The global complicity in Hamas’s brutal reign is quite a thing to behold. Egypt won’t accept even the temporary residency of Palestinian civilians, but it knows that under its nose Hamas leaders mosey in and out of the Sinai. The Qataris only possess leverage in the hostage talks because they are Hamas’s checking account, funding their wayward buddy’s murder habit. Turkey is, for crying out loud, in NATO. And yet Ankara hosts Hamas offices, aids the group financially, gives it diplomatic backing whenever conflict flares up (always at Hamas’s instigation), and even temporarily hosted one of the key planners of the October 7 rampage, Saleh al-Arouri. (Israel eliminated Arouri in Lebanon right around the new year.)
None of this even gets into the support Hamas gets through the various agencies of the United Nations, or from naïve-seeming Western nations, or even the fundraisers on America’s college campuses.
All of which is to say: On this issue, there isn’t much credibility to go around. Israel deserves full support from a chastened community of nations—especially those that will benefit from a Hamas defeat. That includes Egypt, which will sit on its hands while Israel dismantles terror tunnels underneath Egyptian sands. In fact, defeating Hamas will benefit everyone in the region who is threatened by Iranian expansionism. And this certainly includes the Biden administration. Washington’s sudden obsession with taking “irreversible” steps toward the establishment of a Palestinian state cannot even be contemplated so long as Hamas rules a single square foot of land on which such a state would stand.
All these countries’ opinions on Gaza deserved consideration up until the moment October 7 revealed a dearth of clean hands among them. And if the IDF’s operation in Rafah further embarrasses Hamas’s enablers, so be it.

