It goes without saying droughts can be detrimental to the environment. But droughts also have serious consequences for people’s livelihoods, affecting everything from agriculture and water supply to transportation and health. The paper, ‘Way Down in the Hole: Adaptation to Long-Term Water Loss in Rural India’, was published in the American Economic Review this month. Studying the effects of increasing water scarcity in India, their analysis is based on villages in Karnataka where groundwater is a vital source of irrigation but has been depleted by a combination of a prolonged, multi-year drought, and intensive extraction. “Our study covered 102 villages that were randomly selected from the 31 sub-districts along Karnataka’s eastern border that are not served by surface irrigation. Thus, each of the district on the eastern boundary of the State was included, from Kolar to Bidar,” Mr. Fishman told The Hindu, via email. Data for the March 2019 paper was collected between 2015 and 2017. The paper points out that Karnataka’s groundwater is stored in small, scattered pockets located within a hardrock sub-surface, which leads to substantial spatial variation in the volume of available groundwater at even very small distances. “Importantly, this feature of the local aquifer has only become relevant with the recent drop in water levels, making continued access to groundwater subject to a high level of chance. The loss of groundwater causes a sharp and persistent decline in farm income, driven by abandonment of high-value horticulture and dry-season cultivation, and leads to a substantial loss of wealth,” it says. India’s water crisis is mainly due to human negligence. Over the decades, the nation has not managed its huge water resources for the growth of its diverse economic activities. Monitoring, strict implementation of environmental laws, proper garbage disposal system, instant punishment to erring officials, accurate media reporting on environmental issues and sensitive local administration etc, can prevent the water scarcity which has a negative impact on the economy. Political parties should distribute election tickets to candidates on the basis of the status of water bodies in their constituencies. The National Remote Sensing Centre of ISRO in Hyderabad uses satellite images to prepare information on water bodies across the country on a fortnightly basis. The ISRO data can be used for monitoring the water bodies. Besides, dedicated audit, inspection and regular monitoring of water bodies will save water bodies. “By instituting this subject, we want to bring behavioural changes among students, making them realise the importance of water security. They will be taken through the entire process from procuring water to its consumption,” said director of Balbharati Vivek Gosavi, adding that since it is a graded subject, students’ continuous learning effort will earn merit, thus doing away with the exam pattern. A detailed textbook is being drafted for this graded subject that is set to be introduced in the 2020-21 session. Experts of water management have been roped in to design the curriculum that will flesh out the literature of water security as a whole. The decision to introduce these dossiers has followed state government’s July 2019 resolution calling for classroom units on water security.
