Thomas yelps before twisting around, laughing madly, to face his brother-in-arms.
"Fuckin' madman," he grouses, ruffling Declan's hair with a fist before replacing it with his cheek and squeezing Declan tight around the middle. Best friend, brother, absolute nuisance, whatever Declan is- Thomas loves him.

“Ne’er said anythin’ about dislikin’,” Declan grins cheekily in response to this almost hurt comment from the younger lad. Yet he says it a little too quickly, such that even behind that warm grin there is an ever-so-slight sense of defensiveness. Wouldn’t be right to seem unwelcoming, but the mild reticence Declan still holds within his chest at the unwanted arrival of a new lad in the house to fight for his king position still grates with the adolescent, if less so than prior to approaching him. He seems innocent enough, after all. Doesn’t appearto be here for the craic, after all…poor lad, he looks almost like he’s been weeping…
And it’s upon giving the lad a proper look over and noticing the slight puffiness and redness around Thomas’s eyes that even any implication of cockiness falls through Declan’s feet and his gaze softens into one that can only be mirrored by the most adorable of the stray puppies and kittens he’s tried to harbour over the years. It’s a pure, unbridled compassion that shines out from his eyes now, and it almost catches him off guard, forgetting for a moment that he’s supposed to be showing the newcomer who’s boss.
“An bhfuil ocras ort?” It’s one of the things Ma always says as Gaeilge lovingly to tease her eternally ravenous adolescent son and his bottomless stomach, so it seems a homely, somehow caring expression to use here: “Can I getcha somethin’?” And he cocks his head over towards the heart of the kitchen, “Ma was cookin’ colcannon fer supper and I was just— I found the leftovers, if that’s to yer likin’?”
The prospect of Declan Fergal Finnegan sharing his food, let alone with another lad, would’ve caused both his parents to corpse with laughter had they been present; yet, the offer slips from him easy as day. He’s said it before he can even realise what it is he’s done, but for some reason he doesn’t retract it even when he does. It’s a strange feeling, having a brother all of a sudden - but it’s also a good feeling. Declan feels warmed, somehow, simply by knowing he might be able to make Thomas’s day a little cheerier.
In spite of himself Thomas has to bite the inside of his cheek, hard, fighting a smile.  Finally he scrunches his face up against the response and strikes out with one foot.  He isn’t wanting to hurt him, just aiming to clip right about Declan's knee without any real force.  He just wants space, physically and emotionally so Declan can’t make him happy when he wants to be mad.
And, the older boy put his guard down, Thomas won’t let a rare opportunity to assert his toughness slip away!  At the very least it somehow warms him toward the older boy.
“ You sound ridiculous, tu mar mo granny.” Thomas mutters, smiling again though.  It’s a nice offer, or it would be.  If it wasn’t colcannon.  ' So picky,' he can practically hear in a fond, if exasperated tone. But in this case at least he has a reason other than childish pettiness.
Plus, he really doesn't like colcannon. It's just milk and cabbage and potatoes! Who in under god even likes milk and cabbage?
" Didya know that down the road there's a bramble?" A slow grin spreads over his face. It's surely intended to be mischievous, but in his excitement at the unfamiliar chance to go do something he's not supposed to with another boy near his age the smile slants far closer to shy. "I'm thinkin' it's raspberries. D’you know the way?"

