it's really just metal gear central in my brain lately huh. anyway i think it's because mgr is considered sort of noncanonical by a lot of people or maybe too silly and over the top to fit with the tone of the solid games, plus he's just a dlc boss most people don't know about or particularly remember, but it makes me like. unreasonably happy that khamsin does the little iconic metal gear "!" thing during his fight. like ok see he IS part of the game series he did The Thing. he's valid (as a metal gear character. he is Not valid for every other thing he has done in his life)
