Upset by Arceus choosing to use her to solve problems here while Ransei is still suffering, she starts her own path. Using her ability to link with pokémon to convince people, she starts a sort of cult under the presumption that she's the chosen/prophet of the almighty sinnoh. Probably working with Volo in some capacity though they're probably both convinced that they're using one another to get to their goal. Hiroko's goal is to summon Arceus, forcibly link with it, and use its power to restore Ransei to its rightful place, bring an end to the war once and for all, and also maybe become God in the process bc fuck this guy.
