one of the (many) reasons why this exchange makes me so emotional is that Dazai knows very well the feeling of only ever being used and taken advantage of as a tool, and not knowing anything other than that life. He understands that Sigma can’t yet comprehend the notion of someone wanting you without any ulterior motives, of people just having natural relationships that don’t involve wanting to get something out of each other, because that was his life before he met Oda, who was a “balm for the soul” (in his own words) for him; hence, he doesn’t try to explain it to Sigma at first. But he does relent once Sigma takes Dazai’s initial silence as him being unworthy for an explanation... He doesn’t go into more detail as to why “understanding would be difficult”, because that would require opening up about himself which is something Dazai is still far from ready for, and because he knows Sigma wouldn’t be able to fully understand or accept all of this yet, but just the two reasons he does give for choosing him are already causing Sigma to start to rethink everything he’s ever known about the world and how people treat each other.
Dazai chose him to use his ability, just like everyone who’s always used Sigma has -- but he also chose him to save his life, and to help the agency, people he cares about and wants to help for completely selfless reasons, without expecting anything in return (sure, Dazai jokes about him being on the agency’s payroll, but that’s just his usual deflecting to avoid admitting that he cares :’). This is completely foreign behavior in Sigma’s world, where everyone has to use each other in order to survive, but he’s realizing that Dazai is different from them: he’s realizing what it feels like to be wanted simply out of compassion and love, and not because of how valuable he may be. Sigma isn’t just any other ordinary orphan Dazai saves; he wants to save him particularly because he empathizes with him and sees his old, hurt, jaded self in him, and he’s slowly becoming the balm for the soul for Sigma that Oda was for himself back then, which is truly touching.

re: thoughts on soukoku duos
So, because you all are lovely and amazing and weighed in on this in your tags, I may actually have an idea for why this is a thing! Shout out to @everyonesfavoritebastard because your tags made me laugh out loud. @leonawriter it was your tags that made me actually start thinking in particular, though. (My brain is slow. Sometimes it needs someone to jumpstart the engine a bit, so to speak.)
Why is shin soukoku so different from its predecessors? You can chalk this up to the people who made them.
Natsume, imo, wasn't really trying to create a duo. His whole thing was the Tripartite System and zenki soukoku was a byproduct of that goal, because it just so happened that Mori and Fukuzawa really worked well together. I can't speculate that much on his motives considering the black hole of information that a lot of pre-canon stuff is, but that's how I see it.
Mori was, as I previously speculated, probably trying to improve on his dynamic with Fukuzawa. As a fighting duo, they were somewhat crippled by Fukuzawa's more support-type ability. Mori ensured that his soukoku didn't have a firepower problem.
And it's Mori. His key character trait is his utilitarian mindset--everything for his personal greater good. I don't think he cared much about how Dazai and Chuuya developed as people or their emotional mindsets past how to keep them at peak fighting/tactical efficiency. If he had, the whole Oda thing wouldn't have happened and Dazai wouldn't have left the Port Mafia.
(I have inarticulate opinions on how Dazai is probably the greatest example of Mori being fallible, actually, and where his mindset and steel trap of a brain failed. But that's for another post.)
Dazai was planning shin soukoku when he first met Akutagawa, right? Or at least that seems to be the common theory. It's been a while since I read the manga, so I can't say for sure if it's explicitly stated.
But I don't think it's entirely out of the question. Dazai would have seen how he and Chuuya were manipulated into falling into each others' orbits and henceforth put on missions together. It's not a stretch to say he was planning on doing something similar.
So when he first recruited Akutagawa, my thinking is that he was going to try to turn shin soukoku into something after himself and Chuuya. A tactics-nuke duo with Akutagawa as the nuke. Maybe that's why Dazai pushed him so hard when he was in the mafia. Who knows. Speculating on Dazai's motives is a slippery slope of trying to figure out where the line is between "he's not that smart" and "he is that smart," and even Asagiri-sensei might not know.
Regardless, things changed when he left the mafia.
I don't think Dazai, at that point, really cared about anyone except his own grief. If shin soukoku was that important to him, I'd think he would have at least contacted Akutagawa in the years he was gone. But he didn't, and I doubt he was planning on shin soukoku at all. But what changed his mind?
Russia. Russia changed his mind.
We know that Fyodor and Dazai met sometime while Dazai was laying low, in the years between leaving the PM and joining the Agency. And it's at this point that Dazai realizes oh shit, this guy's bad news, and when he returns to Yokohama, he starts planning on restarting his old shin soukoku project.
So here's what I'm thinking. Dazai knows that a new soukoku is necessary. He and Chuuya's days as the movers and shakers of Yokohama are past and there needs to be someone new. But I doubt that Dazai wanted to do what Mori did--because there's no one who hates Mori as much as Dazai does. Except maybe Yosano. So Dazai wants to form a shin soukoku that doesn't spiral in on itself in a destructive sort of neutron star system like him and Chuuya (hehe, see that galaxy metaphor?) but a duo that drives personal growth and character development.
Enter Atsushi, the boy who doesn't know if it's alright for him to live but nevertheless doesn't want to hurt people, and Dazai suddenly has the perfect partner for Akutagawa, a guy who has fought to live tooth and nail but is far too blase about murdering innocents.
It's great! Atsushi gets a sense of self-worth and Akutagawa learns that maybe other humans are worth protecting. On top of that, Yokohama has a new duo to protect it. A win-win for Dazai, who gets to spite the shit out of Mori with a soukoku that doesn't self-destruct.
Though I wonder what'll happen now, with the vampires and everything.

