Link! Like! LoveLive! SPECIAL STAFF INTERVIEW
[This interview was published online on the G's Channel website, and is print in the Link! Like! LoveLive! FIRST FAN BOOK, released Dec 27, 2023.]
The Hasunosora Jogakuin School Idol Club is a group of virtual school idols that made their striking debut in April this year. How did their fan engagement app “Link! Like! LoveLive!” come about? Fujimoto Yoshihiro and Sato Kazuki discuss the app’s origin and what they think about the project.
It’s all about enjoying Love Live!—! The untold story behind the birth of the fan engagement app LLLL
—The smartphone app “Link! Like! LoveLive!” (which we’ll refer to as “LLLL”), celebrated its six-month anniversary in November. Let’s look back on the past six months and discuss the birth of LLLL. To start us off, could you two tell us about your roles in developing this app?
Sato: I’m Sato Kazuki from CERTIA, a producer for this app. I’ve worked for game companies as a planner and director, and now I’m a self-directed game producer. From arcade games to consumer software to apps, my path has involved a variety of media. I’ve been following Love Live! as a fan since the µ’s era, and became a producer for Hasunosora’s game after being consulted for a Love Live! app where the members stream.
Fujimoto: I’m Fujimoto Yoshihiro from Bandai Namco Filmworks, and I’m also a producer for LLLL. I started with the desire to make a Love Live! smartphone game.

—LLLL’s official start of service was May 20, 2023, but I heard that the road there was quite long. Could you talk about that?
Fujimoto: If we want to start from when development began…. we’ll have to go back to 5 years ago.
Sato: A big part of the appeal of Love Live! comes from these school idols being independent and putting their souls into it as a club activity, so there is a certain kind of enjoyment and emotional payoff from supporting them.
If you insert a “player” who can essentially play god into this, it inevitably feels like a mismatch. Then wouldn’t it be great to turn that idea on its head and instead have an app where you support these independent idols? And streaming would be a great match for that. As we worked out this concept where you cheer on the members as just another fan, this “school idol fan engagement app” took form.
—What led up to integrating motion capture into the app?
Sato: From the very beginning, we had decided that virtual concerts and streams would use 3D models. The development team already had the know-how for streaming with 3D models, so of course we were going to use them.
The key idea is to have the virtual concerts, live streams, and story intimately linked to make the entire experience real-time, so we decided it would be best to have them appear in the same form in both the streams and the activity log (story), which is why the story also uses 3D models. The visuals should be precisely linked so we carefully animated the story with 3D models.
Fujimoto: It is quite rare for the cast to also do motion capture, but it was necessary to realize the vision that Sato-san has described. Yes, it would technically be doable to have the cast only voice the characters and instead have actors do the motion capture, but that would be a lot less palatable.
Sato: It certainly feels a lot more real when the cast is both voicing and moving their characters. The fact that this project is a part of the Love Live! series helped a lot in being able to implement this. The cast loves Love Live!, and it’s because of how much the project staff and cast members put into this that we could make it a reality.
—As an example of this hard work: the cast had intense training on motion and talking, with lessons and rehearsals starting about a year before the app was released.
Sato: In both the live streams and virtual concerts, the cast do the motion capture, in real-time too! Even now, this fact isn’t well-known, or rather, it seems like there are a lot of people who think “No way they go that far!”. Yes, the cast do it themselves!
—So why does doing it in real-time make it good?
Sato: What a pointed question! (laughs)
Fujimoto: What’s important depends on what you value. What we’re aiming for is the feeling of a real concert.
Sato: Putting it concisely, the feeling that it’s live is very important to LLLL. It seems to me that the feeling of being live has recently been highly valued, not just in concerts but in the entertainment industry as a whole. We can look back on works of the past whenever we want through subscription services and the like, so following something now has its own appeal that can evoke a certain zeal. Bearing witness to this moment in history is now viewed as being more significant than it used to be. That’s why we maximize that feeling of being live by having the cast do the motion capture and by streaming in real-time. We felt that those two points are essential.
—So rather than just being parts of the concept, these are essential to the project.
Sato: At one point, we considered doing only the talk and MC in real-time, while having the performance part be recorded. But because we want to get at the heart of the pleasure of having it be real-time, we couldn’t make that compromise.
Actually, the cast do occasionally hit the wrong notes or mess up their dance formations, but these are little things that signal that it’s live—in fact, such happenings can increase how real it feels, which can make the performance feel special if you approach it with the right mindset.

