Rats can wiggle their tails like this for a variety of reasons, but given the context and the rest of this rat's body language, its pretty safe to assume that this rat is wagging its tail because it is content and happy.

Are pet roof rats a thing? Is there anyone breeding them? I love their lanky, long-tailed appearance, especially the ones with black coats, and I think it would be neat if there was someone breeding them for tameness.
Roof rats are another name for black rats aka Rattus rattus. The rats that are kept as pets are almost exclusively brown rats aka Rattus norvegicus, so generally speaking, there are not many breeders for roof rats, since in general, Rattus rattus has not been domesticated as a species. However, I have seen personal accedotes from other folk online who say there are a few breeders for roof rats, however I wouldn't nessasarily recommend them as pets, since the species isn't fully domesticated, while typical fancy brown rat have been selectively bred over the course of hundreds of years to be pets.

However, this behavior is Not Cute
I was really hoping I wouldn't have to review this video, because I've seen it a few times now on other social media, and unfortunately I do not have a solid answer for what's going on here.
What I can say is that this IS strange behavior from a rat, and these behaviors do look like rabies. Particularly, the fact that the rat is unafraid of people and active during the daytime is pretty typical symptoms of rabies in other mammals. However, it is very rare for animals as small as rats to have rabies, so it is statistically extremely unlikely that this rat has rabies. I also think it's worth noting that animals with rabies actively avoid water, but this rat is going out of its way to reach up into the air and grab/drink rain. I think if this rat DID have rabies, you probably wouldn't see it in the rain. Wild rats normally seek out shelter when it rains, so the fact that this rat is basking in the rainfall is highly unusually.
I do believe however, that this rat is very clearly suffering with a neurological issue. It's possible that because of its proximity to cars and people, that it experienced a physical trauma, causing a concussion and brain damage. It's worth pointing out that as the rat walks, you can see that it's back legs aren't fully moving, implying either an injury to its back legs, or a neurological problem that would prevent it from moving. The rat also appears to have some head-tilt, which frequently occurs because of inner ear infections, but can also be the result of neurological disturbances.
TL;DR
I'm not entirely sure what is going on here, but the behavior is highly unusual for rats and indicates a neurological problem (a head injury, spinal chord injury, stroke, ect). However it is very unlikely that this rat has rabies, since small prey animals such as rats and mice tend not to carry rabies.

Babcia here is rocking a moult cap, the signature of a baby being around 4-5 weeks of age. A baby with a moult cap is too young to be adopted out. They might be weaned, but at this age mark they're still learning the social skills that will enable them to thrive in a colony environment with other ratties.
Ratties adopted at this age are at a significantly higher risk of behavioural issues that often lead them being rehomed for reasons as simple as having not had the time to learn their first social skills. When adopting, make sure you are looking for ratties that are a minimum of 8 weeks or older. When looking for a breeder, make sure you choose ethical breeders who consider the emotional and social wellbeing of their animals. Prioritise health, wellbeing and temperament over a cute tiny animal, because often those cute tiny animals are terrified and haven't finished growing and learning yet.

Hi,
So I am highly interested in adopting Rats. But there are none near me. I keep checking every shelter I can find but no luck.
I'm considering caving and getting a couple from Petco, is that a bad idea?
I highly discouraged getting rats from large chain pet stores like petco. Their pets in general tend to be treated poorly, so generally it's not a ethical source of pets.
One of the biggest issues with getting rats from chain stores in particular is the fact that most of the rats available for sale are feeders for reptiles and birds. Unfortunately this means that the rats were not bred for friendly socialization with people. While not a universal experience, many rats and mice from pet stores are prone to behavioral issues, and in some cases they may have bad temperaments.
If shelters haven't proved to be fruitful in your search, then I would search up local breeders snd rat rescue groups in your area. When you get rats from these sources , you're much more likely to receive a healthy pet, as well as reliable information about the rats personality.
