Why does it seem like all bald face horses are western?
I can only guess, but my running theory is it stems from the types of horses that make them. Please note: I do not have a degree in equine sciences and I am not an equine geneticist.
Anyway: A ton of baldface horses are double registered QH/Paint, because Paint is the easiest way to get these markings. I might be wrong, but it seems like English favors Tobiano markings in their paint horses, while more Overo paints see more favor in Western spheres. I could be totally wrong, this is just my casual observation.
NOW. There is a subsection of Overo markings called "Splash" markings - usually signified by large swaths of white markings, usually on the face, legs, tail, and belly.
Southern Phantom, I would say, is a good example of a very limited Splash Overo that is an English horse - he is a racer.
Of note is the white face, tall white markings in the legs, white tail, but MOST IMPORTANTLY, you see a splash of white under the belly - this means that oftentimes, baldface markings are NOT a natural piebald-type marking like socks or stars, but actually a result of paint genes.

Now.. there are many horses that are more of a "true" baldface - a large white facial marking with NO pinto/paint expression, but those seem much rarer than otherwise.
There are also horses like HF mobster, who I would call a baldface due to the blue eyes caused by the white facial markings, but in reality just has a large and oddly shaped blaze.
Anyways, as far as I can tell Baldface is often stored in the paint and the pattern of paint is just something Western riders like.
Blame the APHA/AQHA cross people.

The top 3 horses on my ‘fantasy horse wishlist’ based on color are:
A small and sturdy blue roan gelding for trails - probably a mustang, if I could find him.
A buckskin or palomino paint with bald face a la Chex to Cash or HF Mobster (apparently Mobster throws foals that look exactly like him. He’s on my stallion list.) double registered AQHA/APHA for reining and cow work
A black Snowcap Appaloosa with a big ol blanket and hopefully no roan gene. Honestly this would just be a big dick play I don’t know what I’d use him for