—Can I ask about the Fes×LIVE production, like the camerawork, lighting, and outfits? It feels like the production value goes even higher every time.
Fujimoto: I think that’s probably because, just like how the Hasunosora members are growing, the staff is as well, going further each time after saying things like “For the next performance, I want more of this!”.
Sato: Things like flying over the stage or swapping outfits in the instant that the lighting changes—we won’t do those. A core principle is that we aim for a production that matches what school idols would do and constrain ourselves to portray what’s possible in reality.

—The story following school idols at a school steeped in tradition—that’s a new challenge, too.
Sato: We had certain reasons for setting this at a school with a long history—so long that this year is the 103rd. There’s this common image of streamers debuting as no-names, and then working their way up to become more popular. But if Hasunosora were like that, the fact that there would be a lot of fans from the beginning would make it very unrealistic. After all, there’s no way your average rookie streamer could be like “This is my first stream!” and yet have 5000 viewers. (laughs)
We thought hard about how to resolve this in a way that makes sense. Then, we figured out that it would work to have a tradition-laden school that was already a “powerhouse”. So in the end, we made it a point to have the school be a powerhouse with a history of having won Love Live! before.
—So the school already had fans following it, with high expectations for the new school idols: Kaho and the other first years.
Sato: Yeah, it’s meant to be like one of those schools that are regular contenders at Koshien, the national high school baseball championship.
—The world-building is done so thoroughly that such an answer could be arrived at pretty quickly.
Sato: We consulted with many people, starting with the writer team, about implementing the concepts that we mentioned before—having the cast do motion capture to maximize the live feeling, and doing the streams in real-time.
In the beginning, there was a lot of resistance to the idea of trying to successfully operate an app while constructing the story and streams such that there would be no contradictions between them. If you do streams in real-time, such contradictions can certainly arise—you have to work out the setting in quite a lot of detail, and even then, things can happen that are impossible to predict.
But my thinking was always that this is doable if we adjust how often we synchronize the story and streams. I think it’s impossible to stream every day and release a new story every day. But on the other side of the spectrum, if we were to write a year’s worth of story ahead of time, and then do however many streams within that year, that would certainly be doable. 
Following that line of thought, in the early stages, we had a lot of discussion about how often we could do streams, searching for the limit of what would be possible to implement. As a compromise, we arrived at the system of fully synchronizing once a month. For each month, we can keep the setting relatively flexible, not setting everything precisely in stone until the month is over. We thought that a monthly frequency should make it possible to both maintain the charm of the story and implement streams.
But right now we’re streaming three times a week, so there end up being a lot of things like “they shouldn’t know this yet” or “this event hasn’t happened yet”. It feels like putting together a complicated puzzle.
Fujimoto: There’s one aspect that we haven’t made clear before—I don’t think there are many people that have realized it. It’s that the talk streams are the furthest along in the timeline, while the story shows what has already happened. It’s not that the story happens on the day that we update it, but rather that the story describes what happened up to that day. People who have realized this have probably read quite closely.
Sato: That’s why it’s called the “activity log”. The With×MEETS serve the important role of synchronization between what happened in the activity log—the world of the story—with reality, so we carefully prepare for them each time.
—That makes sense! One nice thing is that if you keep up with the With×MEETS in real-time, then watch the Fes×LIVE, it feels like keeping up paid off—”Good thing I watched the With×MEETS!”.
Fujimoto: It would be great if our efforts got through to everyone enjoying LLLL.
—If you set things up that carefully, it must be difficult when irregularities happen. In August, several cast members had to take a break to recover from COVID-19, causing many With×MEETS to be canceled. How did you deal with that?
Sato: The silver lining of that period was that it avoided the most critical timing. If that had been off by even a week… it might not have been possible to recover from that. This project always has this feeling of tension, because there is no redoing things.

