Ciel actually did grow taller.
This was him after he came back from that place. Look at the size difference... Boy didn't even reach Seb's shoulders.
And this one is him at Weston 3 years later.
And yet...
In conclusion, Ciel's height is inconsistent... But since the size difference is very obvious most of the times, then for some reason, Weston Ciel is taller than the average Ciel.
