I feel like over the years I've come to appreciate Bareil as the least offensive of Kira's LIs because when it came to him Kira's feelings were what mattered to the the narrative, which doesn't happen at all with Shakaar and Odo. Arguably even Kira's relationship with Shakaar is more about Odo's feelings for her than anything Kira felt for Shakaar or vice-versa (and nevermind the fact that I think “Crossfire” pretty much kills anything interesting about him, like... this guy was supposed to be an uncompromising terrorist cell leader, but there's none of that once he gets together with Kira). So yeah maybe Bareil is not that bad actually, given the rest of 'em.
