Mao calls Nambooze a little worm as he backtracks on summoning her
The DP embattled President general Norbert Mao has said that those pushing for reforms in the party are little worms that he can crush with just his feet but he has chosen to spare them for another day. Although Moa didn’t mention names, it is clear that he was referring to the Party vice President Nambooze and her colleagues with whom they are pushing for reforms in the party.

On Party Unity
Since the EALA Elections, the party has faced polarization. This polarization is not based on any fundamental principle. At best it is petty squabbling. At one point it was presented as an agitation for reforms in the party. However we have since demonstrated that the leadership of the party is championing all the necessary reforms. Some of those at the forefront of this agitation are senior leaders elected to sit on national decision making Organs of the party. We note that there is a striking discrepancy between their conduct and the duty imposed on them as leaders by the party constitution. Their so called reform charter is premised on an endless outpouring of falsehoods aimed at duping those who cannot see through their evil scheme to divide and destroy the party. It is nothing but a glitter of words intended to dazzle, mislead and mesmerize the naive. These agitators are false prophets, puppets of those who for decades have tried in vain to destroy the party. Their so called mobilization is nothing but a campaign of slander against the party and its leadership. They are poisoning the minds of unsuspecting members of the party and the general public. As they hobnob with enemies of the party, their sole agenda is to demonize the legitimate leaders of the party. They seek to tear down rather than build up.
Some of us have been away in Aruu North to support our candidate in the recently concluded parliamentary by elections. Any one who likes lift high the DP flag in areas where the party has been virtually nonexistent deserves praise and support. With time such small efforts will bear fruit. For instance thanks to our efforts in 2011, we were able to recruit for the party an excellent candidate who in 2016 became the Mayor of Pader Town Council.
To those who seek to build the party, I say where DP is strong work to consolidate it. Where DP is weak, work to rebuild and strengthen it. The habit of tearing down our strongholds is counter productive. The weakening of DP in areas like Kampala is evidence of this. DP once held sway in Kampala but thanks to the anarchy and opportunism of the branch leaders, Kampala has become DP’s weakest link.
If we realize that DP is a national party guided by its time tested constitution and that we are stronger together, then we shall reap victory. This is seed time in DP. If we sow hatred, we shall reap division. If we sow sectarianism, we shall reap apathy. But if we sow love, we shall reap unity. If we sow nationalism, we shall reap energized engagement from our rank and file.
There have been calls for stern measures against the elements fermenting sectarian agitation. As Chief Executive of the party, the constitution vests in me powers to rein in NEC members who act outside the constitution. Nevertheless, I have chosen to act with restraint. I do not want to be accused of intolerance. The time will come when the organs of the party will decisively deal with the twin problems of anarchy and opportunism in the party.
I am confident that we shall emerge stronger from the turbulence we are experiencing. Internal matters of the party should be discussed through appropriate organs. My door remains open. I am willing to talk to any individual or groups that have any proposals that will make the party stronger.
I have neither the time nor inclination to engage in media exchanges with those who seek to distract us from the tasks we were given by the delegates. Over the next few weeks and months, we shall get back to those tasks. Those interested in media exchanges will be engaged by appropriate officials delegated by my office.
We call for unconditional release of Stella Nyanzi
We have learnt with dismay of the arrest, detention and arraignment of Dr. Stella Nyanzi. Whatever else Stella Nyanzi is, she is a citizen who has fundamental human rights under the Constitution of Uganda. The controversial law, under which she has been charged, the Computer Misuse Act, is a law which has no place in the Information Age in which we live. We call upon parliament to repeal the Computer Misuse Act.
Stella Nyanzi’s social media activism has posed a serious moral challenge to the Museveni regime. By focusing like a laser beam on the important issue of Sanitary Pads for school girls, Dr. Nyanzi has attracted support across the spectrum of our society. Her vitriolic attacks on the President and his wife, the Minister of Education, have to be seen in context. Dr. Nyanzi is only amplifying the murmurs of frustration and protest that our society can no longer ignore.
Stella Nyanzi’s writings bring to mind Francis Mbuga’s play Betrayal in the City – “When the madness of an entire nation disturbs a solitary mind, its not enough to say the man is mad.” What Stella Nyanzi stands for is noble. When it comes to public criticisms, leaders should have a higher tolerance level than private citizens. Those with thin skins have no place in public offices. Being criticized in strong language is one of the occupational hazards of holding public office.
We therefore call for the unconditional release of Dr. Stella Nyanzi. All charges should be dropped and the repressive Computer Misuse Act should be repealed.
We denounce tokenism in the fight against graft
We have read of the arrest and detention of the Labour State Minister Herbert Kabafunzaki who is accused of soliciting and receiving a bribe from a man facing charges of sexual harassment against an employee. This apparent surge of vigilance in the fight against graft is laudable and we anxiously await full details of police investigations. So far the details are mixed up and full of contradictions.
Nevertheless, we have to state unequivocally that the problem of corruption in our country is systemic. Uganda is a kleptocracy and our top leaders are kleptomaniacs. Only a total change of system of governance from the hands of the few to the hands of the people will give us a chance against corruption.
Arresting and detaining small fish cannot deceive us that the government is now determined to fight corruption. Arresting small fish simply amounts to tokenism. It is like treating a cancer using Vaseline. We insist that there is no better way to fight graft than the personal example of leaders. If ill gotten wealth is praised and honorable public service goes unrewarded then we cannot win the war against corruption.