Tackling the Love Live! Local Qualifiers! The culmination of the story put viewers on the edges of their seats!!
—On how people have reacted to LLLL: was there anything that went exactly as planned, and on the other hand, was there anything that defied your expectations?
Fujimoto: To bring up a recent event, the Love Live! Local Qualifiers in October very much stood out. There was tension all around—even I was nervous about how it would go. The feeling that “these girls really are going to take on this challenge, at this very moment”. It was like watching the championship of the World Baseball Classic… Well, maybe that’s an overstatement, but an atmosphere similar to that. I’m really happy that we managed to create such an atmosphere with the cast and everyone who participated as a user.
Sato: Not just in sports, but also in the world of anime or fiction, there is definitely a certain excitement that arises when you “witness” something. Bearing witness to the moment that “drama” is born produces an impulse, something that hits deep. This is not something that can be produced in an instant. Rather, such an overwhelming concentration of passion can come about only because so much has happened up to that point.
That’s why, aiming for “that moment”, we first have people experience the Hasunosora members’ existence and reality day after day. After having connected with the members and viscerally felt the sense of being in sync with their “now”, something new will be born…
The closest we’ve gotten to an atmosphere of tension that’s as close as possible to the real thing is what Fujimoto-san just mentioned, the Love Live! Local Qualifiers. I think part of why that was such an “incredible” event was the weight of everything that happened in the Love Live! series up to that point.
—Is there anything else from the fans’ reactions and the like that was unexpected?
Fujimoto: For the talk streams, we have a system where everyone can write comments in real-time. Some users go all in on the setting and act as if they’re in that world.
Sato: The characters are not aware that their everyday lives can be observed in the story, so these users adhere to the rule of not talking about anything that’s only depicted in the story, commenting as if they don’t know what happened there. And if you do that, your comment might get read. So you really can be a participant in the performance. We were surprised at just how many people were earnestly participating like that.
—It’s like making a fan work in real-time, or rather, it’s like playing a session of a tabletop RPG.
Sato: I think what we’re doing here is very much like a game. It’s the “role-playing” of a tabletop RPG taken to an extreme, a pillar of a certain kind of “game”, or maybe more like a participatory form of entertainment.
—Oh, I see! It’s as if we’ve returned to the classic reader participation projects of Dengeki G’s magazine, which is kind of touching.

Sato: Yes, indeed. In the era of magazine participatory projects, the back-and-forth would have several months in between. In comparison, a real-time system makes it easier to participate, which I think is a significant and useful advancement. For now, in the first year, it feels like we’ve been grasping in the dark while trying to do the best with what we have. But we’re thinking about how best to adjust the frequency and volume of activities from here on.
Fujimoto: Also, the users have largely figured out all the hints we cooked in!
Sato: They’ve been looking in quite some detail. (laughs) Our cooking has paid off.

—Is there any challenge that LLLL is taking on anew?
Sato: Going back to what I said at the beginning, I was a huge fan of µ’s, so I started by trying to analyze and put into words just what made me so attracted to, so crazy about them. 
A big part of the charm was that it involved youth and a club activity, so by following their story and cheering them on, you could vicariously re-live the passion of those three years in high school. So I wanted to make it so that you could re-live that experience of youth in depth.
My goal is to have it feel so overwhelmingly real—through LLLL’s real-time nature—that you can unwittingly delude yourself into the sense that you’re re-living your high school years.
Fujimoto: If we’re talking about a new challenge, maybe it’d be good to touch on how frequent the interactions are.
For example, let’s consider a one-cour anime. No matter how much you’d like to keep watching it, it ends after three months. Even if it turns out there’s a continuation, you’ll have to wait before you can watch that.
In contrast, if we turn to virtual content, people are streaming three times a week on YouTube. In that vein, what we’re aiming for with this project is this: you can follow this group you like throughout that limited time between matriculation and graduation, and during that time they’ll always be there for you to meet.

