PATNA: Bihar chief minister Nitish Kumar on Wednesday conducted an aerial survey of flood-affected areas in Katihar and Purnia districts. Accompanied by deputy chief minister Tarkishore Prasad, he also inspected arrangements at two flood relief centres – first at the B M College ground, Laxmipur, under Barari block of Katihar district, while the second at the Buniyadi high school, Sapha, under Rupauli block of Purnia district. During inspection of the flood relief centres, the CM also inquired about the facility of medical camp, shelter for the flood affected pregnant women, alternate arrangement for children going to Anganwari centres, Covid-19 test, Covid-19 vaccination, free medicine distribution, shelter for livestock and necessary arrangements at the community kitchen being run for the flood-hit families. During the inspection, Nitish asked Katihar DM Udayan Mishra to conduct Covid-19 test on all the people staying at the flood relief camp, and keep all those persons in isolation who would be found covid positive in the test report. On his return to the state capital, Nitish said, “Today, I conducted an aerial survey of entire flood-affected areas in Katihar and Purnia district. I also met people at two places and took their views. I also inspected whatever arrangements have been made at the flood relief centres.” “There has been a sharp rise in the water-level of Ganga this year. The flood waters have caused huge damages at several places in the two districts,” Nitish told reporters while coming out of Patna airport, this evening. On being asked whether he would seek financial help from the Centre against the damages caused by the floods, Nitish said the state government always makes such demands from the Centre. He also said the state government has made a policy since 2007 on how to provide relief to the flood-affected families. “We keep improving our policy every year and provide necessary assistance to each and every flood-affected people. PATNA: A Gorkha battalion constable was murdered by slitting throat after an altercation over comments in a birthday party at Thave in Gopalganj on August 10 night, said Gopalganj SP Anand Kumar on Tuesday. Kumar said three accused Amit Kumar (20) of Videshi Tola in Thave, Mohammad Kahim (36) of West bengal and Vikash Upadhayay (26) of village Madhopur under Rasulpur police station area in Saran, have been sent to jail till Monday evening who were allegedly involved in killing Arjun Dayal alias Arjun Thapa (38). The SP said police would move court within a week to seek the trio’s remand for detailed interrogation. “Thereafter we will file a chargesheet soon and will try to put up the case for speedy trial,” he said. Dayal’s body was recovered buried in mud on the village side road to Chetitola under Thave police station in Gopalganj on August 11 morning. Dayal, native of Chitwan in Nepal, was part of a section of a Bihar Special Armed Police (BSAP) company erstwhile known as Bihar Military Police (BMP), deployed for guarding the famous Thawe temple in Gopalganj. The company was scheduled to move to Bagaha on August 11 before which he was stabbed to death. The SP said that Dayal had gone to attend a birthday party with the trio in a guesthouse near the temple. “Some altercation broke out after comments from the constable’s side. Probably all might have been in drunken condition. They brought the constable downstairs and killed him,” he said. SP said that it was Vikash who first stabbed the constable from behind. “Kahim opened his pajama lace and strangulated Dayal to death with help of Amit. The duo finally severed his throat and stabbed him a few more times,” he said. Kumar said that they carried the body upto the roadside spot on a bike and fled towards town after dumping it. Thave police station SHO Kiran Shankar said that there were dancers present in the party too in which an altercation took place. “Dayal had become too friendly with the trio. An altercation had taken place between both sides a month back too,” he said. He said Kahim worked in an orchestra run by Vikash. SHO said Kahim had been to jail in Indore earlier in a criminal case. “Police have recovered the knife and bike used in the killing and a missing shoe of Dayal on the trio’s confession. PATNA: Bodies of 17 bus passengers who were killed in a tragic road mishap near Ram Sanehi Ghat in Uttar Pradesh’s Barabanki district on Wednesday early morning, are being brought to Bihar under police protection at the directive of CM Nitish Kumar. These 17 deceased persons who were returning home by the ill-fated Bihar-bound bus from Haryana and Punjab, hail from different districts of north Bihar mainly Darbhanga, Madhubani, Muzaffarpur and Sitamarhi. So far, a total 18 deaths have been reported by UP Police in this accident. The death toll may rise as more than 25 people are seriously injured and hospitalized at different hospitals in Barabanki district. "Altogether 17 bodies are being brought to Bihar in seven ambulances and necessary arrangements are being made to take them to their respective houses at different places in Bihar," a statement issued from the office of Bihar CM on Wednesday late night, said. "CM Nitish Kumar is deeply saddened over the incident and he is keeping a close vigil on the situation ever since news about the unfortunate mishap reached Patna. The CM is personally monitoring the situation