2020 writing review
Thanks for the tag, @gladiowrites​! (I know it’s not a tag, but this is fun to do lol)
I.. honestly wrote a lot this 2020. No kidding. Quarantine productivity was real, but so is residency languishing by the wayside while everyone was busy surviving and adjusting. I highly doubt 2021 will be the same, but I’ll always cherish 2020 just because of the writing and nothing else.
This is gonna be long.
FIRST CREATION + MOST RECENT CREATION OF 2020
8:15 am  - Final Fantasy XV. Lunafreya. February 2020. - First piece ever written for the year. - Intended to be a Luna-centric AU, in which the Nox Fleurets were deposed and she’s now a regular teacher. Never managed to write anything beyond that, though, because residency. (Back then, I didn’t know it was gonna be the beginning of the end, so I had hopes. Oh well.)

take heart - Bungou Stray Dogs. Dazai/Chuuya. Gods/Humans AU. - Discovered so much about myself writing this. Also (hopefully) I managed to get into Dazai’s headspace correctly. He’s an extremely difficult character to write, so finishing this brought so much gratification.
you don’t raise heroes, you raise sons - Final Fantasy VIII. Laguna, Squall. Post-canon. - Probably my most heartfelt work of the year- scratch that, ever. Also happy with how I just let myself go writing this and didn’t need to think twice.

I got carried away, though. It ain’t as well-polished as my more recent stuff, but I’m proud of myself for pulling this off.

