With the fact that Heed's father was a big influence into getting her onto the hero scene, I like to think Mr. Kelly is a big backer of the Golden Rule and they have to put up with her because Kelly could threaten them supportive wise if they try to kick his daughter off. However, Goldheart still would stand his ground on many issues especially when it comes to his daughter's creepy obsession with him.
Villainous Theory: After Miss Heed's Arrest and How She Got Out of Rehab
I agree that its a high possibility that Mr. Kelly might be a backer of The Golden Rule and P.E.A.C.E, but I think that that they are less dependent on him as one might think.
As Mr. Kelly, might be a rich and powerful guy, however P.E.A.C.E, who basically can control entire cities through the heroes that that deploy and are put in charge of protecting that said city, are even more rich and powerful organisation in comparison.
If not, why did P.E.A.C.E just throw Miss Heed in an actual rehab centre for months (without internet) instead of just whisking her off from the start in her yatch and just paying the news to say a fake story that she was in rehab?
(The news mentioned that she was there since October, maybe 2022 or 2021 since The Heedeous Heart Episode was released in 31 Oct 2021)
Why was Miss Heed so desperate for Flug to get her out of rehab, thinking that she had no hope of getting out if Flug doesn't save her?

My theory is that the kiss which not only broke the mind control of all of Miss Heed's simps but caused a clossal f-up scandal for P.E.A.C.E. and The Golden Rule for having an extremely corrupt hero employed under them and exposing to the public that they are involved in the mind control for having the hero in their ranks.
P.E.A.C.E. probably tried to cut their losses by locking down the entire city, rounding up as many Villains as they can to be sent to the Mictlán. (Refer to the last chapter of the Shrunken Rescue)
Afterwards P.E.A.C.E. tried to cover up the story as much as possible and told the news to report that that Miss Heed had a lapse of judgement by kissing a Villain and to go to rehab to improve her behaviour. GoldHeart also didn't remove her Golden Rule status because it confirms the controvasy of having a corrupt member in the best superhero club.
However alot of civilians who snapped out of their mind control probably have told people about what really happened to them. That Miss Heed mind controlled not only villains, but heroes and civilians for her own selfish reasons and a conspiracy that P.E.A.C.E. and The Golden Rule was involved and backed this up.
The public opinion was split. In most cases, people outside of Cosmopolis and the general public who were not involved in Miss Heed's mind control didn't believe that P.E.A.C.E, a hero organization that fights agaists villainy and protects innocent people and their best super hero group, The Golden Rule and one of their members, would do such an evil thing. However there are many credible stories from a lot of sources that have caused public doubt about P.E.A.C.E.
Mr. Kelly and her agent, Anana Piña, tries to bail his daughter out with bribes and deals, but P.E.A.C.E. won't change their mind because of the colossal scandal she caused, which P.E.A.C.E. is still trying to clean up and because she no longer has Villains under her mind control that prevents them from doing crime and not making any progress on the formula GoldHeart wanted, they didn't see the value of keeping Miss Heed as a hero and bailing her out more than necessary than to save the orgaisation's reputation (that she just went to rehab for kissing a villain).
However P.E.A.C.E. still see that she had some value in being kept alived because she still has the most information on how the the formula works, which they can be still use in the future this is why they extracted her from the city alive instead of leaving her there to be torn apart by her enraged former followers (or it might be some other hidden reason not mention yet), so they put her in the rehab facility to keep and eye on her and also keep her lock up because having her roam free will defnitely caused another extremely controversal scandal that P.E.A.C.E. is supporting Miss Heed mind contolling people (which they are)
Mr. Kelly and her agent tried to negotiate that they can just keep her out of the lime light and just let her lay low and live in secret on her family's private yatcht or their mansions, but P.E.A.C.E. said that they do not trust her not to cause another controversy after being let out immediately or having access to her social media accounts and even the the internet in general. Hence, this is also another reason why they detained her in this hero rehab without internet access.

Before Flug came to see Miss Heed, agent Anana Piña visited her in her in room 217 which caused Miss Heed to yell at her when she and her father will be able to get her out of this facility. She is suffering without internet and wants to post things online.
The agent replied seriously that she weren't sure if they will be able to get her out.
This caused Miss Heed's eyes to widen in shock which turned into in denial and outrage and started yelling and questioning her agent of why can't her wealthy father or her do anything to get her out.
The agent said that P.E.A.C.E. is determinant in keeping her locked up after the kissing scandal she caused that lead to a lot of problems for P.E.A.C.E
Anana said she and her father will try to negotiate furthur with P.E.A.C.E. and work out something out with one of his contacts but for now asks Heed to wait in this special care penthouse for the time being (the nurse mentioned in Chapter 8 she stayed at a special care penthouse), that her father convinced P.E.A.C.E. to let her stay in at least.
Miss Heed then proceeds to yell at her agent that she doesn't want to stay in her penthouse she needs to out, she needs to post things online and she needs love and attention from her followers.
And the agent just yells at her back to "settle what she has for now or nothing at all" (like in Chapter 10 in the last image below) before leaving her alone.

Miss Heed was in her penthouse room for awhile before Flug visited. Without internet and the attention of her followers made her display withdrawal symptoms which can be seen when Flug visited her in this scene.

Miss Heed was there for months, while Mr. Kelly with Agent Anana negotiated with both P.E.A.C.E. and made a deal with Porccini (refer to Chapter 10 and Arenque News):
P.E.A.C.E. will agree to let Miss Heed out of the facility if Porccini can bring them Villains to be captured and be sent to Mictlán and if Mr. Kelly can run his own damage control to ensure that her being let out of the rehab would not tarnished
P.E.A.C.E. and make them look good instead (however they might not restore her as a hero in Cosmopolis as they already deployed a new superhero group called the "Justice Guardian Friends, they who might possibly use to manipulate people's emotions using their music)
Porccini will create a heist to lure rookie villains to the rehabilitation facility and work together with Captain Estrada and other P.E.A.C.E. officers to capture the Villains.
Mr. Kelly will use his money and connections to expose King Cassino for his involvement in Villainy causing him to be put on trial and assets to be frozen and to send all the rookie villains directly to Mictlán without interrogation to prevent any loose ends being tied to Porccini.
Afterwards he will use his money and connections with the news and media, like Arenque News to run a campaign to "clear his daughter's name" by saying that a controlled villain is better than a villain let looses, and Miss Heed's efforts to control villains is important in reducing crime and was a form of rehabilitation (hiding fact that her true intention was to gain hypnotize people into loving her and she also controlled not only villains, but heroes and civilians as well) and using Porccini's heist make it look like the villains were cruelly attacking for her previous efforts in reducing villainy her while she was still still recovering, when reality she is long gone from the facility and on her private yatch.
Meanwhile all Miss Heed had to do is just have to lay low on her private yacht without posting anything on her social media while everything is being taken care of for her (which she still complains about) until her name is cleared and she can publish her book for her comeback.

How important do you think the Sisterhood of UWU will be in Villainous? I think there is a foreshadowing this fan club will have a hand in Goldheart's plan.
hard to say really, I don’t have a big theory or idea about how important they’ll be, the only ones who seem like they’ll have some importance are the more prominent members like as Most people have theorized Anana Piña to be one of them, since there’s little to no information about them we have no idea who’s in it or who could be working for them. They may be more then JUST a fan club, it could be that it started out that way but if there’s still graffiti going around about how the “sisterhood rules” it could be that the club is still going strong but since they’re called a sisterhood they could be like an actual fraternity for women that associate themselves with the superpowered crowd and not just hero’s (cause what does the UWU stand for again? It could be a clue to their intentions) if they’re smart or competent instead of just helping with gold hearts plan they’d have there own plan to accomplish it as they work behind the scenes with the hero’s.
but until we have a bit more information we’re grasping at straws here and just speculating.

Villainous Theory/Observation: The Evil Pineapple Lady 🍍🍍🍍
As mentioned in Chapter 10 of The Risky Heist, Anana Piña is the manager and agent for Miss Heed ever since the start of her heroine career and the founder of the superhero fanclub, The Sisterhood of the UWU which as shown in both Penumbra's and Miss Heed's Instagram is associated with Pineapples🍍
Not only that, she literally has a Pineapple🍍 shape and coloured hair and her last name, Piña, literally means Pineapple🍍 in Spanish. 🤣🤣🤣
Add on from @xjulixred45x "Anana" is also a form to say "pineapple" in Spanish. So her name basically means "Agent Pineapple Pineapple 🍍" 🤣🤣🤣
This observation was made by Lilith_Ilythla on Twitter that in The Missing Cases of Ooo Orientation Video, Black Hat mentioned that he thinks that "lemons are not evil but Pineapples are.🍍"
Alan mentions in an interview that some things may not make sense right now but they will make a point later on.
If that's the case, it's pretty amazing foreshadowing if they planned out everything from 2017, (which was when the episode came out) or even before for this character to appear and wait until now to reveal it.

I theorised that she probably does a lot of evil dirty work for Miss Heed and Mr. Kelly so that his daughter can stay on top as a successful heroine and appear to have a spotless reputation.
Evidence that she does a lot of dirty work and cleans up for Mr. Kelly and Miss Heed are shown in Chapter 10, when she makes sure that Porccini's ties any loose ends to the siege and also making it clear to Porccini that Miss Heed and Mr. Kelly does not have any ties with him.
Another evidence was shown in Chapter 12, even though they made a deal to clean Porccini's reputation in exchange for him cleaning up Miss Heed's reputation, Anana Piña told Captain Estrada to betray and arrest Porccini when things got messy, King Cassino found out about their plans, in order to save the situation and cover up their involvement as much as possible as Porccini is no longer useful to their plan.
I also theorised that Miss Anana has a much more sinister purpose for her Sisterhood of the UWU club than just a normal superhero fanclub.
As based on the theory below, Melissa Lead might possibly be a member of The Sisterhood of UWU based on the pineapple logo on her laptop.
And she was the news reporter working for Arenque News that promotes one-sided false and misleading news to help clear Miss Heed's reputation and other news to make P.E.A.C.E look good.
So I theorised her club is for civilian hero supporters with high ranking or useful jobs that help promote their cause of making heroes look good, cleaning up their reputations, and/or generally doing anything that will benefit the heroes.

Villainous Observations: Miss Heed giving Anana the Middle Finger And Her Habit of Taking Credit for Other People's Work
Miss Heed tends to make holiday themed posts on popular holidays such as Valentines Day and Halloween, so it's a little out of character for her to make a post for an obscure holiday like Community Manager Day unless it's for a "good reason."

And I theorised that the reason that Miss Heed just had to find the most obscure holiday involving community managers*,
(*Community Manager: The person responsible for building and maintaining a brand's community, both online and offline and it's public perception)
(Note: Also, I love the subtle future foreshadowing with the pineapple pen, on the bottom right, hinting that Anana is her actual community manager)
Then probably made her two assistants write down the most brag worthy things on her white board and sticky notes,
(like saying she contacts the mayor, might get a reality show, and is besties with the popular hero Omega)
And overcompensating lies to make herself look like a good person,
(like saying she feeds stray cats, consistently sends love to her followers that she had to write it down twice, and and actually cares about world peace 😂)
Then afterwards, she probably just opened up her laptop to her Instagram account to pose for a photo, faking it to make it look like she was typing and thinking "that's what my annoying community manager does right?"
All this just to rub salt in Anana's face, not giving her credit, by saying she is her own manager and independently does all of the work managing her brand on her own without anyone's help, all by herself.
And Anana, seeing this post will be like "This ungrateful spoiled bitch that I have to work for..."
But she is probably not surprised that she does this..., as she worked for her for many years since the early days of her heroine career.

I theorised that Miss Heed and Anana have an "I hate you, but I have to work with you, relationship" 😂
For Miss Heed, despite what Anana has done to build Miss Heed's brand to make her a popular heroine and help clear her name, she probably still hates Anana due to her still not meeting all of her demanding and spoilt requests, probably because it can do more harm to her brand reputation in the long run.
(For example, not allowing her to use social media until her reputation is cleared, as it might raise some questions.)
Leading to both of them having a heated argument and a yelling match as shown below.
(I wonder if Miss Heed posted that Community Manager post after an argument with Anana out of spite and petiness 😂)
For Anana, because of this she sees Miss Heed as a "spoilt, demanding and ungrateful brat" but tolerates it because it is her job and since Miss Heed's dad signs her cheques, she would listen to her father over Miss Heed any day.
And also I theorised she knows that having to deal with spoilt heroes is the price to pay for being on the "winning side" and profiting out of it which is why she formed "The Sisterhood of The UwU" Superhero fanclub when she met other women in the hero industry who share the same experience and goals, benefitting from having heroes having a good reputation, despite knowing that they are not actually good people.
Hence creating this "sisterhood" which allowed her connections to help each other by making the heroes, beneficial to each member, look good by any means possible.

Aside from this, looking back at Miss Heed's Instagram again, after Chapter 10 of The Risky Heist, now knowing she didn't do anything herself is hilarious 🤣
And seeing as how Miss Heed tends to take credit for other people's work as her own, like claiming be to her own manager and claiming Flug's formula to be her own.
I wonder if all the other stuff on her Instagram she claimed that "she's done" was also a lie. For example:

Villainous Theory: How Miss Heed Became a Superheroine
Made this theory in fanfic form on what happened in school and after Miss Heed got Flug's formula:
*spoilers for those who have not read Chapter 10 of The Risky Heist*
When Miss Heed was in school and was developing a crush on Flug, despite initially only wanting to be friends with him to steal his thesis to become popular, she saw GoldHeart in news, magazines, tv, ect* and also developed an obsession and a one-sided parasocial relationship (before meeting Flug), despite probably never seeing him in person, talking to him, or knowing who he truly is outside of his public persona.
*(as you can see in the images below, Miss Heed has a hero magazine with GoldHeart on the cover and is blushing while she stares mesmerized the sight of GoldHeart on the tv news)
(She of course meets him afterwards when she joins The Golden Rule, but probably still is blinded by his crush on him to notice his true personality and looks at him through her rose tinted glasses version of him, her name Cecilia literally means "blind" and Amanda means "worthy of love" which she believes she is worthy of, and/or probably notices the horrible things he's done but doesn't care because of her blinding crush and GoldHeart's popularity, and maybe tries to justify his actions are for the greater good.)
She is attracted to him because of his fame and popularity, which she believes will make her more popular through his clout if she can date him and seeing as she loves to hang out with tall and muscular guys like Omega and Coyote, after making them her simps, she is also probably attracted to him because of his physique.
Through her obsession with GoldHeart, she is also influenced to become a hero believing that it will make her become popular and beloved by everyone and at the same time believes being a popular and beloved hero will also make her fantasy of being in a relationship with her one-sided parisocial crush a reality.
(This is ironic because cultivates a parasocial relationship with people by making them her mindless simps who fantasize of wanting to be in a relationship with her and extorts their one-sided love, not caring if they become bankrupt by donating their possessions and life savings for her)

Miss Heed genuinely believes she can become a popular hero using Flug's formula and her family's money and connections.
That's why after she stole Flug's thesis, her father, Mr. Kelly, got her an agent/manager, Anana Piña, to help her become a hero after he used his connections to make his daughter disappear from the school, fearing that BlackHat might come after her for becoming a hero.
Flug probably looked for Cecilia after her disappeare but found no traces of her and thought she died as "it is common to hear that students disappear inside the institute for various reasons, either because they went to some forbidden place, fell into a trap, got into a fight, or simply did not pass the exam of a very strict teacher." And was mourning her after thinking that he lost his friend.
Afterwards the agent helped her, using her father's money, to hire scientists create the formula based off Flug's thesis so that she can mind control people into loving her.
Once it was done, she demanded a factory in Cosmopolis to mass produce the formula so that she can get an unlimited supply of the formula to hypnotize as many people as she can to become the most beloved superheroine and become popular.
(Mr. Kelly probably also benefited from the fomula by getting those mind controlled people to support his business, work for him for free, and taking control of Cosmopolis through his daughter)
The formula creation and mass took around five years (refer to the timeline theory for more details) after Miss Heed left school and before she went to P.E.A.C.E. to get her powers. During that time Miss Heed probably sat back, relaxed and lazed around in her luxuries, while the scientists and her agent did all the work and probably complained and demanded why was it taking so long. (I kinda imagine it to be like the part in Chapter 10 when Miss Heed sat back and relaxed on her yatcht as Porccini and her agent did all the work while she only complained of not getting what she wants aka being able to post things online)
(During that 5 year period I believe that Flug and GoldHeart have met, became friends but became Arch-Enemies due to a feud and disagreement between the two.)
Afterwards her agent enrolled her in P.E.A.C.E., when she was 17 years old where she most likely demanded the power that is best suited for formula - the power to turn liquid into gas without changing the temperature. (refer to Miss Heed's P.EA.C.E. file below from nightfurmoon) That’s why she was extremely excited to start the process and after she got her powers insisted that her powers can be used to extrapolate Villains, despite valid questions from the scientists and doubts (probably mentioning to her that they think the power is useless, as shown in the second image below) being raised by the scientists about its heroic application.
Afterwards Miss Heed probably didn't get much support starting out as a hero from P.E.A.C.E. for having low ranking powers (her file as shown above labeled it as "low" and level 3.4) , but that doesn't matter as she has her mind controlling perfume, her dad's money and connections, who hired a personal agent and assistants to do all the work (such as getting her sponsors, get a costume designer to create her costume, booked all her events, public appearances and interviews)
Miss Heed then proceeds to use her formula on Villains everywhere, to make them become obsessed with her and do everything she says, hence reducing crime. Not only that the corrupt, popular obsessed hero also used the formula on other heroes and regular citizens to make them love her to feed her obsession and contribute to her rise in fame.
Her city Cosmopolis, was her main target. And after she effectively eradicated crime there and had the whole city under her control, her agent managed to get her an interview to join the Golden Rule, where GoldHeart was looking for someone with mind control powers or something that can be used to mind-control Villains in order to end Villainy forever.
Miss Heed was extremely estatic with news, believeing that this will make her fantasy of dating GoldHeart and becoming the most popular hero couple a reality. Believing completely that GoldHeart will definitely fall in love with her once he meets her in person and sees how gorgeous, charismatic, noble, talented, sensitive, fashionable of a superheroine she is...

GoldHeart didn't like Miss Heed at all...
He has first seen on social media about a heroine ripping off and wearing a cheap pink knock off of his costume. He concludes that must either be a clout chaser who lacks any orginality or creativity and/or an obsessed fangirl who wants to be his sidekick or worse …date him.
Because of this he wasn't too thrilled when P.E.A.C.E. recommended her for an interview when he was looking for a new member to can help with his plan to end Villainy.
GoldHeart definitely didn't want her to join his team and even less so when he met her face to face with her agent for the interview.
She had a crazed looked in her eyes (like how she looked at GoldHeart’s photo in episode 6) and her creepy obssessed fangirl behaviour is apparent as she asked him too many personal questions and tried making grabbing motions at him, only stopping when her agent told her to behave.
GoldHeart flat out told her he's not interested in her (making her scream in hysterical shock and outrage of GoldHeart’s rejection of her) and immediately moved onto the interview…

As the meeting went on he had suspicions that Heed might not be the brains behind the thesis, which she claimed she had come up with and created, as she, gave generic answers, looks confused and unsure how to reply when he asked her difficult questions and alot of times her agent has to step in answer for her.
And theorises that she basically took credit from a scientist working for her or something.
GoldHeart really didn't care if she is ripping someone of just like she did when copying his uniform and style. He sees how effective the formula is in eradicating crime in her city. However her cringy and creepy obsessive behaviour towards him is extremely off putting and is really making him not want to put her in her club and instead call security to get her far away from him as possible.
GoldHeart sighed, eventhough he really dosent want to, beggers can't be choosers and sacrifices needed to be made for the fight against Villainy. But he will definitely avoid interacting with her as much as necessary.
So he agrees to let her join his superhero club only if she can develop, modify the formula to his specifications and plan to end Villainy forever, such as making the effects permanent.
Miss Heed was extremely nervous at not being able to complete the condition as she had no idea how to improve the formula.
The scientists her father hired which she later mind controlled, also adding new ones to her group, could not figure out how to improve or develop the formula beyond the incomplete thesis Flug provided years ago.
However, she agreed to the condition so she can get into the Golden Rule to become more popular and delsionally believe that this will make GoldHeart love her.

Afterwards Miss Heed layers meet up with the Golden Rule's to discuss and negotiate her contract. And her assistants schedule a date for her inaguration to the club. Leading to the painful image of Flug seeing her friend (who apparently was still alive) joining his Arch Nemesis’s side.
As we can see in this photo Flug is still wearing his uniform, meaning that Miss Heed joined the Golden Rule while Flug was still in school at I believe when they were both 18 years old. Hence I believe the timeline for Miss Heed zombifying her entire city with her perfume after she got her powers at 17 years old and joining The Golden Rule is one year. (again refer to the timeline theory for more details)

Years later, all new Villain scientists she mind controlled proved to be utterly useless in improving her formula.
And GoldHeart is extremely angry at her for consistently pushing the deadline behind and making little to no progress at the formula he wanted.
(GoldHeart also suspected these massive delays and set backs was because the person she ripped off the formula from might not be at her disposal anymore and this infuriates him)
As a result, GoldHeart has already taken all the perks and benefits she had of being a Golden Rule Member, not inviting her to any of their group events, and worst of all not even allowing her to talk about in detail being in the club in her social media accounts.
Until all that is left is meesely title saying that she is "The Official Member of the Golden Rule of GoldHeart"
Leading her to only on her millionare family fortune, sponsors her agent found, like Freez-O, and mind controlled followers who have donated their life savings and sold their furniture to give her gifts and money.
Worst still GoldHeart appears to hate her more than he first met her because of the delays*, she is furthur off than she was in making GoldHeart love her, and she fears he might one day snap and just kick her out of his superhero club and never talk or interact with her again!
*(and also because Miss Heed's creepy advances)
No! She can't let this happen! She can still save this! All she needed to do is… just find Flug!
Yes, that's it! She’s a genius! He created the thesis so surely he knows how to make the perfect formula for her.
So she just has to spray him with her perfume, make him love her, and use him to make the perfect formula GoldHeart wanted...
However, this also proved to be extremely difficult as Flug has a reputation if being extremely difficult to find ever since he joined Black Hat Organization. (she mentions it was extremely difficult to find him)
She's seen him in public the news fighting heroes but can't send her simps after him as he is instantly gone after the job is done and she obviously can't go to Hat Manor to get him, knowing its instant death because BlackHat is there.
Maybe get someone to lure him to her and fast…. Her fame and popularity are literally on the line for this.
