While Cao assures LaHood that 43.1% of the $212 mil project will be paid with local funds, and thus the federal government will only have to provide 56.9%.

The $5.25 billion project aims to improve shipping to the state, and, according to Harper's letter, is "vital to delivering increased economic development and job creation opportunities."