The Palestinian issue has always been close to Turkish president Recep Tayyip Erdogan’s heart – and a rallying cry for his conservative base. During his two decades in power, Turkey’s strongman has had a tumultuous relationship with Israel, marked by periodic spars with Israeli prime minister Benjamin Netanyahu and occasional attempts at normalisation. All the while, Erdogan has never shied away from publicly displaying his support for Hamas, hosting its leaders in Istanbul and viewing the group as a legitimate part of the Middle East’s political map.
But after 7 October, Erdogan gravely miscalculated, failing to condemn its atrocities against Israeli civilians and reiterating that “Hamas is not a terrorist organization. It is a liberation movement.” Such strong endorsement of the group at such a painful time effectively led to Turkey being frozen out of hostage negotiations, regional diplomacy, and prospects of playing a greater role in a post-conflict Gaza. Outraged and shaken by Israel’s disregard for Palestinian civilians in its military offensive in Gaza, Erdogan has since blasted Israel for “war crimes” and “genocide,” while criticising the West for its perceived double standards and unequivocal support for Israel.
Had the Turkish president been more measured in his public endorsement of Hamas, slightly more diplomatic in his tone and less willing to endorse Hamas so wholeheartedly after 7 October, Ankara would have likely found itself at the core of international diplomacy on Gaza. In much the same way he did on the Black Sea grain deal and the prisoner swaps between Russia and Ukraine, Erdogan could have led the diplomacy around hostage negotiations and regional de-escalation. He also could have found a bigger global pulpit to make a case for a two-state solution to the Israeli-Palestinian conflict and grab the international community’s attention for Turkish proposals such as a trusteeship system for a future Palestinian state. 
Instead, 7 October highlighted Turkey’s diplomatic estrangement when it comes to Arab-Israeli matters, despite Erdogan’s popularity on the Arab street. In the aftermath of the Hamas attacks, Turkey was all too eager to play a role in regional diplomacy and emerge as the leader of a regional front that could isolate and pressure the Israeli government to abandon its hardline policies in Gaza. Instead, it was largely bypassed in hostage negotiations, and despite its links with the political leadership of Hamas, Turkey has not emerged as a diplomatic hotspot on the Palestinian issue nor in efforts to avert regional escalation.  
Worse for Ankara, the Gulf states and Egypt – despite their condemnation of Israel’s disregard for civilian lives in Gaza – have made it abundantly clear that they are not interested in entering a united anti-Israel front led by Turkey or abandoning the normalisation track with Tel Aviv.
Ankara’s tepid ties with Washington has not made it any easier for Erdogan. Once the lynchpin of US policy in the Middle East, for almost a decade now Turkish-US relations have been a drama shaped by mutual grievances, which range from Turkey’s objections to US support for Syrian Kurds to Washington’s criticism of Turkey’s human rights record and its burgeoning relations with Russia. To many in Washington, Turkey came to be seen as an “unfaithful ally.” Increasingly, Turkish-US relations look to be on the verge of a slow marital break-up, with deep suspicions and grievances on both sides.
The Biden administration started off in 2021 with a policy of keeping Erdogan at arm’s length, initially intended to better manage the relationship after four confusing years of President Donald Trump. But things have hardly improved much since then. There is little engagement at the leadership level between Erdogan and Biden and the strategic divergence between the two capitals on the emerging world order and its various challenges is stark.
With the war in Ukraine, Washington had to accept Turkey’s balancing act between Moscow and Kyiv and turn a blind eye to Turkish trade with Russia in violation of Western-led sanctions. Inside NATO, there is both appreciation (for closing off the Bosphorus to Russian warships) and frustration (for blocking Sweden’s membership bid for a time and trading with Russia) with Turkey.
When it comes to the Middle East, Erdogan’s pro-Hamas position has irritated the Israeli government and its public so much that it has rendered a potential Turkish role in Gaza is unrealistic, at least in the short-term. For the United States, this created a new level of regional tension that needed to be managed. The US secretary of state Anthony Blinken skipped Turkey in his first tour of regional diplomacy after 7 October, and Erdogan, angry at Washington’s unequivocal backing for Israel, refused to meet with Blinken when he visited Ankara in November.
When the two finally met in January, on Blinken’s fourth trip, the conversation was as much about Gaza as about getting Turkey to ratify Sweden’s NATO accession – a priority item for the White House ahead of the NATO summit in Washington this summer. Turkey finally did ratify Sweden’s accession – much to the relief of Sweden and NATO member states.
The question now is whether or not this provides enough of a basis for a reset in Turkish-US relations – one where the two allies can work together on a number of strategic issues, including European security. The period of estrangement has helped neither side strategically and is particularly glaring at a time when the US is trying to manage its diplomacy around two major wars – both in Turkey’s immediate neighbourhood. Amid such geopolitical turmoil, both Turkey and the US need better relations with one another. But to get there, Washington and Ankara need to manage their divergences and identify common interests – especially on the geoeconomic front. They also need to accept that whatever partnership emerges will be ‘à la carte’ and very different from the perfect alignment of the post-cold war period.
Getting the much-delayed ratification of Sweden’s NATO accession through the Turkish parliament has given a temporary boost to the relationship and created a feel-good moment within the alliance as it prepares for the 75th anniversary summit. Sweden’s ratification will now be followed by the US Congress signing off on the sale of F16s to Turkey – something that Ankara desperately wants.
But the real strategic conversation starts afterwards. Once the give-and-take is over, the two allies need to sit and talk about the future of Syria and Iraq and the worsening situation in Gaza. Ukraine and the Black Sea are also burning issues, as is Iran, and the tightening of sanctions on Russia. The Biden administration is painfully aware that Turkey is politically and geographically very close to it all – and more vulnerable than it would like to admit.
All of this ties back to Gaza. At some point, there could be a role for Turkey in the reconstruction of Gaza or within a multinational peacekeeping force. It is hard to imagine the current Israeli government agreeing to a Turkish role – but then again it is hard to see what will happen in the region in a year or two.
For now, Turkey and the US need to take baby steps – learn to talk again, rediscover each other and build some level of trust to better coordinate in the two wars raging on Turkey’s borders. This conversation is largely bilateral, but can benefit Europe and other NATO allies as well. Europeans in particular could benefit from a Turkey that is on better terms with the US by reaching out to Ankara off the back of this détente, and focus on nurturing closer cooperation with Turkey on key security concerns in Europe’s eastern neighbourhood and further afield in the Middle East. From this, they could also benefit from a deeper economic partnership with Turkey – both a top market and a production base for Europe’s. If Turkey manages to tilt towards transatlantic partners in Ukraine, and can play a constructive role in Gaza, it can once again emerge as a useful partner, indispensable for the US and for Europe.

