If snapcaster mage gives force of will flashback, can I still pay the alternate cost to cast force of will?

No.

Snapcaster Mage gives the spell it targets Flashback, which is an alternate cost that allows it to be cast from the graveyard. Since that’s the only way to cast Force of Will from your graveyard, you have to choose that alternate cost as you cast it. A spell can only be cast for one alternate cost and so you can’t choose to cast it with Force of Will’s own alternate cost instead.

Would I be allowed to suspend a noncreature spell while affected by a Hope of Ghirapur activation? My understanding is that I can only suspend a card at a time where I'd be able to cast it.

No, you won’t be able to suspend that spell.

You have to be able to start to cast a spell by putting it on the stack in order to be able to suspend it, and you can’t start casting a noncreature spell when you’re under the effect of Hope of Ghirapur’s activated ability.

I am planning on going to GP Vegas and wanted to know, in general, what Rules Enforcement Level are the side events judged at?

Most events will be run at Regular REL.

At GPs, typically only the trials run the day before the main event, the main event itself, and the PTQ on Sunday are run at Competitive REL.

GP Vegas has a bunch of special events, though, and some of them are run at competitive as well, but they’re all clearly marked on the schedule I found here: https://www.grandprixvegas.com/schedule
