Promised I'd do Victoria Byng for @axxloe too so.
I don't have any specific thoughts about her in the way that I did General Byng and Reg Cutty because I feel she's actually pretty well explored in the game and mostly understood by the fandom. Nonetheless, here's a laundry list of Victoria miscellanea.
Though her strikebreaking activities are treated neutrally by the narrative as a necessary action, it does make her a tool. Which, if you're on the ball, you know this because her entire DLC is about realizing she's a fkn tool.

I don't think anyone questions that Verloc is a psychopath who takes delight in drowning people for fun, but again, the people telling us that he's a psychopath are Sally and General Byng. So if we are eyeing that notion suspiciously, it may then be possible that - at least from Verloc's perspective - he actually has a valid reason to hate Victoria as much as he seems to. What is it? There's nothing in the lore that specifically points to anything large enough to merit that. She does call him Tony and we know from other places he not only hates being called by his first name but insists upon his honorific being used... but you can't really tell Victoria Byng how to address you, can you?
Being called Tony would be annoying, but probably not enough to be delighted that the Joy supply saboteur turns out to be her. Moreso I think this points to something that a lot of people miss when being told about who has the power in Wellington Wells. Verloc is said to be a law unto himself on the Holm of Uskglass, but whatever power he holds only extends to that one island. He still has to answer to General Byng and Victoria. And they do put the screws to him about showing progress whether it's viable or not. Maybe to the detriment of Verloc's other interests.
While you can bet Verloc hates being called Tony and I implied in my stories that doing so was a deliberate subordination tactic on Victoria's part, I actually think Victoria only did it because she thought it made her more approachable and that it was the culture of Haworth Labs to be so familiar. She recalls Haworth as "never one for ceremony" and she calls him Harry in her quest notes, suggesting she probably called him that in person too. It would have been awkward to be so formal as to call Verloc by his title when his boss was fine being on a first name basis. Tony is obviously a step further than Anton would have been, but maybe that was supposed to be a nudge. That is, if Verloc had actually called her Vicky back, even spitefully, she wouldn't have minded. She calls herself Vicky in her own thoughts. (Interestingly, when she calls herself that it's spelled "Vicky" in the subtitles, but when she's imagining her mother calling her that, it's spelled "Vickie".)
While her father strives to be on top of the pyramid and to wield his power over his subordinates, Victoria goes to great lengths to make herself seem very Of the People. She lives in the Village rather than the Parade. She isn't exactly hiding from the rest of society the way a lot of the other notable characters in the game seem to be (Nick Lightbearer, Dr. Faraday, Dr. Verloc, Jack Worthing, General Byng to an extent). Indeed, she organizes public activities quite frequently. Victoria's motivation in all things is to appear as much a common Wellie as anyone else, fancy clothes and mansion notwithstanding. That Wellies in her DLC feel comfortable approaching her on the street to make idle conversation (even though she probably looks like hell) is something she's worked to imbue in them. Obviously this is informed greatly by her being visibly Other and her desire to negate that, but it's also part of what she's come to think of as her duty and her power in the town. The people of Wellington Wells do listen to and follow her (as they have since she was quite young) and she uses this - she believes - to their benefit. Indeed, she's more a post-war English ideal in that way than practically all the Actually English people in town. She's had her shoulder to the wheel the entire time.
One of the few personal items General Byng keeps in his safehouse is a drawing Victoria did as a child. He's quick to cut her loose when called out for having been looking out for himself, but it may not be as easy a decision as it seems to Victoria in that moment.

Indira had one too. And we see it right as Victoria realizes that she had to make a choice about how Victoria should feel about her moving forward. Parallels! And perpendiculars!

And lastly...
Christian Louboutin has only just been born the previous year (to say nothing of Wellington Wells' policy of isolation) and yet she's got the red bottom shoes. But if she had a favorite designer and the ability to shop them, it'd be Hermès all the way.

