The federal Animal and Plant Health Inspection Service is proposing to spray toxic insecticides within treasured and significant landscapes of the Colorado Plateau in northern Arizona to kill native grasshoppers.
The areas being considered include portions of the Vermilion Cliffs National Monument, Grand Canyon-Parashant National Monument, and the newly designated Baaj Nwaavjo I’tah Kukveni – Ancestral Footprints of the Grand Canyon National Monument.
“This is a dangerous plan that could kill creatures that are key to northern Arizona’s unique biodiversity, which these national monuments were designated to protect,” said Taylor McKinnon, Southwest director at the Center for Biological Diversity. “The federal government needs to stop downplaying the extinction crisis and back off its reckless plan to smother biodiversity hotspots with toxic pesticides.”
One out of every 10 plant species in the Colorado Plateau region is found nowhere else on Earth.
The agency's draft environmental assessment omits mention of the national monuments and unique species and habitats they were designated to protect. These species include rare bees, butterflies and other creatures found nowhere else, like the Kaibab monkey grasshopper and House Rock Valley chisel-toothed kangaroo rat, specifically named in the August proclamation establishing the Baaj Nwaavjo I’tah Kukveni National Monument.
APHIS oversees and funds the application of multiple pesticides on rangelands to prevent native grasshoppers and Mormon crickets from competing with livestock for forage.
The proposed insecticides — carbaryl, diflubenzuron and chlorantraniliprole — are indiscriminate. In addition to the grasshoppers the agency is targeting, the insecticides can also kill bees, moths and other insects. Spraying can harm entire ecosystems by disrupting pollination and can harm populations of birds, reptiles and mammals who feed on grasshoppers and insects.
Although grasshoppers and Mormon crickets can be locally abundant from time to time, native plants and other wildlife evolved with these cycles. Introducing pesticides to eliminate native grasshoppers is a shortsighted, quick fix that fails to consider the complex interrelationships within these delicate ecosystems.
The agency’s draft analysis shows that it has failed to consult with affected Tribes with ties to the Grand Canyon area. The Grand Canyon Tribal Coalition, which proposed the Baaj Nwaavjo I’tah Kukveni National Monument, includes members of the Havasupai Tribe, Hopi Tribe, Hualapai Tribe, Kaibab Band of Paiute Indians, Las Vegas Tribe of Paiutes, Moapa Band of Paiute Indians, Paiute Indian Tribe of Utah, Shivwits Band of Paiutes, Navajo Nation, San Juan Southern Paiute Tribe, Yavapai-Apache Nation, Zuni Tribe and Colorado River Indian Tribes.
“It’s so important that APHIS honor the promise made to work together with Tribal nations to protect the sacred spaces and resources within the Baaj Nwaavjo I’tah Kukveni Monument when it was established less than six months ago,” said Sharon Selvaggio, pesticide program specialist with The Xerces Society for Invertebrate Conservation. “We call on the agency to protect natural systems on Tribal and public lands by employing nonchemical management that allows humans and wildlife to thrive.”
In March 2023 the U.S. Environmental Protection Agency published a draft biological opinion from NOAA Fisheries showing that carbaryl is likely to jeopardize 37 species protected under the Endangered Species Act, and harm 36 designated critical habitats.
While Arizona is not home to any of the species named in that report, the findings show the extreme harm carbaryl poses to endangered fish and other species.
The U.S. Fish and Wildlife Service, which is charged with protecting endangered plants and animals, has not yet completed a proper analysis of the potential harms from the APHIS proposal. Potentially vulnerable endangered species in Arizona include Chiricahua leopard frogs, western yellow-billed cuckoos, Gila chub, black-footed ferrets and Siler pincushion cacti.
APHIS is accepting comments on the proposal until 4 p.m. MST on Feb. 2.