Overall, this article aims at highlighting growing investment opportunities in Turkey.  In doing so, this paper will also clarify the effort of Pi Legal Consultancy family to meet increasing enquiries made by foreign companies. 
Does Turkey offer a resilient business environment to investors? 
It is necessary to make a reference to several advantages of setting up a business in Turkey:

Definitely Ankara, the capital of Turkey, is one of the most important destinations for all ongoing and future investment projects. The basic reason is that Ankara hosts leading competent national authorities. The organization and the provision of proper assistance by public institutions is of great importance in managing investment programs. What makes Istanbul different for investment opportunities in Turkey?

Top Turkish officials received a prominent leader of eastern Libya this week, signaling a significant policy shift in the Libyan civil strife two years after Ankara lent military support to the Tripoli-based government against eastern forces led by Khalifa Hifter.
Aquila Saleh, who heads the eastern-based House of Representatives and is considered an ally of Hifter despite discord between the two, met with President Recep Tayyip Erdogan and parliament speaker Mustafa Sentop during a visit to Ankara Aug. 1-2.

in a lot of ways, her parents sending her to live with her aunt and uncle in america was the worst thing to ever happen to zehra. she was the only child of two very loving parents and dreamed of being a professional painter. she spent nine years enjoying her childhood and studying art to her hearts content, never knowing what was in store for her. they thought they were helping her by sending her to a fancy art camp in ankara, where she would stay with her mother's sister and her husband. and at first, it was great. the art camp was amazing and she'd write home every week. but when it came time for her to board the train home, she never made it. her parents haven't seen her since. to her knowledge, they passed away when she was eleven.
now forced to live a lie, and punished often and severely if she didn't do so believably, zehra struggled to figure herself out. while most kids her age were worrying about puberty and boys and homework, zehra was learning how to lie to the police and paint just like the master painters. anywhere money could be made, her uncle had his fingers in the pie. and while he had no artistic talent of his own, his artist niece was too afraid of him to ever say no. he had them run out of every major city in america, either by the police or the local criminals, eventually settling down in wisconsin, where her uncle began his forgery business. identification cards, documents, and, of course, his niece's fake masterpieces. it was good money and with the efficiency of the postal service, he could do so from their home without really drawing much attention. zehra turned to desperate measures to balance his increasing demands on top of her already struggling grades and pretending to be normal. it started with coffee to keep her awake for hours, until coffee wasn't strong enough. she started experimenting with harder and harder substances, and now she can't stop.
it wasn't all terrible, thankfully, as zehra has made friends in the last ten years since she's been here. she discovered her passion for music, after a couple of friends in high school inspired her to start learning the bass guitar. music was easy. she didn't have to worry about a language barrier when she was strumming. music was real, she didn't have to lie or fake it. her friends were her saving grace. right out of high school, she got a job sorting and filing records at the local radio station. undiagnosed learning disorders and a controlling uncle prevented any chance of a college career, but she was happy. she has worked her way up to co-hosting a show, spending her free time causing trouble with her friends and playing in the band. she still lives with her uncle because she's too scared of what will happen if she tries to leave, but at least she's got mizrak, or mizzy for for short, with whom she is inseparable.

Athens, Greece —  Greek authorities say they are planning a major extension of a wall along the country's border with Turkey and are seeking European Union financial support for the additional construction.
Notis Mitarachi, the migration affairs minister, said the steel wall would be extended from 40 to 120 kilometers (25 to 75 miles), with construction work due to start later this year.
"It is a government decision to extend the border wall further and we have requested European funding," Mitarachi said, speaking in an interview Sunday with a radio station near Athens. The minister posted the audio of the interview on social media Monday. He gave no details on the projected cost of the project.
Greece has accused neighbor and fellow-NATO ally Turkey of "instrumentalizing" migration as a means of exerting pressure on EU countries. That is an assertion rejected by Ankara, which says it has shouldered a disproportionately heavy burden, hosting some 4 million refugees, most of whom fled the civil war in neighboring Syria.
Last year, 12 countries, including Greece, requested EU funding for border walls which are currently financed by national budgets.
The EU Commission does not currently pay for wall construction at its external borders, arguing that it would drain funds from other migration-related activities, including financing the EU border protection agency, Frontex.