This is a god-tier ship. This ship nearly blacks out the board. This fucked up (affectionate) ship needs more attention in this fandom. There’s so much juicy drama! Delicious themes! Delightful disfunction and oh the devotion!
You, dear reader, might not have considered the Haworth/Verloc ship but take that histoplasma mushroom and slam open the doors to your perception. You’re going to be perceiving all kinds of things now. 
Verloc was sort of Haworth’s protégé. Not quite a teacher-student relationship, but certain a degree of mentor-mentee within Haworth Labs during the early years of Verloc’s employment. @inposterumcumgaudio’s anthology fic Twenty-Two Short Films About Wellington Wells (can’t recommend it enough!) mentions in Chapter 18: Everything on Evidence the idea of Haworth intentionally training Verloc to potentially step up as head of the Labs some day, but this was certainly not overtly communicated. Or, if it was understood, the timeline wasn’t to Verloc liking considering he went on to conspire with Gen. Byng to take over prematurely, accusing Haworth of madness and locking him up in a “glass cell.” It’s unclear if it was that he really wanted to be in charge, or if it was more genuine concern about Haworth getting into phrenology, or if it was genuine concern about Haworth’s mental well-being personally. Most likely, some blend of all three. 
Regardless, it’s the aftermath of this incident especially that intrigues me regarding their relationship. While Verloc could have handed Haworth over to Wellington Health, he chooses to keep him in the Labs. He gives him special treatment compared to the other patients (gets an extra biscuit a day, isn’t put through as rigorous of drug tests, etc.) and ensures that he is well cared for in his little enclosure - at least as well cared for as he can be. He can’t let him go. It's to the point of obsession.
From teacher’s pet to keeping your teacher as a pet, really. There’s an intriguing power-swap there, not to mention something very queer about the whole situation. 
I imagine, in the aftermath of We All Fall Down, if Verloc survived, it wouldn’t be his lab notes, or his memorabilia, and certainly not Sally he thinks of and worries about finding. It would be Haworth, down in the basement of the collapsed Labs. Wondering whether or not he too survived, or if at last this song and dance they’ve been wrestling at for years has finally come to the end of it’s time.
Extra note: Haworth is a bit older than Verloc. Verloc is just one of those guys who started greying at age like 25.

Younger brother of James Maxwell, Jamie was born into a poor family originally residing in Barrow Holm. He spent his childhood in hiding to avoid the violence of the outside world. James and Jamie were practically inseparable as children, being raised solely by their mother while their father fought in the war. After the train, James made the decision to join his father in battle, much to Jamie’s dismay.
For a while, it was just Jamie and his mother. She taught him everything she knew and supplied him with a book collection to keep him occupied for years. That is, before his father returned home from the war due to severe injuries, leaving James to continue the fight on his own. Their father became a violent drunk, telling Jamie nonstop how worthless and weak he was compared to his “fearless” and “strong” older brother.
As the years passed, their mother developed an unspecified sickness, causing her to slowly lose her memory until she finally passed away in her sleep. James never returned home. Jamie and his father moved further into town, Jamie getting a job at the local newspaper office to make enough money to support them. He was good at his job- too good. He wrote articles on events that were too taboo for the public, resulting in him getting fired.
When his father heard word, he beat Jamie and forced him out onto the street. Jamie made the split decision to tell nearby Constables his father was a downer. The bobbies made no hesitation as they proceeded to drag the older man from his house and beat him to death in the streets as Jamie watched happily. The happiness didn’t last long, for he had nowhere to go and no Joy to take.
After being chased into the Garden District for appearing as a downer, time seemed to fly by. Jamie was found nearly dead and taken in initially as a test subject, but after showcasing his knowledge, he was hired as an intern for Haworth Labs. He then ended up leaving to start his own career from his new place in Maidenholm.
The days blurred together, and he grew bored and depressed, unable to forget his past. He made a plan to take his own life, heading to a local shop for supplies he’d need to euthanize himself. Whilst out, he met with a Bobby looking to do the same thing, and he invited him home to talk. They quickly became friends and the Bobby vowed to protect them both for the remainder of their lives. Jamie hasn’t left the house since, but his intelligence and talent within the field of crafting keeps business booming. He spends all of his free time trying to locate his brother.

