You see; that is the problem.
It's unknown how many people actually make up Behavioral Event Network. Not even we know, and as far as we can tell or more, are aware, BEN doesn't know either.
Yet I don't see why that should matter to anyone besides BEN after all...

Ben Drowned Theory: The Jailer is DROWNED is Arc 2 Kelbris and maybe also BEN
Crazy Ben Drowned theory here, so FYI if you don't want some big huge infodump run away right now.
Alright, so. First, let's link DROWNED to Kelbris.
Partway through Arc 2, there were a few gas mask images found on the site. Two of them had the filenames "StoleMy.jpg" and "Eyes.jpg" The filenames refer to the dialogue linked to Kelbris: "MY EYES... THEY TOOK... MY EYES...". Therefore DROWNED was linked to Kelbris somehow.
Through Arc 3, we see that Kelbris speaks nothing like he does in Arc 2. In Arc 2, his text is overly aggressive, while in Arc 3 his text is more passive. However, in Arc 2 and Arc 3, we see one character that has similar text styles to Arc 2 Kelbris: DROWNED. In fact, it's such a similar style that it's practically the exact same text style. The overly-aggressive wording, the all-caps, the ominous feeling to it...everything.
In the aborted Hubris Arc, in the Wayward Horizon section of the website, Kelbris had a post that simply said "GET OUT." In Arc 3, on DROWNED's page on the Methods of Revolution website, were the words "GET OUT NOW."
During Arc 3, Player 2 is killed by the Jailer and whose face appears in the static? Kelbris' Arc 3 face.
During Arc 2, Kelbris is known for knocking at your door before he comes and kills you. Who would also be known for doing this? The Jailer.
Additionally, in Arc 3 it was confirmed Kelbris had to have been digitized into World Alpha the entire duration of Arc 2. He was even implied to have been sleeping that entire time, meaning all the implications Kelbris was haunting the Moon Children had to be fake. Therefore, he could not have been speaking at all through YSHDT.net or Wayward Horizon. Therefore, someone else had to have been doing it.
If we go back to the similar typing styles of Arc 2 Kelbris and DROWNED as well as the association through the image filenames, it comes to reason that DROWNED had to have been impersonating Kelbris throughout Arc 2.
Now, if DROWNED was impersonating Kelbris that time, that means he was the one knocking at doors.
On the Methods website, DROWNED's page once said "DO YOU REALLY THINK I CAN’T FOLLOW YOU, THIS IS MY WORLD." That likely means DROWNED has been digital the entire time. Never in the "real" world.
Who's digital and knocks on doors? The Jailer.
Additionally, when Goht's page on Methods changed to "......", DROWNED's page changed to that at the same time. Goht was one of the in-game Moon Children implied to be part of BEN. Therefore, DROWNED might also be part of BEN.
So... DROWNED is the Jailer, and was impersonating Kelbris during Arc 2 and the aborted Hubris arc. And might also be part of BEN.

Then they won't live forever! They're gone in that case. An uncontrolled Death results in not being able to be upload them anyomore.

² Kelbris wants the moonchildren to see him as someome sacred. They're supposed to love/like/agree with everything he does and says.

⁴ Once, he was just like everyone else. He says that in Order to manipulate people into thinking that he's reliable.

Our Ascensions;
TW DEATH
As everyone knows by now; I got ascended by Drowning. I figured that I shall just inform everyone about our ascensions, and how we proceed.
1st of all; each family gets ascended in a different way. Meaning; our Family (Lawman) get's drowned. My Mother did, my Father did, I did, and if I ever happen to have a partner and children, they will drown too. The Hubris' get choked and so on.
2nd of all we do it in order to get digitalized.
3rd of all we do it at fullmoon. Not every fullmoon though. And we have a ceremony before the actual ascension, and every moonchild HAS to attend.

{Like I have mentioned in my last post, Ben still uses the typical 90s slang..well, he's a 90s baby after all which is why it's not for from being more of a fact than a hc}
Ima just list things he might say/do and the meaning/reason behind that
Slang
-as if -> pointing out something unrealistic sarcastically
"I got all the heart containers in Majoras Mask already :D" "...as If! >:("
-sup -> short term of what's up, popular again
-aight -> short term of alright, also popular again
-Don't go there -> different way of saying it's enough, or don't you dare
-Fly -> kinda popular again, something pretty or cool or attractive
-hella -> technically another word for really ör very
"I was hella excited when I got my Nintendo64"
-Whatever -> when you disagree but don't wanna fight about it
Psyche -> actual form of SIKE -> means not
Salty -> describes someone who is mad/angry about something
Phat -> something really cool
Oh snap -> exlamation of disbelief or shock
"Oh Snap I forgot to cut the tag out my shirt"
Still does/has/ used to do
-as shown in the picture, he has a kurt cobain haircut :D (because he likes to stim on his hair)
-still feeds his Tamagotchi
-still blows on his DS cartridges and the cartridge sloth thingy?? before putting the cartridge in (pft I also do that..not a 90s kid though)
-owns a ton of colorful gel pens (gel pens were a huge thing in the 90s)
-loved these butterfly-hairclips!!
-definitely had a game boy
-would make these origami finger games with the TLoZ characters he knew at the time
-used the green L'oreal kids shampoo and if there was a matching bodywash, then that too
-probs hated the smell

-probably also collected slap-bracelets
-wanted to get his regular earlobes pierced when it was a thing but wasn't allowed
-since I hc him as partly german, he used to listen to "Die Ärzte" and sometimes does to this day (it is a german punk band, they still make music)
-grungy boy (grunge was a huge thing in the 90s, piercings were too, though)

I just tend to know a lot of things about certain things.
I still use some of the slang, so that was an easy one.
Had to research some words to make sure I am not spreading any false Information!
Again; headcannons are not facts.
Also; his mom probably was the one who cut his hair.