Turkey intends to turn to countries like Russia if the United States does not keep the promise to deliver F-16 fighters to the country's air force, President Recep Tayyip Erdogan said on Friday, in comments that may increase tensions between Ankara and Washington.
Turkey, a member of NATO, requested the purchase of 40 F-16 Viper Block 70 fighters and up to 80 modernization kits for its existing F-16 fleet after the purchase of Russian S-400 air defense missiles. The acquisition of Russian weapons in 2019 led the United States to stop the development and purchase program of the F-35 poacher.
"If our Turkish colleagues express a wish, we are ready to work on the deliveries of the Su-35," said Sergey Chemezov, head of Rostec, the day after the exclusion. Since then, rumors have circulated of a request for Russian Su-35 fighters or even the fifth generation Su-57, although they have been denied every time by the Turkish Ministry of National Defense.

Washington also imposed sanctions on Turkey for the purchase of the S-400, which it considers a threat to its F-35 fighters and the broader NATO defense systems.
"The United States is not the only one that sells war planes in the world. United Kingdom, France and Russia also sell them," quoted the Cumhuriyet newspaper, quoting Erdogan as having told reporters after Friday's prayers in an Istanbul mosque.
"It is possible to acquire them from other places, and others are sending us signals," added the Turkish leader.
Negotiations have been underway in Washington and Ankara for months in an attempt to resolve the dispute over the fighters, including "dispensive resolution discussions" that began last year.
In June, U.S. President Joe Biden said that the United States supported the sale of the fighters to Turkey and that he is confident that the approval from Congress necessary for the sale can be obtained. But the sale was not approved in Congress, whose support is necessary for the agreement, amid the strong bipartisan frustration with Ankara.

Turkish President Erdogan knows Su-57 closely with the company of Russian President Putin.
Erdogan's comments on Friday come as economic ties between Turkey and Russia are intensifying and the Turkish leader in recent days has issued statements in support of Moscow.
Ankara, unlike its NATO allies, refused to sanction Russia for its invasion of Ukraine and Erdogan met with Putin on several occasions in recent months in an attempt to promote good relations.
It can be expected that Turkey's active support for Ukraine against the Russian invasion, including through the delivery of Bayraktar TB2 combat drones, could have affected relations between Turkey and Russia. But in mid-August 2022, at the same time that Turkish diplomacy was in the United States to discuss the conditions of the request for F-16 fighters, the head of the Russian Federal Service for Technical-Military Cooperation, Dmitry Shugaev, said that another contract for Russian-made S-400 missile systems was signed by Ankara.
Later, a Turkish defense officer clarified that the discussions were underway only for the delivery of the second batch provided for in the original contract and that no new requests were signed.

Earlier this week, Erdogan supported Putin in his complaints about a grain agreement intermediated by Turkey in July, saying he wanted Russian grain to be exported as well. The Turkish leader said that his Russian colleague was right to complain that the grains of Ukraine under the agreement were going to rich countries and not to poor countries.
Meanwhile, Turkey's exports to Russia jumped to a record in a single month in August, state news agency Anadolu reported on Thursday, with sales of Turkish goods and raw materials to the country jumping 87.2% per year, to US$ 738.5 million in the last month, according to data compiled by the Assembly of Exporters of Turkey (TIM).

Türkiye Dispatches 8th Aid Ship To Gaza
Türkiye has constantly been striving to deliver humanitarian aid, from El-Arish and Rafah Border Crossing to Gaza, the country's Disaster and Emergency Management Authority chief says.

A humanitarian aid ship, carrying 2,960 tonnes of aid destined for Gaza, has sailed from Mersin International Port.
In a collaboration between Türkiye's Disaster and Emergency Management Authority (AFAD) and General Directorate of Foundations, this marks the 8th humanitarian aid ship, comprising 125,000 food packages for the Palestinian people in Gaza loaded onto the vessel SARDES.
Speaking at the farewell ceremony held at the port on Thursday, Mersin Governor Ali Hamza Pehlivan emphasised the significance of the port hosting aid ships alongside its commercial activities.
The governor stressed the contributions of not only institutions but also civil society organisations and citizens in preparing the aid, saying: "We are all aware of the oppression and suffering in Gaza. Our esteemed nation, with the highest sense of solidarity and cooperation, is showing the necessary sensitivity toward Gaza."