1914,
Jack Worthing is born.
8th of August 1934,
Margaret Worthing is born.
12th August, 1934,
Arthur Ernest Hastings is born.
1st September, 1939,
Germany invades Poland, sparking World War II. This prompts the United Kingdom and France to declare war on Germany.
1943,
Germany launches a second full-scale invasion and is successful, forcing Great Britain to surrender. The German occupation of Great Britain begins, and the Executive Committee is formed.
7th May, 1947,
General Robert Byng announces plans for the Authority Project to the public.
20th July, 1947,
Victoria Byng conducts orientation for the children registered for the Authority.
Tommy Cranmer, and Mr. and Mrs. Lashford attempted to burn the registry so that Germany couldn't take any children, the traitors are hanged on the the arch near Barrow Holm.
21st July, 1947,
Mrs Boyle poisons her family with foxglove (excluding Sally), in order to prevent Elizabeth and Anne Boyle from being taken away by the Authority.
22nd July, 1947,
Margaret Worthing is shot by the Germans for trying to escape the Authority. The rest of the children are sent to Germany as part of the Authority, and Sally moves in with the Hastings.
10th August, 1949,
The Soviet Union and the United States take Berlin. The German occupation of Great Britain ends.
1953,
Haworth's creation; Joy, clears trials and enters mass production. Mass production of Joy begins at Haworth Labs for the citizens of Wellington Wells.

Anyone else thought it weird that when you find Harry Haworth and Harry Plantagenet in the cells under Verloc's office that the game just sort of. Forgets about it? Like it's kind of an "oh shit" moment when you find them and especially when you find out one of them is the literal creator of Joy but then it just kind of. Moves on. It's never mentioned to anyone. I suppose since you're forced to sort of just. Leave them there that they eventually died inside Haworth Labs. Especially in the explosion at the end of We All Fall Down. Anyways, fuck Verloc.

Lucille is a chemist at Haworth labs who is working with the joy doctors on the new joy production project, Constable Rose is a bobby employed as her bodyguard. And, unofficially, is her lab assistant I imagine they do, Lucille probably talked with Sally before she left the labs Oh absolutely, I love the sniffing animation those freaks do so you KNOW my joy docs got that as well. Especially Dr. Jester, they'd do that even if the others didn't

Gemma Olsen?
Gemma, Gemma, Gemma!

Everyone always says they want Prudence DLC, but why would you want that when you could have Gemma DLC?
We only actually see Gemma for this brief moment, but her impact on the story is immense.
I will admit that on my first few playthroughs, though, Gemma's storyline was confusing to me. As it was, I thought these Doctors were taking her to Haworth Labs. They seem to work for Dr. Verloc to judge by the dialogue in Gemma's living room after this scene so that would make sense. However, we later learn that she was actually taken to Wellington Health. The actual order of events is that Gemma has escaped from Haworth Labs and just now returned to her home to find these Doctors waiting to whisk her away to Wellington Health.
Arthur has a cut line implying that Gemma was being taken to Haworth Labs (although he'd have no way to know that):
028i Looks like I've got another reason to go to Haworth Labs. And a really good reason not to get caught there.
That the final cut of the game has her going to Wellington Health instead I think also contributes to the popular but unsubstantiated idea that the rivalry between Wellington Health and Haworth Labs is anything more than a clash of personalities. Even still, the two organizations do seem to be somewhat cooperative in this case, leadership disagreements or not.
As for Gemma's relationship with her organization's leadership, it seems quite friendly. Gemma refers to Margaret as "Chief", Margaret's memos are casual and even playful (referring to herself as "headmistress" while gently chiding Gemma for taking too long to deliver her article on the Tunnel Rats), although she also expresses worry. From what she says to Arthur, Gemma's her only reporter that's worth any kind of damn.
Howeveur...
Margaret is also not entirely forthcoming with Gemma about her intentions. She sends Gemma to the Motilene HQ on the pretense of writing an(other, according to Peter Thump) puff piece on the arts and (sub)culture, but with a vague appended notion to look into rumors about leaks in the pipes.
It's difficult to say how much of that is Margaret just giving Gemma a subtle prod in a direction or if it's understood by both of them that this is really what Margaret wants to know about. Because for as much as Gemma loves to know things she's not supposed to, she also recognizes that none of this can be published and wonders how much she should tell Margaret... while it is, in fact, Margaret's secret plan to publish it.
You what though? Margaret gives Gemma this assignment on September 23rd, 1964, but Gemma checks into Haworth Labs Personalized Care Program on September 2nd. But she'd have actually had to have followed though on the Motilene HQ assignment to have all those notes about it and be telling her caretakers that the town is about to collapse.