—Some people are expecting an anime as one of the future mixed-media developments. To put it bluntly, what do you think about that?
Sato: What we are doing right now with Hasunosora would not work outside the structure of an app. As mentioned before, it’s not quite a tabletop RPG but rather a participatory form of entertainment, and it’s that structure that allows fans to experience the true spirit of the Hasunosora Jogakuin School Idol Club.
—So for now, we should experience it through the streams in the app! Is that what you’re saying?
Fujimoto: Exactly. It wouldn’t be an exaggeration to say that LLLL is a project to make you fall for these girls throughout their streams—that’s how much effort we’re putting into it.
Sato: Starting LLLL by going through the story and then participating in the With×MEETS streams might be more common, but you can also start enjoying it in a novel way by just jumping into the latest With×MEETS stream. The members’ engagement with the comments has been especially noticeable in the most recent streams—it feels like a symbiotic relationship.

—Finally, a word for those who are looking forward to the project’s future.
Sato: I can confidently say that LLLL is a new experience made possible because of the times we live in. Because of that, it is very high-context, so it’s hard to explain how it will make you feel or what kind of game it is—you must play it to understand. We are very aware of how much of a hurdle this is, and how it might be difficult to get a grasp on if you start later.
But if you’re willing to take that first step into the world of LLLL, we promise to bring you content that is worth following. So to those reading this interview: please do consider trying it out once, even if it’s with a window-shopping mindset.

Sam Altman, who as CEO of OpenAI gave the world ChatGPT and became one of the most influential people in technology, has departed the company after losing the confidence of its board.
A company statement says that a review “concluded that he was not consistently candid in his communications with the board, hindering its ability to exercise its responsibilities.” Mira Murati, previously OpenAI’s chief technology officer, was appointed interim CEO while OpenAI searches for a full-time replacement, the statement says.
Altman did not respond to a request for comment. OpenAI declined to comment.
The announcement said that Greg Brockman, who cofounded OpenAI with Altman alongside leading names in AI and technology including Elon Musk, would also step down from his role as chair of the company’s board.
No reason was given for Brockman’s change in position but he announced that he had resigned from the company several hours after the company's statement. He shared an email sent to OpenAI staff on X. “I’m super proud of what we’ve all built since starting in my apartment 8 years ago," the email said. "We’ve been through tough and great times together, accomplishing so much despite all the reasons it should have been impossible. But based on today’s news, I quit.”
An investor in OpenAI who spoke anonymously because they did not have full details of the board's concerns said its statement suggested the gravity of Altman's alleged lack of candor was significant and it's possible the changeover could lead to employees heading elsewhere. OpenAI and AI rivals such as Google and Meta have intensified their competition for AI talent since ChatGPT's debut last year.
The surprising capabilities of ChatGPT, such as solving complex puzzles and handling questions that appear to require human-like reasoning, stunned AI researchers, amazed the public, and triggered an arms race among big tech companies to build more powerful AI. The bot’s success turned Altman into a tech celebrity, consulted by world leaders on the future path of AI technology.
Altman appeared yesterday at the Asia-Pacific Economic Cooperation summit in San Francisco, telling hundreds of business and government leaders that AI systems could solve humanity's most-pressing problems if their development were pursued responsibly.
“We're on a path to self-destruction as a species right now,” he said, sitting alongside executives from Meta and Google. “We need new technology if we want to flourish for tens, hundreds of thousands, and millions of years more.”
Altman acknowledged that success wasn’t certain, but he expressed confidence that AI would ultimately be beneficial, describing the technology as his life's work, from childhood. “This will be the most transformative and beneficial technology humanity has yet invented,” he said.
OpenAI was founded in 2015 as a nonprofit focused on safely developing AI more intelligent than humans. It was funded by Musk and others, including Peter Thiel and LinkedIn cofounder Reid Hoffman.
OpenAI became a for-profit company in 2019, as the cost of building and training advanced AI became challenging. It struck a partnership with Microsoft in 2019 that saw the software giant invest a billion dollars and provide cloud computing power for training OpenAI’s algorithms. This year Microsoft agreed to invest a further $10 billion into OpenAI.
OpenAI developed a number of cutting-edge AI projects in the years after its creation, but the introduction of ChatGPT in November 2022 quickly turned the company into one of the most important businesses on earth.
Microsoft was given a brief heads up about OpenAI's announcement of management changes today, according to a person familiar with the matter speaking on the condition of anonymity. They declined to say what Microsoft was told about the OpenAI board's justifications.
Microsoft later posted a statement from CEO Satya Nadella saying that the company is committed to its partnership with OpenAI and to Murati and her team. “Together, we will continue to deliver the meaningful benefits of this technology to the world,” Nadella's statement says.

