so here me out here okay? honkai star rail's belobog is consisted of 2 parts: the overworld and the underworld. the overworlders are content with comfortable opulence and cultural heights - and they are in charge of administration in the entirety of belobog. the underworlders provide the geothermal ore used by the overworlders to sustain energy and heat up above in exchange for supplies and resources. however, the overworlders implemented a law preventing entry and exit to and from the underworld. the only route that legally exists are supply routes used to exchange ore and supplies. however, the supplies received by the underworlders aren't enough to properly sustain their population and when the fragmentum came to attack their homes, the overworlders left them to fend for themselves. hence, a revolutionary organization called wildfire was created to facilitate and protect life in the underworld and to find a way to bring the underworlders back to the surface.
basically, the belobog arc is a story of class conflict between the opulent overworlders that benefit on the exploitation of the underprivileged underworlders because the former firmly controls resources such as food and the like and uses them as currency for geothermal energy needed to survive a literal frozen wasteland - aka the geothermal energy harvested through the toil of the underworlders who are literally forcibly trapped underground.
