A common writing advice I see is "if most of the story is told in flashback, then you should be telling a different story" and WHILE THAT LOGICALLY MAKE SENSE...
As a reader and flashback enjoyer... I have to say... the flashbacks will almost ALWAYS be more interesting than the present as an experience. It's just... okay first of all, flashbacks don't have to do the heavy lifting of introducing new characters cause you already know them. Getting a story told with known characters RE-INTRODUCED and getting it told while characters are being introduced are two completely different experiences.
Also flashbacks are built different! You get introduced to the result (the present) and you slowly gets to discover the cause (the bakcstory), there's an inherent sense of mystery just by that fact alone. If you told the exact same story from the beginning then the future is the mystery, which is a different flavor.
"What happened" vs. "what will happen next" next are inherently different feelings. The first one is always a question of "why", and tends to be more character focused. The second is "what" and tends to be focused on the state of everything. You wonder what fate has in store and not what caused things to be the way they are, which is less interesting to me, personally.
A tragedy told in flashback is nostalgic, sentimental, regretful, cathartic. You get the comfort of knowing the end, and knowing what became of the characters. A tragedy told in present tense is harrowing, stressful, and exhausting. You can see the end coming & foreshadowed but you don't know for sure how that'd impact the characters. They have different impacts.
There are literally books and series with flashbacks that i LOVE, but if I think of series with similar plot points told in present tense then suddenly I hate it.

Something to pay attention to is how Tenko and Touya grew on this kind of families that followed the traditional role of the father as the leader of the house, holding the power, making the rules and the choices, while the mother was relegated to a second place of caring for the children in the terms the man stipulated and keeping the house in order.
Rei and Nao were treated by her husbands more like subordinates taking orders than mothers that should have equal saying when their kids and their house are related to the problem. Whenever you are trying to study the Todoroki and Shimura family, you need to acknowledge they had a bad power dynamic based on misogyny and strong patriarchy.
Nao and Rei were victims of their husbands too, explicitly in Rei's case and implicitly in Nao's case. In both stories is mentioned that Enji and Kotaro held all the economic power of the family, which if you remember is the main reason behind Rei and Enji's marriage happened, and a (probable) factor behind why Nao's parents didn't interven for Tenko's sake, since it was not their house per se but Kotaro's. In both cases we can appreciate the way Nao and Rei are ignored and dismissed as authorities in their own houses, treated as more an employee than you know, a woman who has equal part as a head of the house. And in both cases the story goes as far as to show us how Hana and Fuyumi couldn't get Touya and Tenko's pain beause they didn't receive the same treatment from her dads, which was not a good thing at all but rooted in their misogyny; Enji and Kotaro'd ignored their daughters too, not caring if they were as rebellious as their sons, because in their minds the girls were just girls and well, they weren't a big threat. Hana resorted to lying in fear of her dad punishing her and becoming invisible almost whenever her dad was mad, while Fuyumi was pushed away early on and had to fulfil the mother role once Rei couldn't be there anymore.
That is the house Tenko and Touya grew up in, that's the house that abused them and their mothers and their siblings for years and years. Tenko says it explicitly: this's the house my father made, and Touya calls out his mom when she tried to act as an authority in the house: I know you married my dad for money and we are simply experiments so don't act like you you have any control here. It'll do you good to you all to remember the kids do not know their mothers challenged their fathers for them, they feel betrayed by their moms without understanding their situation or why things are like that (they are only kids!) and Rei and Nao were not perfect, they have a part in how things went down, but you can never ever compared them to her husbands without acknowledging any of this.

let’s be so real for a moment... i hate to see shigaraki characterized as a heartless bastard by the fandom.

So I guess the ultimate question is whose shadow is Touya? The answer will decide his fate...
Endeavor claims that Touya is just like him, which I think is part of the reason he can't truly believe he can be saved (just like Enji doesn't think he himself can be saved). With Hood, he tried to kill his shadow, with Touya, he can't think of anything else but die with him.
In this context, Touya getting his ice awakening feels like such a tragic moment. A last hurrah, just to rub it into Endeavor's face that he ruined his family over nothing. A last nail in a coffin already full of nails. Touya was always perfect. But it's too late because he'll never give up. Ironically, the ice is the final proof for Endeavor that he can't be saved. He's succumbing to hopelessness, and plays out the inevitable tragedy.
But I feel like Endeavor is misunderstanding everything once again. Touya's awakening is not about that. It is hugely symbolic that after - for the first time in his life - he imitated something other than his father (Shouto's Phosphor), at death's door, ice is flowing out of his heart to remind us that Touya is more than Endeavor's shadow, more than just the culmination of his sins, more than the monster of his own creation.
Just like the other kids, Touya is a unique mix of his parents, he's part Rei, he's part ice, he has had in his heart hope for the family and kept trying until he broke, just like his mom. And maybe feeling his mom's quirk, internalizing that he's more than just a failed experiment of his father, more than a manifestation of his murderous flames, he will be able to connect with the ice-users of the family. See their power and strength. He will see that he's his mother's son, Natsuo's and Fuyumi's "Touya-nii". Maybe, just maybe he will start to gain a sense of his full self.
And importantly, maybe he can start to realize that he's not that different from Shouto. He's a masterpiece too. Someone who can decide their own reason to exist. Someone who can change and be saved.
The ice comes out like a small flower, the first sign of stubborn life after a devastating forest fire on Sekoto peak. It's the symbol of a hopeful ending.

There is, of course, logic to why and how and where lines are drawn! That’s just what civilization is. That’s how society functions.
Heroes defend the lines from villains that violate it.

The whole point of this manga is that people are more than their quirks. That their quirks do not and should not define them. If you look at Keigo as finished in his narrative, as useless to the story without his wings, you are genuinely buying into the bullshit he has told himself about having to prove useful with his dirty wings. You are believing in the same idea that led him to manipulate and kill Twice because he was worried about the latter's quirk being so dangerous. You are agreeing with the idea that Tomura can do nothing but destroy.
That is not what this manga is about. It's about breaking the beliefs we have swallowed about ourselves or have been forcefed from society to abusers shoving them into us.
Keigo Takami has never tried to be more than Hawks. More than the Winged Hero. He believed that boy was a broken, dirty one who couldn't help anyone and was willing to put him aside for an identity groomed for him, because he is still internally the child being asked what good is he for by a neglectful and abusive mother.
But Tomie and the HPSC are wrong. Hawks was wrong. Even AFO remarks that Keigo's quirk is garbage. Losing his wings, gradually and now with this final removal, is actually Horikoshi making Keigo reckon with who he is as a person. And people are not their quirks. The whole point is that Keigo's cage was always, always himself.
Hawks can't trap him any longer. He has now face up to who he is outside of heroism, outside of his quirk. So this isn't the "end" to Hawks as a character because it was never about who Hawks is. It was always about Keigo.
