A year and some later I finally got around to hacking my save for that unused NPC dialogue about Julius. Turns out most of the dialogue for the NPCs here at Trigleph Port are unused because you can’t reach them before the Oscore attack.

Relic: A golden pocketwatch. Stopped.
Noble Phantasm: Lance of Kresnik (Chromatus) - an altered physical state of differing levels of power. At its highest levels, Ludger's body is temporarily replaced by one that is encased in a shell-like armor, possesses superior strength, speed, and agility, and feels little to no pain. However, he can only maintain this form for a limited amount of real time, injuries sustained while in it shorten the time he can sustain it, and the mana it costs him increases exponentially with the power level. 
He can use the lowest form fairly cheaply to simply summon his weapon, a heavy spear, and to slow relative time around himself -- most often used to make it appear he has teleported.
Long ago, the Kresnik Clan was gifted by the Vila, faeries, an unusual gift:  rarely, children of the family, most often those born with light hair, are gifted with the ability to see and speak to the Vila, a pocketwatch that represents their abilities, and the skill to transform themselves into beasts. Those gifted of the Kresnik Clan who choose their family and act as protectors of order and humanity are known as Kresnik, and retain their appearances-- however, those who choose to turn their backs on humanity and sow chaos become known as Kudlak, and their hair darkens while their appearances often twist, becoming vampiric and reflective of their desires. One duty of Kresnik is to hunt Kudlak--however, the head of the clan, Bisley Karsci Bakur, has become obsessed with gathering power and influence himself for the good of the clan and ostensibly for humanity.
Born an illegitimate son of the head of the clan and a servant woman, Claudia, who hid his latent abilities from his power-hungry father, Ludger lived a happy life until age six--when his powers were accidentally discovered by his older half-brother, Julius, and soon after by Bisley, and his mother suddenly passed away. Abruptly left on his own, the confused and upset child was passed on to Julius to take care of -- his father had no interest in taking care of a small child -- and was put into training alongside his half brother to learn to use his powers. Despite Julius’s attempts to shield him from the worst of the situation, his mother’s death changed Ludger from a bright and outgoing child to a withdrawn and taciturn boy. 
Over time, Ludger grew into one of the best in the clan, but he also grew to resent and distrust his father while he competed with Julius, which pushed him to become more reckless and cocky, never satisfied with either his own strength or anything else he tried. One day, a mistake Ludger made got one of his closest (and only) friends killed and left him alone and severely injured. On the verge of death, he was rescued by a young woman--a member of the clan who had never shown any powers--and she nursed him back to health. As they began to fall in love, Ludger decided to abandon the clan.
Bisley, angered that Ludger had disappeared, began to hunt for him--when he discovered Ludger, his wife, and their young daughter, he secretly began rumors of a monster. When they finally came after him, Ludger, terrified for his family, transformed to protect them, but was unable to save his wife--while one of the other clan members took his daughter. Ludger’s grief and anger towards the humans and Bisley caused him to transform into a vicious vampire Kudlak.
Now with a red eye and dark hair and going by the name ‘Victor’, he became bent on taking revenge on those who destroyed his family, on humans, and on Bisley--however, though he did take his revenge out on Bisley, he was eventually hunted down. He died, regretting not being able to save his daughter.
notes: As Lancer, he is summoned at the height of his powers with the clan--as such, though he is aware of the rest of the events in his legend, he has not lived them. He is taciturn, reckless, and somewhat childish. The black in his hair is a side effect of his powers.

Leader of the top-most company in Elympios, the massive Spirius Corporation, and Ludger and Julius' father. Behind his immense power and influence in politics and business, he leads the agents of his company to destroy the Fractured Dimensions. His ultimate goal is to sever the fate that has bound the Kresnik clan since the time of their ancestors, for which he will even use his own biological sons, like Ludger, to obtain the Key to reach the Land of Canaan.
A Fist to Break the Rusted Curse of the Spirits
As the heir to the Bakur family name, the founding family of Spirius, the leading company that had free reign over the country, he's a man who was allowed anything since his very birth. The greatest of luxuries. The greatest of indulgences. The greatest of powers. He was surrounded by everything and anything one could want. The sole final cost was shouldering the fate of the world. The man located the "Key of Kresnik", someone who shared in his fate, to free those who inherited the Kresnik title from the unbroken shackles of the spirits that had persisted since their founder's generation.
Many believe that, be it the "Chromatus" bestowed by the Great Spirit Origin, or the "Key of Kresnik" whose power could break through the Great Spirit Chronos' hindrances, they were both privileges passed on by bloodline. For the sake of reward, several generations of blood killing blood ensued, and this foolish infighting only resulted in birth of many Divergence Catalysts and the spread of countless Fractured Dimensions. And for what benefit? They say it was a game for the spirits. As a matter of fact, the man's partner who bore his first-born son was said to have the condition of the Key of Kresnik. Lured in by fate, he involved her in the fight, and lost her as a result. Before he became conscious of that love, he confronted the fate tied to the meaning of his family's name, which was etched into his body like a curse. Offering flowers, tears of grief poured from his eyes, at the same time as curses left his mouth, as sharp as the whetted edge of a blade.
The child left behind by his deceased wife embraced rebellion and left him when he was 13. As long as the child did not neglect his duties as an agent and as a pawn, then entertaining his wishes made no difference to the man, be it to change his surname, or whatever life he spent with a foster parent as caretaker--none of it was of the man's interest. The fate/effort* commanded by blood that pulsated for 2000 years ran strong. Even if it meant sacrificing two sons who fought each other over fate, even if it meant sacrificing a granddaughter from a fractured world, the clan's dearest wish took priority over any emotion, covering up everything like pus flowing from a wound.
Despite crushing even morality and feelings beneath his feet in pursuit of his goal, in the end the man failed. The only way to overcome fate, as he had wanted, was to change the fist that punched at detested spirits into a loving embrace for family.