random story: that time i learned all about corporate waste
The last job I had in the US before I moved back to Europe was as a Communications Manager for a firm in DC that will remain nameless. I don’t think I signed an NDA, but just to be on the safe side . . .
In any case, I was called into the CEO’s office one morning to discuss a project problem. The company had been paying a consulting firm $40,000/month to develop their strategic plan, and this arrangement had been going on for 18 months. That’s right, these two consultants had racked up $720,000 by the time I got the call from the CEO.
Apparently my company had finally decided that they were wasting their money and had fired the consultants. They gave me all of the materials the consultants had collected/generated and instructed me to deliver a strategic plan (for a global organization) within a week.
At the time, I had a graphic design intern who was a very bright kid. I grabbed him, took him to lunch and explained the situation. I told him that I would work on the content, but that I needed a simple design that would help strengthen the message. He had some great ideas, and after lunch, we went back to our respective desks and got busy. By the end of the day, I essentially had the content. The consultants had clearly had it too after about a month or so — but hey if you were getting paid $40,000/month for some bullshit, you may have also dragged the process out a bit.
I brought the text to my intern and by the next day we basically had the finished product. Knowing my company as I did, I knew that it would have been embarrassing for the big guys (the CEO and the COO), if my intern and I had presented the completed project the day after getting the assignment. So I stalled. I told the bosses that my intern and I needed inspiration outside of the office, so every afternoon we left the office for a few hours. In fact, I took the kid to museums and out for ice cream, and he taught me how to use my camera by taking photos of the White House, and so it went. Fun times!
Finally, the day before the deadline, we went to the CEO and the COO with what we called a “draft”. My intern had rightfully suggested that we give them some stuff that they could improve. They would need to feel “useful”, particularly given how much money they had wasted. So we made some minor adjustments (to our perfect text and design) hoping that they would take the opportunity to “improve” our efforts. This, of course, worked like a charm . . . especially as we were nudging them a bit to get them where we wanted them to go: Intern to me, “Hmmm . . . on second thought Rando, perhaps we should move this here and change the graphic here.” Me to the CEO and the COO, “Maybe Intern, what do you two think?” Satisfied that their opinions were still needed and obviously useful, my intern and I were sent off to make the final “corrections”. The project was was delivered the next day — on time — and sent to the print shop.
When the final copies of the strategic plan were delivered to staff around the world, each one went out with a cover letter from the CEO. In the letter, I was even thanked for my “contribution”. My intern remained nameless and referred to as “my team”. Neither the consultants nor the $720,000 were mentioned in the letter, but I made sure that everyone whose budget was being cut knew why. Yes, DNA tests reveal that I am 100% that bitch.
So that’s one of the best examples of corporate waste that I have: $720,000 to consultants for some shit they could have delivered in a month. Perhaps more importantly, shouldn’t a company be able to write its own strategic plan without having to hire consultants*? I left before the lawsuit was resolved, but having no dogs in that fight, I didn’t give a fuck anyway.

Andreas Christensen's SuperOne And Gaming Are About To Be The New Center Of The Internet
As SuperOne's Founder Andreas Christensen once stated: Gaming is so much more than just the game — and massive growth is on the horizon for those who create the full experience!
 By having a mobile gaming platform as the centerpiece of its product offering, SuperOne could really not be entering the sector at a better time. Just in the same way that search engines, mobile phones, and social networks have seized the initiative at different times this century to dominate technology, now is the time for gaming to be at the center of the internet.

