Okay The Weiss Chapter came out and let me tell you the writing is confusing with Weiss's Spacing out being confused by whoever is Talking (I believe is Jaques), with the story being somewhat solid (Weiss PWNing Cardin) that doesn't stick the landing with Blake Calling her a cheater at the end for using something she didn't cannonically master (even though said event was a Free-For-All). Also the controversy is that DC apparently stole a fan weapon design (three Barrel Revolver) proving (part 1)
(part 2) that once again The people that DC saw fit with this comic cannot be trusted with this Adaptation. The reason I'm not blaming RT for this (despite my current issues with them) is because RT has used fan content before (see RWBY chibi episode "Cinder Who?" and the Manticore (I believe)).             
To be fair, it wasn’t technically summoning. From what Blake said, it sounded like an illusion.
And once again, I speak in defense at the beginning because I am about to TEAR this fucking comic a new one.
A. I have NO idea when this comic takes place. Judging from the beginning, I’d say early RWBY...which makes no sense since Blake says she ‘thought highly of Weiss’ which she DOESN’T until at least Volume 2. Adding onto this is that Weiss talks about how Blake thinks she was ‘just gifted’ stuff which is kind of BULLSHIT since in The Stray Weiss outright DISPROVED that by talking about about how she had to suffer under Jacques so Blake would know better AND Cardin makes reference to Jaune taking lessons from Pyrrha...which means the time frame for this is EXTREMELY small since it would need to take place between Volume1 Episode 14 - 15. But then at the end Blake says that Weiss had a beef with Cardin since before he messed with Jaune and Pyrrha...but Jaune’s flashbacks in his own episodes show Cardin bullying him during what looked like intitation stuff (i.e. Glynda informing the students about the lockers where Cardin blasts him off). So I have NO IDEA what is going on, Volume 4 was more cohesive than this!
B. Cardin smack talks Weiss saying she bought her way into school and she spends the comic trying to outdo and humiliate the guy. Thing is, Jacques wanted her to go to ATLAS, not BEACON so Weiss could have just pointed that out and shut him up.
As well, why would Weiss give a shit about what Cardin says, she’s never shown to be this sensitive. The only time I can think of her pulling this shit is in the Badge and the Burden which, alongside being THE WORST Volume 1 episode, is all around her viewing Ruby as an inadequate leader which is quite a bit more more important and even THEN she isn’t as obsessive as with Cardin.
Cardin picking on Weiss is stupid since, if this is after Forever Fall, then why would he go after Weiss if he couldn’t handle FUCKING JAUNE?! Seriously, he pissed himself while Jaune ‘Imma gonna make Yamcha look cool’ Arc saves his ass.
She calls Cardin ‘the worst the world has to offer’....while being the target of a civil rights turned racial supremacy group and being the child of Remnant’s answer to Gendo Ikari. Like, seriously?
Weiss talks about ‘being secure in her family’s standing’ which not only never comes up again but goes against her trying to REDEEM her family name as though the Schnee name is somehow good.
She calls Team RWBY ‘the best the world has to offer’ which would be sweet...if we didn’t jump into that competition thing THE VERY NEXT PANEL despite Cardin getting an example.
Blake tries to chide Weiss for making a laughingstock out of Cardin...WHEN SHE DID A SIMILAR THING IN VOLUME 1. (https://youtu.be/M_Loqu0jo7k?t=153).
And at one point, the team is suppose to solve a glyph lock (whose making that? Glyphs are a Semblance and wouldn’t Weiss have an inherent advantage?) and Carding just tears down the door. While the challenge was ‘by any means necessary’: the challenge was to SOLVE THE LOCK, not open the door.
And there’s so much more.
C. The art is still not working well.

Not only do Yang and Ruby look the same age here but Cardin barely conveys his smugness just for the sake of a simple face,

Yang’s arm is miscolored (either a mistake or the artist thought Yang had her mechanical arm here) and there are SO many of these mistakes (even more than in Blake’s comic.)
And finally D. There’s another comparison going on that says that the artist whose revolver design was stolen also got his sniper rifle design stole for Volume 3:

I bring this up as an example of a bunk accusation. The OC rifle has a darker color scheme, more details (like that arched piece in front of the scope, the riveted barrel end, the styled back and five colors instead of two), the original has a spot at the back for shells to be disposed while the OC rifle doesn’t and more. All in all, the rifles only look alike because they’re the same type of weapon made for RWBY.
But the revolvers?

Aside from the Dust and the slightly different handle (which can be chalked up to laziness considering the rest of the comic)- They’re the SAME WEAPON. This is WAY too close to be a concidence.
And worst of all, as you said: RT will use fan content and get permission from the creators as well. The comic didn’t and considering the shit with continuity and the mismanagement of the Blake comic, I’d say this is on DC too.

The fucking Weiss comic looked at the failure of the Blake one and said ‘Watch as I achieve an even higher level of shit!’
The only good thing I can give is that there are a few cute faces of Weiss but that is small potatoes compared to bullshit writing and art theft.