Livestock at multiple dairy farms across the U.S. have tested positive for bird flu — also known as highly pathogenic avian influenza, or HPAI — in an outbreak that's likely spread to at least five states.
The U.S. Department of Agriculture's Animal and Plant Health Inspection Service confirmed Friday that cows in Texas, Kansas and Michigan had been sickened by the virus, and there were presumptive positive test results for additional herds in New Mexico and Idaho.
It's the first time the disease has been found in dairy cattle, according to the American Veterinary Medical Association.
On Monday, the Texas Department of State Health Services announced that a person who was exposed to dairy cattle presumed to be infected with bird flu had also caught the virus.
It is only the second time a human in the U.S. has contracted HPAI A, or H5N1, according to the Centers for Disease Control and Prevention. A person in contact with infected poultry was sickened in Colorado in 2022.

Hi there! I have a question: how does one go about reporting problems one sees at zoos and similar facilities? There's a place near my college that has a bunch of exotic animals to look at and some goats to pet, but I'm... Concerned about the safety and well-being of both the animals and the visitors. For instance--they have an umbrella cockatoo in a cage that looks about half the size that the bird would need, and there's no barrier in front of it. Anyone could stick fingers in and get bit.
All of my answers here are only going to be relevant to the United States, or facilities accredited by US-based accrediting groups.
If it is a mammal at a facility that is open to the public, you can report it to the United States Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) at this link. However, for it to be something they can work with, it needs to be:
A concern that is a violation of the Animal Welfare Act standards for USDA-licensed entities as listed in the Bluebook regulations.
Something that you’ve seen for yourself
Something that has actually occurred (e.g., ‘I saw someone put their finger in and get bit by a monkey’, rather than ‘I saw a cage with fencing where someone could potentially put a finger through and get bit’)
USDA only has jurisdiction over mammals at the moment, so they can’t address concerns regarding reptile, bird, or fish welfare. The feds are in the process of writing and implementing a government rule that would also give them oversight over exhibited birds, so once that happens you can contact them about bird concerns too.
If the facility is accredited by an organization like the AZA, ZAA, AMMPA, or GFAS, you should be able to contact the accrediting body directly to report a concern. It ideally should be a violation of the actual standards the facility is required to follow, but I think those orgs are less restricted than the feds to and can more easily look into general concerns about welfare and safety. However, the annoying part there is that as of the last time I checked, none of the accrediting orgs actually have an explicit place where people can submit their concerns listed! They’ll often say they hear from the public frequently, but if you’re like hmmm I would like to bring up a thing about a facility you accredit, there isn’t a form or a specific email address or anything. My advice would be to email their general information / contact email and ask where to send a report about a concern. (And then please tell me what the official instructions are, if/when you do).
Be prepared that there’s no guarantee you’ll get a response to your submission, but it’s worth a try. (I actually don’t know if USDA APHIS is obligated to respond to individual complaints, and accrediting groups can honestly do whatever they want). With USDA, you also need to know that there’s a lot of really inconsistent regulation of animal exhibition in the US (both for exotics and regular domestic animals) and it can kind of be a mess. The Animal Welfare Act imposes a minimum set of standards for USDA to require and enforce, and while they’re fairly good overall, there are things you’d expect to be more stringent that aren’t. For instance: the regulation that requires fencing to be sufficient to prevent contact between animals and the public works up until a barrier that inspectors term compliant is breached, and then it doesn’t. So when the tragedy with Harambe happened, the fencing around that exhibit was considered to be compliant with USDA requirements… until the kid got through and made contact with an animal. After that, it was determined to be non-compliant and needed to be upgraded. But a year or two later, I saw almost the exact fencing setup around a different gorilla exhibit at a different major zoo - it appeared that that specific fence was still compliant because nobody had crossed it. Yet.
You might be able to report generalized concerns to somewhere more local and see if there can at least be more oversight of the facility, but I can’t give you generalized advice on that - who to contact and how to do it will vary drastically based on a whole bunch of things at the state/county/municipal level.

CHICAGO, May 19 (Reuters) - The U.S. Department of Agriculture (USDA) announced on Friday an atypical case of Bovine Spongiform Encephalopathy (BSE), commonly called mad cow disease, in an older beef cow at a slaughter plant in South Carolina.
USDA said the animal never entered slaughter channels and the agency did not expect any trade impacts as a result.
It was the seventh detection of BSE in the United States since 2003 and all but one have been atypical.
"This finding of an atypical case will not change the negligible risk status of the United States and should not lead to any trade issues," USDA's Animal and Plant Health Inspection Service said in a statement.