1. As a Human, Ben was always taught to not lie and he also thought that lying doesn't make any sense since the truth will always come out
2. Father as in cult-leader, the moonchildren were/are a religion or more a cult after all so the Father must have been what others call 'holy' to Ben
3. After his (partly failed) ascension, the world of Majoras' Mask was his (or so what he must have thought) Kingdom
4. So in this part Ben realizes that he is not 'alone' in his 'Kingdom' and tries to make the Father go back on Ben's ascension since Ben wants to be Human again after he realized they the moonchildren had only used him as a test-subject and that Ben can still (despite his and the Father telling him) feel emotional as well as physical Pain.
5. Talking about all the people who have tried to save but still ended up getting sucked into the game
"And you give it all you got" hinting that you, or more no one can ever get him out of the game again
6. Now, this is not just Ben anymore, it's BEN.
BEN is an (maybe evil, maybe not evil) Entity, with two split-up personalities; one whole side is the actual Ben, and the other just a 'shared personality' made of multiple soules.
Ben's Person shines through a lot more than the other(s) but he wants to be just himself, sadly he can not tell what's actually Him (the actual Ben) or what's the others.
Ben himself is a very polite, well behaved Boy who wouldn't ever manipulate or harm others. Ben was definitely someone who didn't have many friends, nor was he well-liked in the cult. The Father took a special liking to him(no, not sexual), what made the others (considering that the Father was probably sacred to them) not only jealous but also furious. I also think that Ben's Dad was sort of the Father's Pet. Also; Ben must've grown up with his religion, which is why he just thinks different about certain things. Like on Halloween; many People wear masks on that Day, right? That was disrespectful to him since he only knows masks as something as devotion him to Luna. Also, I personally Headcannon that no matter if you were born into the cult or you join later on the Father will cut a half-moon shape into your left temple so you can always show devotion to Luna, even without your mask. They would not force their beliefs on others, too. They would tell you about their beliefs and would be happy if you ended up joining their cult, but if not that would be fine to them, too. And also; I like to headcannon that only the higher-ranked cult-members were allowed to have longer hair. Also shown in one of Jad's Vids; the regular kids have (very) short hair while Ben and (possibly) even Ben's Dad are portrayed with longer hair. (I once described it as 'Kurt Cobain Hairstyle' in another post of mine)
{I did NOT say any of that to make the cult seem like a good thing}
BEN is not exactly the opposite; he is (or more seems) very nice and polite but that is only part of him (or more them) trying to get your soul, too. Or at least to make you part of the cult, too.
{FunFact; I have a half-moon shaped scar on my left temple since I was really really young (no, I am not a cult-member just got bitten by a huge dog when I was a toddler and yes, into my face), just thought it was fitting so I added it. I also hope that I have explained/reasoned everything good enough and if not; feel free to ask!}

Moonchildren cult Headcannons
-you could practically think that they think everyone is perfect the way they are but that is also wrong. If you look 'ugly' according to them they'll plainly state "oh dear..Luna wasn't in a good mood when she made you, did she?" and then tell you how to perform certain types of rituals so Luna will change your Body.
-the members think that changing your body as in: getting tattoos, getting pierced, dying your hair, wearing make-up, wearing shapewear, getting plastic-surgery is an insult to Luna; the goddess who made you that way and you ungrateful human decided to change her perfect choice (whoops)
-think that they are some different, better type of human
-don't curse
-even the adults would say; "oh Dear Luna, please excuse my hateful behavior but what the actual fu-"
-parents would forbid their (OLDER) children to marry people who are not in the cult
-some do genuinely care about your well-being, though (cough cough Ben if you manage to get close to him cough cough)
-very formal and respectful towards the other members, especially to the Father
-like I have mentioned earlier; if you join the cult the Father will cut/carve a half-moon shape into your left temple
-if two members get married they get to make the half-moon a full moon by carving in the rest of the moon (I hope you understand that)
-in case anyone wonders: from that 🌘 to that 🌕
-everyone has a special, personalized mask
-members pray to her before each meal (sounds a bit Cliché, sorry for that)
-also; they rarely ever think that anyone is ugly, it never happened to far
-the Father himself is shows basic kindness towards all the members
-only higher ranked members are allowed to keep their hair long
-women who aren't on a high-rank have hair that reaches their chin while men have really short hair
-they do it so it is easier to know who is new and might still need some help performing certain Rituals, since they mostly wear their masks they can't see each others faces but hair
-every moonchild always has to have their scar visible!
-the most members tug their hair behind their ears so the scar is always visible
-if a new member however has piercings, dyed hair or any of the previously listed things they need to stop as in; taking out the piercings, bleaching their hair and re-dying it in your natural color again, stop wearing shapewear etc.
-but if you however wanna wear moon earrings that would be fine, also if you'd put moon-shaped Jewellery in every piercing (which looks very unappealing in many piercings)
-the Father would definitely listen to the problems each moonchild has
-he might even pat your head if you'd come to him while crying (that only counts for children, he pats adults on the shoulder if they really need it)
-if a young member would hug him, there is a good chance that he would hug back (well..until you turn 18 maybe)
-they would never force their beliefs on someone, but they are always happy to explain
-think that the ideal eye-color is grey since it is the closest color to Luna herself
