Vetinari is like, "You're not allowed to call me dog-botherer, even if we are doing a crazy heist a la the days of old."
Downey doesn't care. He's so chuffed that for once Vetinari listened to his crazy plan instead of just going "thank you for your feedback/input Downey" then ignoring him. (Vetinari's general life philosophy of: If Downey suggested it, do the opposite. Hasn't steered him wrong so far.)
Sybil and Downey are all about making this as epic as they possibly can. Vetinari tempers some of their wilder ideas. Vimes is just floored that this is actually going ahead.
"There's a perfectly good law enforcement in Quirm. Let them handle this."
"And do you trust cops?" Downey asks.
Vimes stares. "Fair."
Vetinari, "I would normally not be directly involved in this, but tell me Commander, how is this different from some of your shenanigans?"

Vimes: Distinctly not the point.
Downey is ready to Yippee-Ki-Yay-motherfucker through the night. Just yee-hawing himself through life.
