Happy New Year, everyone! Today's name is a very fitting name one! 辰野 is usually read Tatsuno, sometimes Tatsuhara or Tateno. It belongs to about 3,000 people in Japan who I imagine are at least a little excited for the new year this year! 
辰 is read たつ, シン, or ジン, and it means (sign of the) dragon. And 2024 is the Year of the Dragon! I've queued this for today because, while Chinese New Year 2024 is February 10, Japan changes the zodiac with the Gregorian calendar on January 1.
Now, outside of a zodiac context, dragon is written with 竜 or 龍. These variant characters share the readings たつ, リュウ, リョウ, and ロウ, while 竜 can also be read いせ.
野 is read の, ヤ, or ショ. It means plains, field, rustic, or civilian life.

瀧田 is usually Takita or Takida, potentially Tatsuta. Oh dear, that makes me hungry—it's written with a different character but 竜田揚げ tatsuta-age is a type of fried chicken 🤤
瀧 means waterfall, rapids, or cascade. It's read たき, ロウ, or ソウ. It actually appears only in names because it's a variant of 滝, which has the same readings. But if you've been paying attention to radicals, this is not a surprise!
Take away the water radical 氵 and you have 龍 and 竜, both of which mean dragon! (龍 is a variant of 竜.) They share the readings たつ, リュウ, リョウ, and ロウ, while 竜 can also be read いせ.
I've queued this post for the Year of the Dragon (in Japan, anyway; China not quite yet), but actually, neither of these characters is used for the zodiac dragon. He is written differently: 辰, read たつ, シン, or ジン.
Anyway, now for something simple! 田 means rice field or rice paddy. It's read た or デン.

Dragon and Koto Player (Oujji Shrine near Honzei fishing port, Shizuoka Pref., Japan)
Wooden carving of a dragon and a person playing a koto (Japanese stringed instrument). I have seen hundreds of shrines over the decades, but this was the first time I saw a koto player next to a dragon.
Although the symbolism varies from shrine to shrine, dragons are often a symbol of happiness and are often associated with water. Accordingly, dragon heads are often used to disperse water at the temizuya near the entrance of shrines where you wash your hands and rinse your mouth before praying or worshiping at the worship hall of the shrine.
According to the Kokugakuin University website, dragons in some folk religions were worshiped as a sea deity by fishermen who believe the dragon was responsible for safe ocean passage and abundant catches on the sea.
I wish I could have visited with a local person near this shrine to learn more about this particular shrine and why a person is playing a koto next to the dragon.