Deputy Minister of Culture and Tourism Serdar Cam also expressed Türkiye's continuous support to the Palestinian cause.

The aid Türkiye sent to Palestine's Gaza constitutes 25% of all aid delivered to the enclave, COGAT has reported. Ankara has continued to provide comprehensive aid to Gaza amid Israel's ongoing restrictions and attacks that have killed more than 33,000 people since October 7.
13 Aircraft, 8 Ships
AFAD's President Okay Memis noted that 13 aircraft and seven ships carrying humanitarian aid materials have been delivered to Gaza.
Memis announced that with the support of the General Directorate of Foundations, they will send off the 8th ship to Gaza, saying: "So far, we have sent 39,607 tonnes of humanitarian aid materials, 1,151 generators, 214 tons of hygiene supplies, eight field hospitals, 53 ambulances, 242 tonnes of medical supplies, two UMKE (Turkish National Medical Rescue Team) vehicles, clothing, shelter materials, and drinking water.
"We are delivering drinking water both from Türkiye and through our agreement with the Egyptian Red Crescent, where AFAD sends five to 10 trucks of water every week," he stressed.
Underlining that Türkiye has constantly been striving to deliver humanitarian aid, from El-Arish and Rafah Border Crossing to Gaza, Memis added: "Around 1,500 Palestinian brothers and sisters have been brought to our country for health-related treatments from Gaza. We are working diligently with our Ministry of Health to meet all their needs."
Israel has waged a deadly military offensive on the Palestinian enclave since an October 7 cross-border attack by Palestinian resistance group Hamas in which some 1,200 Israelis were killed.
Nearly 32,500 Palestinians have since been killed and over 74,900 injured amid mass destruction and shortages of necessities.
The Israeli war, now on its 174th day, has pushed 85 percent of Gaza’s population into internal displacement amid acute shortages of food, clean water, and medicine, while 60 percent of the enclave's infrastructure has been damaged or destroyed, according to the UN.

