There are currently about 38,000 Black people living in the city of Portland; just 5.8% of the total population. In the past several years, approximately 10,000 or more of these people were forced to relocate to the far fringes of the city due to the rising costs of housing in their neighborhoods (Bodenner, 2016). These neighborhoods, which include the popular Alberta Arts area and the Albina district of North and Northeast Portland, have historically been home to the majority of Portland's Black community, though not entirely by choice. Throughout the 1900s, racially motivated real estate practices were commonplace in the state of Oregon. For example, “In 1919, the Portland Realty Board adopted a rule declaring it unethical for an agent to sell property to either ‘Black or Chinese people’ in a White neighborhood. The realtors felt that it was best to declare a section of the city for them so that the projected decrease in property values could be contained within spatial boundaries” (2020). This effectively confined communities of color to the relatively small and economically depressed Albina area of Northeast Portland, which includes today's neighborhoods of Boise, Eliot, Humboldt, Irvington, King, Overlook, and Piedmont. For most of the 20th century, these neighborhoods remained home to the majority of the Black population in Portland. In the early 2000s, the city began revitalizing these neighborhoods and offering loans to (mostly white) home and business owners who could afford them. Prices have been steadily on the rise ever since, as more and more low income residents of color are forced to search for housing much further away and historically Black owned businesses, community centers, homes, churches, and other cultural landmarks disappear. Some of the amenities made available by the gentrification process are favorable additions to neighborhoods that have long suffered from a lack of funding. For residents who can afford to stay, it isn’t all bad. But for renters the story is often quite different. And the shifts that happen in these neighborhoods aren’t purely economic. An influx of White residents enticed by low prices creates cultural displacement, eradicates diversity and alienates long time residents. In 2017, Portland was named the “fourth fastest gentrifying city in the United States” (Realtor.com). Some reports refer to the gentrification that has taken place in Northeast Portland as “late-stage” gentrification. Rapid gentrification in Portland puts the remainder of the Black community in NE Portland, as well as other communities of color all over the city at risk of being displaced.

Sue and I and our high school friend Bruce Coleman will be riding in the 47th Annual Great Bicycle Ride Across Iowa July 21 to 27 - 427 miles across Iowa. We will be riding to raise money for Pure Water For The World to provide water and sanitation programs in Haiti and Honduras.
According to World Health Organization, 2 million people, mostly children under 5, will die this year from waterborne illness. YOU can help reduce that number.

Wearing Memories: Sweater Vest

My sweater vest was made in 2017 by my husband, costume designer Fabio Toblini, who has been machine knitting since he was 11. His late love, Robert Hilferty, bought a cardigan from Yves Saint Laurent in 2002. It came with stylishly frayed cuffs and was known as Robert’s ‘poor little rich kid’ sweater. He wore it so much that when I saw it after his death, the elbows had holes and the edges were raw. Fabio had wanted to make me a sweater. I’m a committed recycler, and the body of Robert’s sweater had intact yarn of exceptional quality. So Fabio was able to unravel Robert’s sweater to make me mine.
It’s the sweetest love song I’ve ever been part of.

Stakeholders and Leaders in Gentrification
During a gentrification process, stakeholders are those who are interested in purchasing the property, residents of the property, and the community. This could be individuals, organizations, groups, tenants, landlords, journalists, etc. How well connected a person is to the event separates them into two groups. Primary stakeholders are those who are more affected and involved while secondary stakeholders are less connected to all the practices, activities, and policies. Both can be impacted positively and/ or negatively depending on the topic. The purpose of stakeholders is to put more than one view of things allowing recruitment.
Every resident, property developer, and interested buyers have a stake in the gentrification process. About half the stakeholders have problems with gentrification which include residents, and community members this is due to housing displacement, rising rent, and cultural community loss. Race/ethnicity and socioeconomic status are the biggest factors that contribute to gentrification. Many of these stakeholders tend to be wealthier, more educated, and whiter than previous residents. The other half of stakeholders are for gentrification which includes new renters/homeowners, property developers, and landlords; this is due to modern housings, the rise of property tax, and “trendy locations”.
On November 9th, We conducted an interview with Yosan Tewelde, a Portland resident and a 20-year-old student attending Boston College. Tewelde has lived in the NE Portland area her whole life and is a resident. Throughout the interview, we asked many questions to get a better understanding of the opinions of a community member about the changes that have been going on in Portland neighborhoods.

Q: How does it make you feel living in the part of the city that had the most rapid change?
A: “ I feel like right now gentrification is already completed, everything has changed from what it looked like before, but it does make me upset that the street I grew up on just got worse over time.”
Q: And as a Black resident how does it make you feel when you see the Black population dying out in Portland even because called “The Whitest City in America”?  
A: “ Honestly, I didn't realize how much diversity Portland lacks until I moved to Boston, but seeing the difference and comparing the two, you can see how Portland’s gentrification drove the Black population out. It's just really disappointing however, because I think a place that lacks diversity and culture is destined to build ignorance from privilege, it also builds isolation from  people of color, I'm also saying this because I experienced it and saw it for myself.
Q: Have you been affected by gentrification? 
A: “My family moved here in the late 90’s and stayed in the Northeast and my parents never wanted to move from the area because we are familiar with it. We used to stay in Irvington which is one of the neighborhoods that peaked with gentrification so it was unaffordable to stay in and we moved towards Delta Park.”
Q: How do these stakeholders(new residents, property developers) impact the problem of  gentrification?
A: “ They are the problem that is contributing to gentrification! Because of the new condos and apartments, people can't afford rent and have been pushed out. It's impossible for low-income families and individuals to afford these neighborhoods anymore.”
Q: There are programs opening up affordable housing to Black individuals whose families lived in Portland for generations? 
A: “ I heard that they are and I think it's great but, I've also heard it hasn't been effective. I don't wanna be pessimistic but I don’t think programs like that will bring the former residents of Portland back. I just think it's hard to move in general and also the community they knew back when they were living in Portland is gone.”

Generalization of Equatorial Impact-Parameter Formulas for Rotating Bodies. (arXiv:0904.4000v2 [physics.gen-ph] UPDATED)
This paper computes co-rotating and contra-rotating impact-parameter formulas in the plane of symmetry for any plane symmetric and axisymmetric rotating body in all metric theories of gravity, including general relativity. Impact-parameter formulas are useful to compute the appearance of accreting black holes, neutron stars, and other emitting or reflecting matter near a gravitationally compact rotating body. These rotating-body impact-parameter formulas generalize similar impact-parameter formulas for the Kerr case derived by Bardeen and coworkers in 1972, and another general-metric formula for the spherical case published by Bodenner and Will in 2003.
