The empty gun is my favorite metaphor for Kanghan because an empty gun is still dangerous. An empty gun is still a threat and meant to be one, especially because you can never be sure the gun is unloaded.

And that is Kanghan.

He is a clear and present danger that holds power and authority without ambition or goal, only with the plans of being a threat and being the worst version of himself he can be because he can.

He is an empty gun pointed at someone, a threat that may or may not be real but must be treated as real at all times and thus is respected with anything behind him but the vague threat of his existence and his family.

Kanghan is an empty gun and no one around him knows he isn't loaded because he keeps pointing himself right at them.

But Sailom saw through him because he's seen loaded guns and he knows what one looks when it's pointed right at him.