Or at least those are the views of Michael Wolf, co-founder and chief executive of consulting firm Activate Inc, whose views have been widely reported across mainstream media, such as the Wall Street Journal, and on multiple tech blogs. Before taking a deeper look at Activate’s findings, let’s consider the circumstantial evidence.
Gaming has of late become a social pursuit, and even a socially acceptable one given the constraints imposed on people by the coronavirus pandemic. You can’t be much more socially distanced than when you’re alone in your bedroom playing FIFA against your best buddy from across town.
Truly, you’re never alone in a game; streaming platforms like Twitch allow you to share your personal ups and downs on League of Legends. Committed gamers are no-longer pasty-faced loners prone to acne with no real friends at school. Even the cool kids do it now.
Transcending the barriers
And your favorite gaming platform is, of course, transcending the barriers of what we formerly considered a game to comprise. Many have already completed the transformation into digital hubs that offer people an array of services once only possible in real life.
No wonder the overall time spent gaming has risen by 29% since March — and it can’t all be put down to pandemic restrictions. Here’s the angle that’s so prescient from a SuperOne perspective:
“People are increasingly using gaming platforms to view virtual concerts, for messaging, gambling, dating and even virtual celebrations of weddings and birthdays,”
SuperOne too is also keen to use the game as only the start of the journey of engagement with its gamers, with a number of other projects in development such as social media, travel solutions, and financial services. Andreas Christensen sees endless potential and applications for SuperOne's platform. As he said, it's about more than just the game - It's about the total package.
Activate predicts the consumer gaming industry will reach a value of $198 billion by 2024, not including sales from hardware and devices, augmented reality, virtual reality, and advertising.
Gaming as a subscription service
An industry that once simply sold individual games now frequently monetizes its products through the subscription-as-a-service model — Alphabet, Google, Apple, and Amazon are all at it, competing hard for market share against Sony, Nintendo, and Microsoft.
Research conducted by Activate found:
58% of gamers use or intend to use gaming subscription services
38% use or intend to use cloud gaming services
Most new users of VR headsets are buying them for gaming
It also made this bold prediction: that spending in the United States on AR and VR gaming will rise eightfold between now and 2024 to an annual $19.8 billion Gaming is also predicted to connect industries with a wave of mergers and acquisitions involving gaming and tech companies.
Andreas Christensen's Hunt for the ‘Super Users
Activate’s next forecast is music to the ears of Andreas Christensen, which is leading the expansion of SuperOne. “With increased competition, technology and media, companies must pay more attention to ‘super users,’ or the highest-engaged customers, who tend to skew younger, wealthier and more educated.”
Superusers typically:
Make up less than 25% of all consumers
Spend 1.5 times more time-consuming media than other users
Spend 3.5 times more on media purchases
These are the people all companies in gaming, big and small, need to capture for maximum reach. The way SuperOne will do, will be by having a massive sales force in place — 100,000 “Genesis Community” affiliate marketing professionals who will be incentivized to locate gamers and send them gaming credits.
Interestingly, Activate has also looked at fan engagement within sport, a massively important area of SuperOne’s growth strategy given.
(Many SuperOne games will be sports-focused, and the platform is built to leverage the partisan nature of sport.)
The rise of sports betting
Activate believes fan engagement with sports will be more “influenced by content consumed via virtual reality, live-streamed group watching, and interactive sports betting.”
It continues: “Sports betting will begin to function like financial trading, including with real-time trading, pooled institutional money, and media coverage.” (Some of this is already happening in more mature online betting markets like the UK).
“The amount wagered through sports betting in the US will reach $189 billion a year by 2024.” Finally, the gradual reduction of third-party cookies-tracking will transform the digital advertising industry, directly benefiting Facebook, Google, and Amazon who own so much of the customer data other companies seek. Not that it will pose any kind of a problem for SuperOne.
Far from it. SuperOne, by building its own network in advance of the game launch will have easy access to the first-party user data provided by its affiliate partners, and, by extension, its gamers too.

Dallas County mulling new $5 billion jail complex

An advisory panel formed to study the Lew Sterrett Justice Center has delivered a sobering assessment of the county’s aging jail and courthouse complex.
Deficiencies in the buildings are so widespread that it makes better sense to build an entire new complex rather than renovate the existing one, the Jail Facilities Advisory Committee recommended.
Though Dallas County commissioners didn’t formally vote on the recommendation, they expressed strong willingness to consider it.
An outside consultant assisting the panel estimated the project could cost an eye-popping $5 billion or more in 2032, two years before it would open.
It may be that the time has come to take up this project.
But if county officials expect any buy-in from county taxpayers, they must first rebuild public trust.
Trust lost after two failed state jail inspections in 2021 and 2022.
And trust lost more recently in the county’s botched rollout in May 2023 of new criminal case management software.
Conversion to that new system has been so bungled that it has contributed to an unnecessary rise in the jail population as inmates wait for their cases to be processed.
Many inmates have been locked up longer than they should be and even some beyond their release dates.
Despite this chaos, the advisory panel unanimously recommended to the commissioners’ Facilities Management Committee that the county move out of the current Frank Crowley Courts Building and adjacent three-tower jail complex and into a newly constructed campus on a completely different site.
The current jail buildings are either outdated in their design, in disrepair or too small to efficiently house the number and types of inmates being held, particularly the growing number of mentally ill, Brad Sassatelli, senior vice president of CGL Companies, told commissioners.