A discrepancy in this game? No!
A couple things our patient notes tell us:
Gemma has a mother still kicking about. Probably? Possible this is a Coconut delusion or a misremembrance from her previous Joy use. Her house shows no indication that her mother lives with her. A mother probably wouldn't let you leave your work (with Downer shit in it) everywhere, tack up conspiracy boards all over the walls, and put typewriters in every room. Including the bathroom.

I do like to think, though, that the Crier that lives on the top floor of Thomasina House in Arthur's act is Gemma's mother.
And it's flown right out of my head.

Shit you might say if someone close to you was a successful writer and encouraged you to try too because they love you and maybe you're old and should get a hobby.
The other thing of note here is that Gemma attempts to seduce one of her caretakers to bribe him to let her out. That could be an act of desperation, but given the playful nature of her own notes to herself and that the staff has also noted her as being manipulative and a saboteur? Spy shit! Love that for her.
Regrettable that we never see her plying these wiles firsthand. But if you wanted to suppose about it, there's plausible options.
For one thing, Gemma's got quite a few of William Godwin's seditious flyers on her study's conspiracy board. Surely then she attended one of his rallies. That's follow-up on a lead. Unfortunately, William's activities are simply one piece of the disjointed tapestry of shit going on around Wellington Wells. Remember when I said Gemma didn't have the whole picture and was trying to fit in pieces that were not part of the Verloc puzzle? You have access to William before you get to Gemma's house so that's another clue for you that she's got some red herrings in her theory.
Gemma also spent a lot of time in the partitioned company of Harry Haworth.

The cut lines I found the other day indicate that Harry, though apparently still obsessed with his phrenology, was mostly sane and salient. Yeah, he's sixty-four, but why not? What else has she got goin' on?
I suppose that means that the first patient who needs you to clap or she'll die could be Gemma rather than Vanessa, although I think Arthur would have a line about it if she was.
One last thing that I think people miss about Gemma is that she must be some sort of handy. She has a workbench in her greenhouse.

Because that is what this is. This is why she came back to her home.
This bug out kit includes:
Mechanical Bits (for crafting Disposable Safe Crackers, Electro-Lock Shockers, Music Boxes, Polarity Devices, or Shortspikes - any of which would be particularly useful to Gemma)
Scotch (for bribing Constables)
Intimidator (a skill book on self-defense that she probably should have read beforehand)
And in her suitcase: 15 Sovereigns, a Rubber Cat Suit, a Tickler, and an invitation to the Reform Club.
Sally will soliloquize that the Reform Club could have helped her:
I almost miss going to the Reform Club. I bet some of them could help. And they never ask awkward questions. But I'd have to be Naughty Nurse again, and I'm just not that.
Well, apparently Gemma didn't let a tiny thing like giving a little slap and tickle stand in the way of her freedom (although that she has a Tickler suggests she's not into the punishment aspect). Whatever it is that they do at the Reform Club, Gemma apparently knew about it and intended to use it as her escape plan in case she got in too deep. Unfortunately she was intercepted before she could get to it.
As to what happened to her beyond that? We have the Doctors in Wellington Health's statement that she was "kept for observation" and this particularly grim scene in the Intake Evaluation room:

Although I have to think whatever Intimidator tactics you are applying are not as intimidating if you have to look them up mid-interrogation.

The administration offices of Wellington Health's school have been converted into patient cells since they apparently can't find anyone to teach anymore. But the last one, Admissions, is empty. I mean, she escaped from Haworth Labs too. Possible that a handy Gemma scoured this room for materials and fashioned an escape from this room too.
She does write in cursive usually, but she has been known to do an all caps for emphasis. "BUT DO THEY EVER RETURN???" indeed.

I think about them a lot. Was their relationship toxic af at least at the end? Yeah. Were they still together for a long time and had a huge amount of mutual respect as intellectual peers? Yeah. Did she teach him how to dress? YEAH.
