I'm inclined to put Wendy on Tier 4, but I don't hate her at all. I just don't think she belongs on Tier 3 with the innocents and the victims. Not because she's a prostitute, but just because she's too powerful and not really much of a victim: Wendy sasses back to cops; Wendy gets revenge by shitting in a rival hooker's purse because she just DNGAF; Jesse gives Wendy a 2 minute speech about protecting children and that's enough to talk her into murdering some dudes; Wendy cares about her son, root beer, and crystal meth in that order; she might not be the most complex character, but she's a proper scumbag who knows how to mind her own business and a liberated woman. If it wasn't for her, Kim's stupid ass wouldn't even have realized she was being followed. I can't put her in Tiers 1 or 2 because she's so quintessential to the Breaking Bad universe, that it's not like my love for her transcends the franchise, but she's still an affably feral person, and that's the polar opposite of a soulless suit.

Don't know how to make one of those tier lists, but if I was ranking BrBa/BCS characters, the tiers would be:

Tier 1: "Only character I actually care about": Kim

Tier 2: "I need him for a few more things, then you can kill him": Jimmy

Tier 3: "Deserving of love and happiness and good things": Jesse, Skyler, Flynn, Badger, Skinny Pete, Stacey, Kaylee, Jane, Andrea, Nacho, Caldera, Ernesto, Irene, Lyle, Bill...

Tier 4: "Too interesting to hate": Walter, Chuck, Lalo, Hector, Tuco, Hank, Marie.

Tier 5: "You can kill them; I don't care. Fuck that guy": Howard, Eladio, Lydia, Mike, Cliff, Rich, Kevin, Erin, Gretchen, Elliot, Eriksen, Domingo, Betsy, Craig, Gale, Gustavo...

so the writing in better call saul is brilliant. his backstory with his brother slots perfectly in with why saul is able to work with walt later on. he knows how to talk walt out of stupid ideas better than anyone else and is able to see through the bullshit because it's the exact same shit chuck would pull.

it also explains why he keeps working with the guy even when it gets so dangerous. despite his best efforts he is pulled into the only relationship he's ever known
