It’s possible to turn off the “barrage” comments but keep the subs on the Android app:
It can be a bit buggy at times, so you may have to wait a bit or refresh before the comments show up. The occasional non-sub comment will still pop up since they aren’t monitored, but at least you can turn off all that scrolling text!
Did you receive my ask about whether it's possible on missevan to turn off the floating comments but still keeping the chinese subs? I was wondering if the ask got eaten by tumblr. If not, then I'm sorry bothering you again 🙈
Ah, I remember seeing the ask but no sure what happened. Apologies!
You can turn off the “barrage” style comments, but this turns off the subs. There is no way to keep the subs but hide the comments that I know of.
I’m on PC, and I believe it’s the same on phone.

Your understanding is correct! However, Ignis’s tone comes across as a bit wistful in that part, like he wishes he could see Noctis in all his regal glory with his own eyes (but can’t for a number of reasons x’D), so I chose to translate that line this way in order to carry that feeling over into English.

Translation of Regis and the Chocobros’s Wedding Speeches (Final Fantasy 30th Anniversary Exhibition)
Many thanks to @socialdegenerate for providing scans of the Japanese transcripts! Translated in the following order:
Regis
Prompto
Gladiolus
Ignis
Feel free to correct any mistakes I may have made since I churned this out as quick as I could x'D
I aimed to stay as faithful as I could to the Japanese and went word-by-word when possible, but I did make some very minor tweaks to improve readability/flow. If there are any questions regarding specific phrases or wordings, I'm always happy to clarify.
Translations below the cut.
► REGIS
English:
My son,
I know your journey was not an easy one.
Though the challenges you faced as king were numerous,
you confronted them all without ever losing heart,
walking tall until the dawn. You should be proud.
Lunafreya,
I must thank you for watching over my son —
as the Oracle, and as his betrothed.
