All For One is not the cause of all the wrongs of Hero Society. When he starts to lose influence, he becomes less responsible for any of them. The idea of “Shigaraki Tomura will be free and better” when he (All For One) is gone is flawed thinking, and so is “defeating All For One will solve everything.” As a matter of fact, society handled quirks wrong from the start. All For One just happen to exist in that world and made the best of the situation. In fact, he objected to discrimination against the people with quirks, and instead he welcomed and helped many of those people!

The problems of crowds that ignored Tenko, Heroes being celebrities, and overly harsh acts used to defeat the street criminals all developed from Hero Society’s innate material reality. All For One is very flawed, but in the end he understand these problems and he gave Shigaraki Tomura the tools to dismantle the system.

All For One is here as a positive force.
