I think it's very important that we understand that Papyrus is a jokester

Like, "Oh, Papyrus doesn't know what a laboratory is!" "Papyrus thinks snow cones and snow are the same thing!" "Papyrus is LYING about-" NO!

He is a JOKESTER! He is making funny jokes and japes! He is just as much a funnyman as his brother! He's saying outlandish things ON PURPOSE to make you laugh!
