What if Bli's influence is so far and wide, that even killjoys and rebellion in the desert is under their control?
Just, think about it. The full control leads to oppression, that is not very good for oppressors. But if oppressors control the rebellion they control everything.
I don't tell that fab four or anyone has worked for Bli, but as we can see in MVs, they were constantly under the watching eye of Bli. Even the girl was watched this whole time through the c.a.t.
And what if Bli just let some people to escape the city, to taste the freedom, just to make an illusion of choices and free will?
I think even if it's so, everything shattered after fab four deaths. In comics, The Director admits that fab four were nobody before their death and that Bli made them heros, which they weren't.
After that, death of fab four inspired many young people to rebel against the city and somehow even hide the nest. For years they managed to hide their nest untill the girl came with the c.a.t.
Anyway, Bli didn't seem like an organisation that will let such a big rebellion to live on their own, considering that they transported their products to the zones like magazines and vending machines.
The main "trump" in this whole game was, that noone actually knew what powers The Girl wields. Bli was totally sure that they will stop the attack of rebels on the city.
The Bli's empire fell only because of little ignorance and big confidence in own victory