But they’re both sisters! Just trust me on this. - The proper entry for this would be silencer, but I can’t very well mention one without the other, so have both anyway. I read both only this year, after all. Waiting for Godot by @eternal-aegis​ - Bungou Stray Dogs. Dazai, Fyodor, Chuuya. Canon-divergent. - Amazing theme, amazing philosophy, amazing writing. It makes you think. It makes you analyze and explore. This writer definitely knows her stuff, and it shows. Catharsis by @gladiowrites​ - Final Fantasy VIII. Rinoa, Gen. Caraway. Post-canon. - The denouement to the Caraway family drama we all deserve. I love how Rinoa is presented in this fic. She’s a normal person who makes mistakes and learns her lessons. So is Fury. Burned bridges don’t always have to stay down, and this fic illustrates that wonderfully.
Culmination by @gladiowrites​ - Final Fantasy VIII. Squall, Rinoa. Post-canon. - We can’t all have happy endings. This fic also illustrates that very well. While I, a Squinoa fan, personally ascribe to the happy ending Squall and Rinoa must have had after the events of FF8, this fic is so compelling and grounded and reflective and I totally buy this. 
Here Without You by @muselover1901​ - Akagami no Shirayuki-hime. Zen/Shirayuki. Real world quarantine AU. - One of the sweetest stories I’ve ever read this year. I can definitely relate to a lot of things in this fic. I’ve been rereading all of Muse’s ANS stuff whenever I feel down, and they all hit the spot.
Savor The Moment by @joeys-piano​ - Bungou Stray Dogs. Oda. Pre-canon. - Yes, yes, YES. One of the best stories I’ve ever read this year, ever. (And I mean stories, not fanfics.) Great character study about a man named Oda and a day in his life and a page (or three) out of his book of relationships. The love poured into this is simply overflowing and precious. I’ve been following Joey since this fic was being written, and I’m so proud of him.
False Equivalences by @slowquotesquill - Dai Gyakuten Saiban. Asougi, Ryuunosuke. Fullmetal Alchemist AU. - This fic also! Oh, My Heart. The cynicism of a state alchemist and the optimism of a foreign doctor. It perfectly hits the spot for everything FMA, and we all know that SQQ’s Asouryuu fics are always to die for. It’s the ultimate combo.
The whole Promptober Leo/Will/Despair series by @eternal-aegis - Kekkai Sensen. Various themes, many of which are dark/mature. - I’ve said this with Waiting for Godot, and I’ll say it again: Aegis knows her stuff. This is her exploring further in that direction, and you can feel the improvement with every fic in the series. I really love how adventurous these stories are, and how much depth you can go with every one. Her characterization is layered and exquisite, and the underlying lore is well-thought-out. - tl;dr: B3 Goddess.
Predestined by Galkimasera - Final Fantasy VIII. Rinoa, Squall. Reverse/Fateswap AU. - A very well-written reverse AU! The circumstances of Squall and Rinoa in this ‘verse fit so well and are so well thought out. I love this AU so much, you don’t even know. It also fills my nostalgic shipper’s heart with much joy at seeing quality content in this Year of our Lord 2020.
For auld lang syne, my dear by @by-nina - Fullmetal Alchemist. Roy, Riza. Canon-compliant + post-canon. - Holiday feels, snapshots through time, and all over showing Roy and Riza’s budding relationship over the years. And it does remind me of a lot of the SKK fics I’ve written (thematic-wise). This was such a treat to read and to follow. All her FMA fics are. She does Royai so much justice. Am not yet finished reading smoke without fire, but I’ll get to that, too!

Favorite platonic shipping: Oda & Dazai || I really, really love them in a relationship similar to a family. They may are not far apart in age but I love Oda being someone, Dazai can smile around and is somewhat like a big brother or a father figure to him.
How do I call them: Odasaku
Would I cosplay them: no, I really like him as a character but cosplay-wise he isn’t on my list
Do I want to have their ability: I can’t say for sure, I kinda feel like it would be cool to see what your decision has as an outcome right away if it’s not long into the future but it’s also like- I already do overthink a lot of shit in my life and I have the feeling that having Flawless as an ability would make it worse. (I’m sure this is a mess of thoughts because I can’t really put it down into words but the ability itself is pretty cool!)

A random Headcanon about them: While Dazai tells him it would be easier to collect all the notes for his novel digitally, he prefers to handwrite them down and has a lot of papers all over his desk
What story would I write with them as the main character: I love Odasaku working in a kindergarten/pre-school and while the kids are at first a little scared of his height and lookings, they start to love him within a few hours. I’m not sure about the exact plot but something where he can live happily with kids around him that love him and he successfully publishes his novel(s). Maybe having Dazai living with him, ordering curry more often than not and having a quiet life. 
Does this even count as a story? 
Another idea I always love, is him running an orphanage and taking in homeless kids, giving them all the love they need even he doesn’t see himself as a father figure, he wants them to have a good life.
Maybe one day, he stumbles over homeless, 15!year old Chuuya and brings him to his orphanage and that’s where the chaos in his life begins when he introduces his new kid to Dazai.
