I don't care who says what about gallifreyian. I like to imagine that the way they speak and the words they use are bigger on the inside than out. so speaking to someone using a tardis translator will lead you to hearing "blue" while a timelord would be saying "light gray blue that's reminiscent of spring beds" or something like that. but only in one word. I like to imagine that the reason the doctor seems so autistic to human standards is because they take a lot of stuff at face value when people say things. On Gallifrey it's "Hey long time no see! It's nice to chat with you! I'll catch you around but I lets not actually plan on meeting up anytime, okay?" in like three words, that comes across easy because of the way you build on your phrases and the ease of being blunt in their language, but on earth it's "Nice to meet up! See you later!" And it's simply that. The doctor can't understand that it's still the "nice talking to you but let's not make any plans" so he just doesn't catch it. and like just the social ques. Gallifreyians will say everything but like humans DO NOT they rely on experience and other nonverbal forms of communication ONTOP of verbal communication and that's just TOO MANY THINGS TO WRAP YOUR MIND AROUND as a timelord. So it just LITERALLY gets lost in translation. like 12 is super rude because of the loss of nuances through translation from gallifreyian to english. anyways. they're still autistic on gallifrey tho. I think maybe she just can't wrap her head around some of the other stuff. maybe he has a speech impediment that makes it hard to get big thoughts across so they end up slightly rambling sometimes. maybe there's an ableist layer on that that rambling is often annoying but it has to be dealt with IDK. I think if there is a speech impediment a decent chunk of timelords would have them it's just a common disability. I have lots of thoughts about how Gallifreyian works it's neat to me. I don't care who says what in canon I like my thoughts. I'm so smart. anyways gets hit by a firetruck as I exist the building
