The Druid Council is a civil administrative body, we deal with the local laws regarding nature-based magic, and the practice and regulation of it.
We are not the CDC (Committee of Diet and Cookery), the FBI (Federation for Beer and Intoxicants), or OSHA (Office of liveStock, Husbandry, and Agriculture).
We don’t care about what you do with food or drink or undefined consumable substance.
So long as you are following the laws regarding nature-based magic, you can do whatever you want.

How do I convert to druidism?
I have fundamental disagreements with the Wizarding councils.
Great question, and one that I cannot exactly answer.
Druidism is a nature-based spirituality, meanwhile druidry is nature-based magic. Oftentimes they are practiced together, however druidry uses innate magic that one is born with, while druidism is taught and shared like any religious or spiritual practice.
Unfortunately, the Druid Council is a civil administrative body, we deal with the local laws regarding nature-based magic, and the practice and regulation of it. If you are truly interested in converting to druidism, we suggest contacting your local druidic priest or temple.

Quick question about the ban on bear spells: does this only apply to creatures in the ursine family, or does the ban apply to all kinds of bears? Say someone wants to summon a koala, red-panda, or a large hairy gay man, would that be illegal under the new policy? Asking for a friend.

set in place protective measures for blacktip reef sharks they’re listed as vulnerable and aren’t currently endangered but I want to be able to fuck around with people without them blasting me into smithereens
Unfortunately, We cannot ban entire categories of spells without quite a lot of research on quite a lot of things, including, but not limited to:
The current state of the environment in which most of these spells are being performed
the various outcomes that banning might have on both the magical community and the environment
whether or not we could ban a specific spell instead of an entire category and have the same results
As we are a nature-focused group, we are not responsible for protecting individual wizards from the consequences of their actions. We must focus on the environment as a whole.
While we are very happy that you love sharks and care deeply about them, unfortunately for you (but fortunate for the sharks) there's not a whole lot of shark-focused magic occurring widespread. Most wizards are based inland, so creatures such as bears and moose and big cats are much higher priority at the moment.

As long as they weren't originally a bear, then yes, De-Bearing is legal. You can go ahead and De-Bear them.

I have recently been assailed by a creepy dude using an artifact that summons spirit animals. Upon defeating the assailant, I attempted to invoke the item's power and -- unwittingly -- one of the spirit animals that appeared took the form of a bear. What is the most legal thing I can do to proceed at this juncture?
deal with creepy dude. (my preferred method is turning them into a bug and abandoning them in the middle of the forest to be eaten. If you choose this method, please ensure it is a bug native to that area)
Make sure the artifact is no longer powered up? IDK, thats more a wizardry specialty. Druids don't deal with magical and mystical artifacts. We deal with magical and nonmagical plants and animals.
Give it to the proper authorities.
You shouldn't have to worry about the spirit animal. From my understanding, they are manifestations of one's soul, so they don't actually eat or drink anything, meaning they don't have much of an affect on the surrounding ecosystem. And it should be dispelled (banished? Revoked?) once the artifact is no longer in use.
If the spirit animal is still there, find someone who specializes in banishment and revocations and they should be able to remove the bear.

I can't believe I have to go over this again.
Druidry is innate.
Wizardry is learned.
Druidic magic is an ability one is born with.
Wizardly magic is an ability one must be taught.
Druidic shapechanging is inherent natural druidic magic that can be achieved by choosing to immerse oneself more fully in any given environment.
Wizardly shapeshifting is a learned spell that imposes the wizard's will over themselves or others, forcing the target to change forms.
Druidic shapechanging is not, and has never been banned.
Wizardly shapeshifting HAS.
Too many wizards have been messing with the bears, and its disrupting the ecosystems in which said bears live.
Druid Council Rulings
All bear spells are banned.
All appeals regarding bear spells are decided on a case-by-case basis. Just because someone else was allowed an exemption regarding bear spells, does not mean you will be.
Do not try to be sneaky about casting bear spells. We will know.
