Lemme get this straight, Donald and Douglas’s crews relocated across a sea to stick with their engines (which, my heart ♥) and, when they show up, both drivers were just like: 
“uh, d’oi... no, i don’t know my engine’s number... oh, uh, welll... wait wut engines have numbers?... durrrrrr... like. what is a 'number,' idk... ”  
And they managed to draw a salary from the Fat Controller while putting on this imitable cheek? For months on end?
The gall. Amazing. 
I LOVE IT.

So, after this, which I think is like my dozenth post in a month complaining about the Fat Controller’s cheapness, and then this provocative claim from the funny and wicked @brownsugar-chan, I’ve dug a bit deeper and… wow.   
I wasn’t just making a little joke and running with it. The Awdrys themselves seem to go out of their way to establish that this dude is, in fact, the cheapest mofo on the face of the planet.   
I’m not even criticizing anymore. It’s actually impressive.   
According to the Awdry books/supplemental materials/histories, the North Western Railway faced financial crisis after World War I (when they lost their military funding). 
They needed engines, and had a budget of… about zero, more or less… 
... an impossible job, really, and fortunately good ol’ Topham was just the man for it!
He started to build the fleet by buying up prototype and experimental engines at low cut-price cost. Gordon, James, and Henry most notably. 
Henry was built on plans stolen from a famous engineer which were, as it turned out, incomplete. This is why he turned out to be so weak and unreliable until his rebuild. (This has several horrifying implications, but that’s a whole ‘nother essay. For now, let’s just leave it at wow SIR TOPHAM that’s shady af.) 
Henry, as well as Edward and Percy, have been so drastically modified over the years that they are barely recognizable as their original class. The strategy seems to be to modify what you have, rather than get what you need. 
Toby must have been a bargain too, considering that his manager could no longer make any profit off him.   
He bought James with wooden brakes (wtf) and did not have them modified until after a wreck. (Reminder: It took exactly ONE DAY for the brakes for fail spectacularly. One. ONE.)   
Q.E.D.: Hatt is buying engines from shady sources on the cheap and skimping on maintenance!
