Everything about this ask is ~a vibe~, so I will answer it on a script font.

I often don't fixate a lot on outer planets BUT when they touch angles of the chart of are very present I do so,,,,

Ppl with this (not to be cliche or anything) are often perceived as cloudy?? like,, there is often this ethereal quality about them, like for example if there is a talkative person you could say oh you know they are charming bc they are so talkative and friendly BUT, with this you can't pin point what it is that makes the person so charming and or interesting,,, neptune tends to sort of mix with the energy that the ascendant already has and it amplifies it in a way, so there is always this effect to some degree.

With sag/aqua together I think there is always this feeling of unpredictability about the person?? (this might be misspelled do not mind me), even if the individual is not acting all zesty for life ™️ or talking much or doing things that are very fire rising sign-like, you could feel that energy sort of buzzing lol

Cool side of this placement is that the individual is almost always (for better or worst deppeneding on your taste) very captivating, intuitive and creative, down side is that ppl will project themselves a lot on the person, and also the person itself might struggle with keeping up with the image everyone else boxes them in OR they could feel not appreciated bc ppl are not seeing them for who they are.