It was a freezing morning in February when Celil Turan walked into a majestic sports arena on the outskirts of Sandviken, a town in the Swedish county of Gavleborg. As he does every Sunday, he plunged into an Olympic-size pool and spent hours doing laps, with rare breaks. “It’s my only escape, an effort to reestablish some psychological balance,” he said right after leaving the complex.
Known for housing one of Sweden’s biggest steel factories and for having hosted a handful of Jimi Hendrix concerts in the late ’60s, Sandviken became a home to Turan in 2015, when he and his wife, Cheikha, decided to flee war to find shelter in Scandinavia.
For the couple, who had met and married in Syria’s north, a region that Kurdish nationalist movements call Rojava—“The West” in the Kurmanji dialect—this quiet Swedish town embodied the opposite of all they had left behind: trauma, persecution, and very little freedom to express their ideas.
In the span of a few years, though, their hopes were smashed to pieces.
Turan’s asylum application was rejected for the first time in 2019. His lawyer appealed the decision, citing both his physical condition—one of his legs had to be amputated after he stepped on a land mine in 1993—and the concrete risks that he could be detained and tortured if sent back to his native Turkey. Despite this, the Swedish Migration Agency, the government body tasked with assessing asylum and residency claims, was unmovable.
At the center of the dispute was Turan’s alleged proximity to the Kurdistan Workers’ Party (PKK), which both Turkey and Sweden consider a terrorist organization. Turan said he sympathized with the movement’s quest for Kurdish rights but never took part in any armed actions. Instead, for years, he kept moving across the borders of Turkey, Iraq, and Syria to escape repression in Turkey, where he was tortured and beaten as a teenager “for singing a Kurdish song,” he said. He finally ended up volunteering as a paramedic along the front line of the battle between the People’s Protection Units (YPG), a Syrian-Kurdish militia with ties to the PKK, and armed jihadi factions—a house-to-house confrontation that gained global attention during the Islamic State’s siege of the city of Kobani, repelled by the Kurdish guerrillas at the end of 2014.
“I spent days assisting desperate, screaming people, both civilians and fighters, hit by mortar shells or bomb shrapnels,” he recalled. “I learned how to stitch wounds. I carried injured children on my back.” At the time, many in the Western world saw these Kurdish fighters and volunteers as heroes sacrificing their lives to defeat the Islamic State. Swedish authorities were among the most vocal supporters of the YPG fight against jihadi groups.
A few years later, this enthusiasm and its corollary of political and military support for Kurdish movements gave way to a thinly veiled disavowal as Sweden sought NATO membership, only to be blocked by Turkish President Recep Tayyip Erdogan, who continues to seek concessions from Stockholm—imperiling the lives of political activists and asylum-seekers such as Turan. “We were sung as heroes, and now we risk becoming undocumented,” said Turan, who attempted twice to take his own life out of fear of being deported to Turkey.
While signs of increased collaboration between Sweden and Turkey to counter terrorism date back a few years, the trigger event was the Swedish government’s application to join NATO, driven by Russia’s war in Ukraine. The decision, formalized in May 2022, put a definitive end to the country’s two-century tradition of neutrality.
A longtime NATO member, Turkey posed a series of conditions for ratifying the request, which must be approved by all the parties of the military alliance. At the top of those conditions was the extradition of people linked to the PKK or the movement of Muslim cleric Fethullah Gulen, which Turkey’s authorities consider responsible for a coup attempt in 2016.
As Swedish authorities began to comply with these requests, listed in a trilateral memorandum signed in June 2022 with Finland and Turkey, its Kurdish residents seemed to pay the highest price.
An initial request to return 33 terrorists, in Turkey’s wording, quickly escalated to reach about 130 people in January 2023, after left-wing protesters hanged an effigy of Erdogan from a bridge in central Stockholm.
“We could never figure out who was actually at risk of being returned from Sweden, but such declarations instilled fear in many vulnerable people,” said Madelaine Seidlitz, a legal advisor with the Swedish branch of Amnesty International.
The Swedish government—known for its high standards of transparency—hasn’t revealed how many extradition requests it has received or how many deportation orders it has issued since the country submitted its application to NATO. (Press officials at the Justice Ministry did not respond to repeated written requests and phone calls seeking comment.)
The only known extradition to take place—as opposed to a forcible return—occurred in August 2022. Okan Kale, a 35-year-old Turkish citizen who had evaded a prison sentence of 14 years for credit card fraud, was extradited. Turkey’s then-justice minister, Bekir Bozdag, stressed, though, that “extraditing ordinary criminals” didn’t mean that Sweden had “fulfilled its promises.”
A few days after Kale was airlifted from a Swedish to a Turkish prison, police cars surrounded an apartment block on the outskirts of Boras, an industrial city nestled in the pine forests of western Sweden. When officers entered the flat, thanks to a copy of the keys they had previously obtained, Znar Bozkurt and his husband, Tage Carlsson, were asleep with their two cats. Carlsson’s alarm was supposed to ring soon so that he could start his daily shift as a chef in a local school canteen.
In the space of a few hours, then-26-year-old Bozkurt found himself locked in a pre-removal center in Gothenburg, the county capital. Turkish pro-government media were lightning-quick to announce the imminent deportation of a “suspected PKK terrorist.” Only a last-minute appeal against the expulsion order, supported by a wide social mobilization, prevented Bozkurt from becoming the next name on the list.