Among the most glaring problems, Sassatelli said, is the lack of space.
To conform with industry best practices, the jail buildings should contain 3.3 million square feet, but they only total about half of that, he said.
The old West Tower and intake facility are in the worst shape, he added.
The advisory panel recommended that the county also begin exploring sale and lease options for the current complex along North Riverfront Boulevard.
Originally considered unattractive real estate, that area now is a gateway to downtown with some of the best views around.
That could mean big dollar signs for the county and a way to defray some of those high project costs.
Transparency with the public during the planning process “should be a top priority” for county officials, the panel rightly noted.
But that’s not all.
While the jail is back in compliance with state jail standards and the county says its software problems will soon be fixed, officials must still restore public confidence that any new complex would not face the same problems the current one has.

The incumbent Dallas County sheriff and her predecessor will go toe to toe in the runoff election Tuesday in a hotly contested race for the county’s top law enforcement official.
Sheriff Marian Brown is running to keep her post, while Lupe Valdez — who served as sheriff from 2005 until she stepped down to run for governor and endorsed Brown as her replacement in 2017 — is vying for a political comeback.
Brown and Valdez split the vote, 42% and 37.67%, respectively, in the crowded Democratic primary in March.
With no Republican on the ballot, the winner will run unopposed in the November general election.
Valdez’s campaign spokesperson, Mike Hendrix, said her camp is confident Dallas County voters understand what’s at stake in the sheriff’s race: control and oversight of the county’s law enforcement agency and jail for the next four years.
“Sheriff Brown’s mismanagement is causing Dallas County inmates and deputies to be put in danger as well as our own law-abiding citizens here in Dallas County,” Hendrix said. “Our campaign feels that enough Democratic voters will vote to bring Lupe back to fix the many issues that Sheriff Brown has created.”
The Dallas County jail has come under scrutiny in recent years, faced with staffing shortages, payroll problems and the effects of a bungled new criminal court database that has left some inmates languishing in cells.
Earlier this year, a man who alleged he was illegally jailed for two months beyond his sentence settled his federal lawsuit against the county for $100,000, according to public records.
The botched software is a county court system, not a jail system, Brown said in a written statement to The Dallas Morning News .
Valdez’s campaign also faulted Brown for blundering state jail inspections.
The jail failed in 2021 and 2022 under Brown’s leadership, steering the sheriff’s department through the COVID-19 pandemic, according to media reports.
The jail passed in 2023.
Brown said the jail’s latest inspection, which it also passed, refutes allegations of poor jail conditions and the “continued efforts to perpetuate the myth of conditions in the jail.”
“The people are smart,” Brown said. “They know fact from fiction. It’s time to let them decide.”
Valdez and Brown have history: Brown was Valdez’s third-in-command.
Valdez was elected in 2004 and credited with starting a blue wave that firmly cemented Democratic Party control of Dallas County.
After being reelected three times and becoming one of the most popular Democrats in North Texas, she resigned to run for governor.
Brown was appointed by the county commissioners as interim sheriff to fill the vacancy. Brown is the first Black woman to hold the position.
Valdez won the 2018 Democratic nomination for governor in a narrow runoff, making history as the first Hispanic woman and first openly gay person to win a major party’s gubernatorial nomination in the state.
She lost in the general election to incumbent Gov. Greg Abbott.
Valdez said she was encouraged by elected, business and community leaders to make a political comeback and run for a possible fifth term.
Her platform includes boosting morale among jailers and deputies and addressing technical issues that she says have led to a rise in the jail population.
Brown’s campaign website reads: “Every day, I am focused on making Dallas County safer, and on running an efficient, effective office.”
