yes, it absolutely can.
in general potential future spouse couples, all things are not completely set, meaning there's a high chance but the chances of them not even meeting are never zero.
in jk's case, even though you did not ask me for this - i have a belief that there was an energy transfer or energy disconnect (this is normal and can be resolved if you put effort into it) recently between these two.
his future's spouse energy has been almost "empty" in the connection - meaning she was VERY close to giving up fully but only because of jk. she felt his energy was empty to her first, leading her to believe that he "abandoned" her in the connection, which is not the case, which is just a misunderstanding.
he hasn't noticed her feelings yet fully or acknowledged it (probably because he felt that his feelings for her were unrequited). but his activeness in the connection will come soon in bits and bits.

he's afraid of being seen as "weak" if he expresses his emotions freely, he's closed off for that reason and doesn't want to be a "burden for other people to deal with."
his future spouse is also the same way but is more attune to being emotionally available, they will be able to handle it. she values communication and honesty as one of the top priorities in a relationship, he'll feel the safest way with her and will always know that his feelings are validated when he's with her.

i got six cards! her parents got quite the bit to say, this post includes channeling (hence why i only answer this question two days after you asked me this)
long reading ahead!
the emperor. wheel of fortune. the empress. five of cups. death. the star.
with the emperor, they look at him as a very masculine man. it seems that her parents are the traditional type, hence why the religious background came up in a previous reading. they've always looked at their daughter like a princess the moment she was born and they believe that she deserves someone to treat her like one. jk is wealthy, successful, influential, well-known, and in the upper class. this reassures them that he can support her in everything as she needs and won't have to worry about the bills. a strong man who's the breadwinner of the household and takes care of his wife is what they desire for her and he fits the standard.
with the empress, they connect him with the idea of "venus." literally heard her dad saying "he's a pretty boy" but still acknowledges that jk is extremely handsome and good looking while her mom acknowledges that too and looks at him like "a gentleman" after they had a full conversation. her mom could see the love in his eyes for their daughter as it is extremely obvious. its that whole theory where a person is so good looking, you'd assume they're a good person (this is the halo effect, not an opinion or fact, just a theory).

every part of her face. she's perfect in his eyes.
he likes how she has a balance between masculinity and femininity. a anon asked if jungkook would find her unattractive or boring for not partying or drinking too much (which is such an odd question and that energy is not allowed here) but people don't realize that there's other ways to having fun.
his past partners would regularly like to go out with him in large and loud settings but she's different because she'd be only willing to go out if its JUST with him in a quiet but romantic and fun setting. it shows responsibility and not attempting to be a part of hookup culture or excessive partying culture. she's naturally introverted and so is he, so they're absolute in love with the fact that its just them. they're always in physical contact somehow on dates.
i know that many readers have said that she may be very mature but she also has a really great childish side that suits his energy as well, they catch each other ending each other's sentences and have the same sense of humor. both of them have never found a romantic partner/interest that would make them laugh that hard until they found each other.
