It feels very uncharacteristic of Agent Twilight to get angry enough to potentially ruin a mission. I think the examiner making Anya cry triggered something deeper than the fatherly love Loud is pretending not to have. Twilight's mom died in the war, causing him to become a spy so that he could make a world where children don't have to cry. Now, this man is making a child cry for his own amusement, and Loid is the one who put her in that situation. The whole reason Anya is here is to prevent war, but she is still crying. This is never what Loid wanted. He ruins the interview because what is the point of trying to maintain peace if the cost is making a child cry. He obviously comes to his senses later, but in the moment, his child was crying because of his mission, and that was unacceptable.
