urban-friendly multi-family housing projects.

As this August 11, 2017 Los Angeles Times story illustrates, the State legislature is considering three bills that would stimulate housing development.

SB 2 - a $75 fee on mortgage refinancings; home and commercial property sales exempt. SB 3 - a $3 billion bond issue that would lead to 14,000 new housing units a year over about five years. SB 35 - would limit the scope of CEQA review and other reviews (likely discretionary design review) for new projects in cities that are not meeting required housing production goals.

One imagines that cities will chafe at losing more local land use authority if SB 35 passes, and likely oppose this effort. SB3, while important, will barely put a dent in the State's housing production deficit, noted in the article as about 65,000 units a year.

Finally, given the scope of the housing deficit and need, why is the proposed transfer fee of SB 2 so low and why does it not apply to commercial and home property sales? I am sure the experts in Sacramento have their reasons, but to us the $75 fee proposed would hardly hurt those who are fortunate enough to already own a home and sell it, particularly given the median home price in Los Angeles County of $550,000. We can imagine many ways to make sure this is fair if that is the concern. Here are three;

1. Only apply the fee if there is a capital gain associated with the sale. 2. Only apply the fee if the home value exceeds a percentage of the median price. 3. Apply a graduated fee that rises from $0 to a much higher amount, say $300 or perhaps even more, dependent upon the sales price.

Regardless, $75 seems like a small amount to pay to address what clearly is one of the most critical issues impacting the future success of California.

Illinois Democrats push back on Trump immigration hard line

SPRINGFIELD, Ill. (AP) – Democrats who control the Illinois General Assembly pushed back last spring against Republican President Donald Trump’s hardline stance on immigration, aiming to protect Illinois residents regardless of their residency status and, in some cases, firing off direct repudiation of the nation’s top executive.

Illinois is not alone. State-level legislation related to immigration increased 110 percent during Trump’s first year in office, according to the National Conference of State Legislatures . Many directly dealt with immigrant and refugee rights as well as with compliance with U.S. Immigration and Customs Enforcement.

Here’s a look at policies Illinois lawmakers approved in their spring session, all of which await action by Republican Gov. Bruce Rauner.

IMMIGRATION SAFE ZONES

State-funded facilities, including courthouses and public schools, would be encouraged to limit all efforts to enforce federal immigration law. The initiative follows reports of ICE agents making arrests at courthouses in Chicago and across the country.

Already, local law enforcement can’t cooperate with ICE unless there’s a federal criminal warrant, thanks to a law from last year.

The new plan by Sen. Don Harmon takes it one step further by encouraging state employees to limit their cooperation with immigration agents. The Oak Park Democrat agrees it’s modest, but he hopes it eventually leads to a prohibition on such cooperation.

“We want people in Illinois, notwithstanding their immigration status, to feel comfortable taking their children to the doctor or attending a parent-teacher conference,” Harmon said. “There’s understandably an enormously high level of angst about the over-the-top immigration police efforts from the federal government.”

The idea is in line with a 2011 ICE memorandum advising agents to avoid enforcement at “sensitive locations” including schools, day cares and medical facilities. But neither the ICE advisory nor Harmon’s legislation prohibits cooperation.

ANTI-MUSLIM REGISTRY

Trump faced withering criticism as a candidate in 2016 when he said he would entertain the idea of tracking refugees and Muslims residing in the country. Trump has backed off the idea, but Illinois legislation would prohibit participation in a registry of information solely on a person’s race, religion or gender identity.

To local immigration advocates, the legislation has taken on new significance following a U.S. Supreme Court ruling this past week upholding the president’s authority to restrict travel into the U.S. based on a person’s country of origin.

The anti-registry measure is a strong condemnation of an attempt to “single people out solely based on their religion, national origin, or other characteristics,” said Lawrence Benito, executive director of the Illinois Coalition for Immigrant and Refugee Rights.

PROTECTIONS FOR IMMIGRANTS

Other legislative efforts would expand protections for immigrants already in Illinois.

One initiative would allow anyone to apply for a professional license regardless of immigration status. That means applying to become pharmacists or teachers, for example, without having to provide proof of citizenship. It was approved on party lines in the House, with Republicans objecting that immigrants who are in the country illegally are breaking the law and shouldn’t be allowed to apply.

Sen. Iris Martinez, the sponsor, said many immigrants are able to work here under the Deferred Action for Childhood Arrivals law, which exempts those brought to the U.S. illegally as children. The Trump administration has repeatedly threatened to end the program. Martinez wants to end the uncertainty for many of the so-called Dreamers.

“We have so many of our DACA students graduating from our universities,” said the Chicago Democrat. “We want to assure that they will not have any problems when it comes to their profession.”

Another measure would prevent landlords from harassing or evicting tenants solely based on immigration or citizenship status. And a third would streamline the process for immigrants who are victims of crimes or domestic violence to gain temporary citizenship.

All of the efforts are a small step toward combating a “broken” immigration system that doesn’t provide a comprehensive path to citizenship, said Fred Tsao, senior policy counsel for the Coalition for Immigrant and Refugee Rights.

“Rather than stupidly trying to enforce the immigration laws to punish everyone regardless of their individual circumstances or what they add to this country,” Tsao said, “we should be extending those opportunities for these people to become full members of our society.”