Brother By All but Blood | finnegansson
There’s a new lad in town. More specifically: in the Finnegans’ house. And it’d be somewhat unlike Declan, the only son of Barry and Cassidy, just fourteen, a devil and an angel fused charmingly into the body of one feisty, adventurous adolescent, not to start asking questions. And if he can’t be told answers, well…he’ll find ‘em.
His curiosity has always been a blessing and a curse in equal measure, and now he can be seen prowling around at the other end of the kitchen; his brown locks are as unkempt and unruly as his character, blue-green eyes both discerning and sparky, his limbs a little on the lanky side as he has yet to grow enough to fit them fully. There’s always a sense, with Declan, that you never quite know what he’s going to say or do next; he’s like a stray cat, roaming the streets as if he owns them, agile and temperamental in equal measure.
But after careful discernment from the safety of the other end of the kitchen, he decides to give this new addition to his family the benefit of the doubt. Admittedly, the lad’s only been in the house a short while, and Declan has yet to swallow the idea that he’s no longer his parents’ only troublemaker. Nevertheless, he finally plucks up the courage to approach the newcomer - albeit with caution, in case he turns out to be another gacky O’Reilly.
“‘S Thomas, isn’t it?” He holds himself with all the confidence of a man twice his age, and goes to shake the other boy’s hand with a small smile that exudes a sense of mild defensiveness mixed with an I’m-the-boss-here cockiness: “Th’ name’s Declan. Me Ma told me ye’d be comin’ t’ stay with us for a while,” but it only takes a moment or so for his true community spirit to shine through his adolescent moodiness, and he relaxes a little with a cheeky, more welcoming grin: “Sh’ told me first I was gettin’ a new brother, so I just laughed an’ told her I’d rather be spared the details…” and promptly snorts at his own joke in true Declan style.
He'd been crying, and while the tears have stopped he does not want an audience.
In spite of a recent growth spurt that forced him to show up in clothing borrowed from a crewman rather than the fine brogues and embroidered vest he had left home in, Thomas remains small enough to fit into many forgotten corners. There aren't many here, this house is much smaller- cozier- than the one he grew up at the egdes of. The Warren home often felt exactly like that for a young boy, a twisting rabbit warren with plenty of hides and secluded warm rooms to sneak away to with a stolen treat. Here, he has to make an effort to find a quiet, boxed in spot to feel sorry for himself in, and still wonders if the Finnegans kindly pretend not to notice.
Still red-eyed he finally gets up because he is cramped and hungry, and comes to the kitchen. Instead he's hit with powerful homesickness, looking at the hearth and taking in the smells, and has been staring at the wall for... long enough his tailbone is sore.
He remains hungry and tired and sad but doesn't entirely know how to solve any of it yet. Asking is wildly out of the question- even if he knew where Mister and Missus Finnegan had gone, he gets a chokedangryweepy feeling every time Missus Finnegan talks to him, and he hasn't the faintest how to talk to Mister Finnegan especially because he gets a weird look every time Thomas calls him 'Mister Finnegan'. But what is he meant to do instead?
Thomas pulls from the thinking by the sound of his name. His shoulders tense up and he glares up at the older boy.
Calling Declan his 'brother' feels strange yet even though he wants to. Not that he would admit it. It's the only thing that makes this situation feel like it might have an opportunity- he's never had a brother before.
But first he gets defensive anyway. It's not like he's overjoyed to be here yet. "Yeah, well-" he begins, ready to snipe back, but is caught off guard completely by the... well it's not a joke exactly but it is offcolor and goofy and makes his ears burn at the implication and a slow, startled grin to spread over his face. "Woulda liked to see her face," Thomas finishes lamely.
Damn it (he learned that one from a sailor and has been too nervous to say it aloud yet but it's satisfying to think it), he doesn't want to like Declan yet. "I'm stayin' here, whether either of us like that or not."

headcanon; Thomas' biggest strength and flaw is he puts all his trust in his brothers.
As a strength, he is willing to do just about anything for the Order because he believes his brothers would do the same for him. Of course he's attentive enough and good at reading people to realize there is a spectrum when it comes to individuals (for instance, he trusts Benjamin exactly as far as he can throw him, and knows Charles and Haytham will have his back to a certain point of diminishing returns, and consistently knows William Johnson will dig him out of a mess). Overwhelmingly, though, he holds to the ideal that they are a team and a union and will close rank around one another regardless of personal bias.
The glaring flaw that takes him down is so many people have more to lose than he does, and his understanding of political interest is limited. He often gets blinded by his own belief in the purity of brotherhood and his often times invisible actions to support the Order to notice when he's about to be left behind. This can be small scale- someone running ahead and leaving him without backup, or refusing to cover his late paperwork. But it is what turns out to be his fatal flaw as well.
