What a lot of people dont get about Hobbes's Leviathan is that, if you are willing to interpret it in a non-hostile way, he is in no way advocating for tyranny, for unjust rule or for arbitrary government. Nor does he claim that a state of nature, or a state of war of everyone against everyone was at any point present on this earth.
It is really common for some reason to see him even counted as a right wing thinker, which in itself is bogus in my opinion, but it betrays nevertheless a critical skill isue, if you will, in ascertaining the difference between Discriptivism and Priscriptivism. While yes, some parts of his work - most interesting IMO - do prescribe how a stable and prosperous government is ought to be run, he does not prescribe prople to accept fundamentally unjust rule, he just describes that they in general do, untill they all of a sudden dont, and a state errupts in a civil war. But for Hobbes - the Leviathan, a living, and therefore mortal god, has no intrinsic value beyond the peoples trust in it expressed in a social contract. He openly states that shall the people find the governing body unsatisfying their natural rights - it is their choice to overthrow it and install a new, more just social contract, no tears dropped. Nor, obviously, does Hobbes extend any particular affection towards the sovereign, the givernong body itself, beyond just stating facts based in reality - that a states law, for example, is the only viable moral compass that does not result in a civil war and common criminality. BTW, he does not, as well, endorse absolute rule of a heridatary monarch more than he does that of democracy or oligarchy, he simply, literally, states that it is his *subjective* opinion, as an individual, that at the time of his life absolutist monarchy had no better alternatives.
Returning to the natural state, a one of governmentless suffering and a constant war, he does not claim that such a state ever existed anthropologically - in fact it didnt, this state of nature is simply a poignant hypothetical, that is nevertheless correct, based on what we see in periods with especially low government presence- like uncharacteristically long civil wars. He simply states that a government, an unalienable part of human society, provides peace, prosperity, common morality and a rule of law, all things impossible without it. An analogous claim would be that would a human being lack a heart- his blood would grow stale in his veins and his body would die of the lack of oxidation- this truth does not automatically claim that there was once a state of heartlessness among men, just that such a state is possible and would be highly unpleasant, therefore a heart is necessary part of human anatomy.