Bozkurt had moved to Sweden at 17, and once his work visa expired, he applied for asylum. In Sweden, he felt he could express his identity in a rather free way. He could be openly gay, fall in love, and get married and at the same time convert to Christianity and express his progressive, left-leaning political credo, which included a sympathy for the Peoples’ Democratic Party, whose leader Selahattin Demirtas has been imprisoned in Turkey since 2016.
Bozkurt’s application was rejected on the basis of a note by the Sakerhetspolisen (SAPO), the Swedish national security agency. Appeals against the decision were unsuccessful, and in January 2022, he became undocumented.
Prior to issuing its opinion, SAPO had summoned Bozkurt for an interview. There, he was told by agents that they had seen Instagram pictures of him at a recent demonstration, where PKK flags were being waved behind him.
Bozkurt’s deportation order was suspended on the basis of a fear of ill treatment if he were to be sent back to Turkey. He then obtained a one-year temporary residency permit. SAPO’s assessment, however, seems to be impossible to review. “Both his designation as a risk for national security and his deportation order haven’t been canceled yet,” his lawyer Miran Kakaee said.
Data provided by the Swedish Migration Agency shows a significant increase in the number of asylum requests by Turkish citizens since 2016, when a failed coup opened the way for mass arrests and a clampdown on civil society and the media. In 2015, 290 new asylum applications from Turkish citizens were registered, rising to 889 in 2017.
The Swedish Migration Agency and SAPO increased collaboration throughout 2022, leading to an increase in the number of personal reports by the security service, which automatically block any asylum claim or application for permanent stay.
In 2021, Human Rights Watch reported that more than 130,000 people were under investigation in Turkey because of alleged links to the Gulen movement, while about 8,500 people were detained for alleged links to the PKK. The rights group highlighted that terrorism charges were routinely used to restrict civil rights and attack those opposing the ruling Justice and Development Party.
Developments in the past year brought to the surface the joys and sorrows of the long relationship between the Kurds and Sweden.
In 1984, after a PKK defector was assassinated in the country, Swedish Prime Minister Olof Palme decided to outlaw the group, the first government in Europe to do so. (A second defector was killed in 1985.) The United States would designate the PKK as a foreign terrorist organization only in 1997 and the European Union in 2002.
In 1986, after Palme was killed in Stockholm, in what remains one of the most intricate and still unsolved episodes of violence in Europe’s Cold War era, a possible implication of PKK members was mentioned by a police commissioner in charge of the case. No evidence ever emerged, but the news created a climate of suspicion toward Kurds. Nonetheless, more Kurds started to reach Sweden in the 1990s, in relation to conflict and persecutions in Syria, Iraq, Iran, and Turkey.
Swedish authorities “have never been particularly strict in enforcing the 1984 ban on the PKK, showing instead sympathy toward the Kurdish cause,” according to Paul Levin, who heads Stockholm University’s Institute for Turkish Studies. For this reason, Sweden’s NATO application and its acceptance of Turkey’s conditions “have been a paradigm shift for Sweden, particularly for groups and people [who] might be seen as linked with the PKK.”
Soon after Bozkurt’s release, another Kurd from Turkey was arrested in Sweden. This time, there was little time to challenge the deportation order. Days after his arrest in late November, 45-year-old Mahmut Tat found himself in a Turkish prison.
As soon as he landed in Istanbul, Tat was brought to court, where he had already been convicted in absentia, and then sent directly to prison. Bozdag, the justice minister, declared in an interview that the operation showed Sweden’s “sincerity and goodwill” and that he hoped these “extraditions” would continue.
While Turkish authorities removed their veto on Finland’s NATO application, opening the way to the country’s official accession in April, Swedish authorities hope that Ankara’s resistance will be eased now that Turkey’s closely contested election is over. Press officials for Swedish Foreign Minister Tobias Billstrom told Foreign Policy that “Sweden has delivered on each paragraph of the trilateral memorandum and will continue to implement it in line with Swedish and international law.”
The pivotal moment will be NATO’s annual summit, to be held in Vilnius, Lithuania, this week. With the summit’s deadline looming and Erdogan confirmed for another five years at the head of the Turkish government, Western diplomats and politicians are doing their best to accelerate Sweden’s accession.
“I congratulated Erdogan. He still wants to work on something on the F-16s. I told him we wanted a deal with Sweden, so let’s get that done,” U.S. President Joe Biden told reporters in a press conference at the White House on May 29, mentioning the secretive negotiation over Turkey’s access to the U.S.-led jet fighter program.
One day later, Sweden’s Supreme Court greenlit the extradition of a Turkish Kurdish citizen, Mehmet Kokolu, sentenced in Turkey in 2014 for transporting cannabis. The government will have the final word on Kokolu’s extradition.

Hello family, I struggled with sharing this for a while but it’s high time I shared the business side of me with everyone. 2020 was a challenging year for me, I had 2 children in less than two years and it was difficult to cope with the pressure from work. COVID-19 made me realise the need for an extra income. I was disturbed, praying and researching about things I could do online to make an extra income because my teaching Job was not yielding as much as I wanted. After some months of trying different products, I decided to streamline my products to fabrics, shoes and bags.
