So, I think that there is a difference in being bequeathed a Keyblade and inheriting a keyblade. Bequeathing needs ceremony: a promise to oneself and their heart, but also an oath to the person who is bequeathing them a keyblade. We see this in Terra and Riku. 
Inheriting a keyblade is less glamorous, but just as important; it is the act of being given the ability to wield keyblade. There is less circumstance and oath, if the heart is ‘worthy’, then they gain the possibility. It is not certain they will ever summon a keyblade, but they have the potential. We see this with Aqua and Kairi. So Kairi wasn’t bequeathed a keyblade -and if she was at all, it’d be from Riku in kh2, but that is a different issue, but Riku was both bequeathed and inherited his keyblade.
Sora on the other hand inherited his keyblade from Ven, but was bequeathed by Xehanort. Which is also a fucked up circle of characters that are deeply interconnected in ways they impacted each other. 
We know that Sora pitched Riku’s keyblade in kh1 because he touched Riku’s light, but he touched Ven’s light -and he was all Light, as a newborn and thus inherited the ability to wield a keyblade then as well. He was officially bequeathed by Xehanort at the end of kh3, circumstance and all. 
It’s funny that Riku was firmly in the light, but Sora was in the dark. Even the light he had, Ven, was only light because Xehanort untaught Ventus how to share.
