Why was Jay abandoned in a junkyard?

Was it a scraped plotline, a fan theory or an idea of my own delusions that Jay’s mum left him in the desert to prevent people (like the Administration and the Kingdom of Imperium) from exploiting his powers? This theory is so much crazier if you consider that sand acts as an insulator which prevents electricity from flowing through it. So the desert is the exact opposite of Jay’s natural element/ ‘natural habitat’. Does this mean that while he’s in the desert the flow of electricity through his body is restricted? Did living in the desert for 16 years suppress his electrical abilities and prevent him from fully developing his powers thus preventing him from attracting attention from those who would exploit his power (prior to joining wu ofc) ? Honestly, if you think about it, it’s crazy that we haven’t had a canon plotline that has the bad guys use Jay as a human battery (I think that was also a scrapped idea for Prime Empire right?). Actually, the fic Overload by @AureAllegories does this really well.

Anyway, Jay couldn’t have grown up in a worse environment to establish/ be in touch with his element. When you consider the other ninja Cole was naturally drawn to rock climbing when he was younger, Zane used to live surrounded by snow, Kai and Nya were subtly in touch with fire and water while forging weapons. And whilst the Junkyard has sufficient electricity, it’s not half as much as there is in Ninjago city itself. So maybe the point of hiding Jay to prevent him from having his powers exploited wasn’t about hiding him in a junkyard, but more about hiding him in the desert, and away from his natural element :O

The cherry on the cake is that after all these years of having Jay’s powers suppressed/ not really functioning at full strength, for the purpose of him not being used as a human energy source, he still ended up in the hands of the Wolf Clan?? The Administration?? Who perhaps encouraged him to embrace the full chaotic power of lightning for their own purpose despite the measures taken to prevent it.

I will forever push the "In terms of raw elemental power, Jay would be the strongest and most versatile in terms of range of his elemental abilities out of the main group (not including Lloyd obviously)" agenda