so that family members of deceased persons do not face any difficulty," the statement issued from the CM office, reads. “Officers of Bihar government have reached the place of accident in Barabanki district and they were making all necessary coordination with the local administration for proper treatment of injured passengers hailing from north Bihar,” a Bihar government official told TOI on Wednesday. Earlier in the day, Nitish Kumar announced a financial assistance of Rs two lakh each to the next of kin of all Bihar residents who were killed in the tragic road accident in Barabanki. Taking to his Twitter account Nitish said, “The road accident that took place in Barabanki is very saddening. My heartiest condolences to the families of the deceased. Wishing for the speedy recovery of the people who are injured.” “Next kin of the deceased persons who were residents of Bihar, would be paid Rs two lakh each. Necessary coordination with Uttar Pradesh government for proper treatment of the injured persons and bringing them to Bihar, was being done. Officers of Bihar government are also being sent to the spot,” Nitish said in a statement in the afternoon. The tragic accident took place after a truck rammed into a double-decker bus near Ram Sanehi Ghat in Uttar Pradesh’s Barabanki. The private bus was on its way to north Bihar carrying passengers from Haryana and Punjab when it stopped on the side of the road for a major repair. The bus driver had asked the passengers to rest while he was repairing the bus. Many of the passengers were standing on the road after getting off the bus when the truck rammed it from behind. PATNA: Two unidentified bike borne criminals shot dead a garment trader Pankaj Kumar Sinha (27) near Big Bazaar on Patna Sahib station road under Chowk police station area in Patna city at around 7.30pm on Wednesday. Patna City ASP Amit Sharan said that Pankaj was standing at the spot when criminals approached him and shot him once in the left side of abdomen after interacting for a minute or two. He said Pankaj was rushed to a nearby private hospital but died within minutes of doctors starting treatment. The ASP said that Pankaj had lent money to a few persons and had even lodged a case for recovery. He said police suspects that he was killed either due to financial dispute or over personal enmity. Sharan said Pankaj owned at least two garment shops till last year but shut it down after loss due to Covid-19 pandemic. He said Pankaj’s father Krishnamurari Prasad Sinha is also a trader. ASP said that the slain trader was a resident of Humad Gali which is also under Chowk police station area of Patna city. CHHAPRA: Three persons, including two minors, have been arrested for killing a police sub-inspector (SI) under Awtarnagar police station area in Saran district on Tuesday. The accused alleged that they killed the SI because he used them for unnatural sex with him. The body of SI Rana Ravi Ranjan Pratap Singh (54) was found near Dumari-Juara railway station on Wednesday. SI Singh (54) was posted in Samastipur and had come to his village Naraon under Awatarnagar police station area on Tuesday and went missing. His son Aman Pratap had lodged an FIR regarding his disappearance. Saran SP Santosh Kumar said late Friday evening that besides the two minors, the third arrested accused was identified as Rajan Kumar of Kazipur village under Doriganj police station area. Another person involved in the crime was absconding. The accused told the police that the deceased used to have unnatural sex with them and had also offered them a mobile phone. But they had already planned to kill him the same day. Police claimed the accused had arranged iron rods and other sharp objects and killed the SI when he met them on Tuesday. “A team headed by SDPO M P Singh was constituted to probe the case. Rajan has confessed to his crime, saying the deceased had also promised him a smartphone in lieu of enjoying unnatural sex,” the SP said. “On Tuesday, the deceased called us for indulging in unnatural sex. PATNA: CM Nitish Kumar on Saturday asked the health department officials and all district magistrates (DMs) to ramp up testing and vaccination and keep a close watch on people returning home from other states either by train, bus or flight for the forthcoming Holi festival, keeping in view the surge in Covid-19 cases in some parts of the country. Reviewing the Covid-19 scenario in Bihar at a high-level meeting, the CM told the officials: “Ensure Covid testing of passengers arriving at railway stations, bus stands and airports in the state. Keep proper information about their ‘travel history’ and alert people who are likely to come in their contact.” Nitish also said at least 70% of the testing in the state should be conducted through RT-PCR method. “The report of the RT-PCR test should be provided to the person concerned within 24 hours,” he asserted. “Expedite inoculation of all heathcare and frontline workers and police personnel. Ensure that no health or frontline worker is left out,” he said and ordered vaccination of all pensioners in the state. Nitish said schools in the state would remain open. “The fresh surge in Covid-19 cases has so far not taken such an alarming proportion in Bihar that schools should be closed,” he said and asked the education department officials to ensure arrangement of all necessary facilities in the schools.
