To wrap up the semester on learning about feminism and intersectionality in the world, I was looking and found this article. I immediately noticed that it quoted and cited Kimberlé Crenshaw, someone we have talked about previously during class. The article starts off talking of Mrs. Crenshaws quote “all inequality is not created equal”. Moving to talk about how its experience is not just “the sum of its parts”. Next the areticle focuses on a women from Brazil, Valdecir Nascimento, who is another women’s rights activist. She gives the viewpoint of promoting black womens rights. She fights to have her communities voices heard in Brazil sand beyond. Next, the article focuses on Sonia Maribel Sontay Herrera, a Guatemalan indigenous woman and human rights defender. She fights for the rights of indigenous women in her community. Lastly the article focuses on Majandra Rodriguez Acha, a youth leader and climate justice advocate from Lima, Peru. She fights for LGBTQ rights as well as black, indigenous, and all other human rights. This article does a great job of following these women’s activists beliefs and setting the stage for outlooks for women’s rights. There is so much left to do but it helps greatly to have such strong mouthpieces fighting for human rights across the globe.

El Gobierno ha gastado Q 564.3 millones en la construcción de doce “Escuelas Bicentenario”
La adjudicación más reciente es para una construcción en Villa Nueva que costará Q46.7 millones. Melvin Geovany Martínez Herrera, un exempleado del Consejo Departamental de Desarrollo (Codede) de Chiquimula es el representante de la empresa ganadora del millonario contrato. El proyecto a diferencia de las primeras cuatro escuelas bicentenario-construidas tuvo un aumento de Q10 millones, la empresa constructora comparte el mismo registro de dirección con otra señalada de colusión que fue inhabilitada.

La última adjudicación para la construcción de una “Escuela Bicentenario” costará al Estado Q46 millones 796 mil. El proyecto fue entregado a la empresa Corporación Ankara, Sociedad Anónima, que reporta como sede la 11 avenida A 9-65 zona 2 Ciudad Nueva, en la ciudad capital de Guatemala, la cual comparte con otras empresas que se dedican a la construcción.
La escuela contará con veinticinco aulas para primaria y nueve para preprimaria, un laboratorio y un salón de computación, y estará ubicada en la zona seis del municipio de Villa Nueva, Guatemala, según los planos entregados a la Unidad de Construcción de Edificios del Estado (UCEE), unidad que solicitó la construcción del inmueble.
La empresa que ganó el proyecto es representada por Melvin Geovany Martínez Herrera, quien figura como representante legal y fue empleado del Codede de Chiquimula de mayo de 2011 a marzo de 2016, de acuerdo con su perfil en la red social Linkedin.
En el portal electrónico de Guatecompras aparecen las constancias de pago para Martínez en 2011, 2015 y 2016, desembolsados por la Secretaría de Coordinación Ejecutiva de la Presidencia (SCEP) la cual tiene a su cargo la administración de los Codede. El ganador del millonario contrato, entonces tenía una plaza como asesor técnico con pagos mensuales de Q5 mil 500.
Martínez Herrera es, además, representante de otra sociedad que tiene su sede en el municipio de Chiquimula. Según su perfil de Linkedin, es Gerente General de la empresa Car Zone Chiquimula, también ubicada en ese municipio.
Empresa vinculada a otra sancionada por colusión
La Corporación Ankara trabaja principalmente con municipalidades de Chiquimula, entre ellas la comuna de San Juan Ermita y la de Camotán, pero reporta como sede una vivienda en la colonia Ciudad Nueva en la zona 2 de la ciudad capital, en esta dirección aparece también registrada la empresa Negocios y Conferencias J & E S.A. la cual es representada por Elver Leonel Rottmann Sontay y Heidy Marisol Rodríguez Argueta de Rottmann.
Rottmann Sontay fue también representante legal de J&E Datos y Conferencias, una constructora que pasó de recibir pequeños contratos que, no superaban los Q900 mil con distintas municipalidades entre ellas la de Jocotán, Chiquimula, a un contrato por más de Q217 millones en 2021 con el Ministerio de Comunicaciones para mejorar un tramo carretero en San Francisco, Petén.
Mientras Rodríguez Argueta es propietaria de la empresa individual Corporación R&R y representante legal de Constructora J&H Sociedad Anónima, la primera fue inhabilitada permanentemente para proveer al Estado por haber incurrido en el delito de colusión, mientras la segunda reporta la misma dirección que Corporación Ankara.
Corporación R&R fue señalada de colusión en un proceso de adjudicación para el suministro de alimentación para el hospital del IGSS, de Escuintla por 24 meses, fue sancionada e inhabilitada de manera permanente en 2012, cita el expediente DA No. 90-IGSS-2010.
El número de teléfono que reporta esa empresa es además el mismo número de otras empresas vinculadas a Rottmann Sontay, entre ellos Corporación Rottmann que tiene entre sus empresas una Agencia de Seguros y Fianzas de nombre Agente J & E.
Además, responde comercialmente a otras, como Ankara Alimentos y Servicios, Ankara Technology y Constructora y Distribuidora Ankara.
Escuelas de PVC
Aunque el Gobierno ofreció la construcción de 16 escuelas en 2021, solo dos fueron adjudicadas ese primer año, mientras las restantes se han ido licitando entre 2022 y lo que va de 2023.
De las doce escuelas adjudicadas, los contratos de seis de estas se modificaron y se incrementó el valor entre Q2.7 millones y Q21.1 millones, para un aumento total de más de Q70 millones.
En las cuatro primeras escuelas que el gobierno adjudicó, -Escuintla, San Agustín Acasaguastlán; San Antonio La Paz; y Pueblo Nuevo Viñas – se presentaron ofertas por Q34 millones, Q35 millones, Q31millones y Q34 millones respectivamente, mientras las últimas cinco adjudicadas -Las Nubes, Villanueva; Cabañas, Zacapa; Morales, Izabal; Palín, Escuintla y Esquipulas, Chiquimula, los precios aumentaron a Q46 millones, Q42 millones, Q46 millones, Q43 millones y Q53 millones cada una.
Escuelas que aumentaron su costo original
Las cuatro primeras que adjudicó el Gobierno tuvieron un aumento. La de Escuintla, la primera inaugurada por el presidente Alejandro Giammattei elevó su costo en Q13 millones 187 mil 073,30.
La escuela de San Agustín Acasaguastlán se incrementó en Q6 millones 613 mil 210.24, la de San Antonio La Paz aumentó su valor de construcción en Q12 millones 581 mil 298.40 y la de Pueblo Nuevo Viñas en Q13 millones 816 mil 217.89, según los datos de Guatecompras.
La escuela que más incrementó su valor respecto al precio original ofertado fue la de Esquipulas, Chiquimula que aumentó en Q21 millones 190 mil 177.73.
