Petite lecture philo avec l’ouvrage La liberté le pouvoir de créer paru en 2018 chez @editionsautrement J’avais déjà beaucoup aimé La joie d’amour, pour une érotique du bonheur et c’est en écoutant un podcast des @cheminsdelaphilo où était invité Robert Misrahi que je me suis décidé à lire ce petit ouvrage de 176 pages. Ce que je trouve intéressant avec ce philosophe, c’est qu’il n’hésite pas à tout renverser sur la table pour remettre en question des idées préconçues. Cela ne l’empêche pas de lier sa pensée avec d’autres courants philosophiques mais il n’est pas question ici d’assommer le lecteur avec des citations à n’en plus finir mais plutôt de lui ouvrir un cheminement de pensée pour approfondir voire remettre en question ce qu’on prend comme une évidence, à savoir ici la liberté. C’est un livre qui se lit doucement, pour infuser ce que le philosophe tente de nous expliquer. Le texte est passionnant à lire et à méditer, sa réflexion sur les deux niveaux de liberté (pour schématiser, spontanée et réfléchie) nous apporte du grain à moudre sur notre responsabilité dans ce monde. Ohio State Bar Association Hosts First-Ever Cannabis Law Conference
The continuing education for legal professionals will cover an overview of current state law regarding medical marijuana, employment and accomodation, and driving under the influence of pot, among other legal topics.
Medical pot was legalized in Ohio in 2016, and the Ohio State Bar Association has provided smaller presentations about the legal issues surrounding it in the past three years, but this is its first full-day conference on the subject.
“I think it’s a rolling stone type issue, actually maybe a snowball,” says John Izzo, a presenter at the conference. “Because as time has gone on there’s more and more to talk about.”
Izzo is a lawyer for Graff and McGovern whose presentation focuses on representing Ohio clients in the cannabis industry. He says when the law was first approved, there wasn’t much detail past the text of the bill itself.
“Now we have rules, now we have a lot of lawsuits that have happened, who should get a license, who won’t be getting a license, and because of that we definitely have a lot to talk about in the community,” Izzo says.
While he hasn’t seen any clients get in trouble with the law, Izzo says the thorniest subject within this legal field is the contradiction between federal law that prohibits marijuana use of any kind, and state laws like Ohio’s that allow for it in certain circumstances.
“It’s that dichotomy in the laws: trying to keep people in accordance with the state law while also trying to avoid any problems with the federal laws,” he says.

Columbus, Ohio (Sept. 26, 2019) — On Oct. 3, 2019 the Ohio State Bar Association (OSBA) will host experts in cannabis law for a comprehensive overview of what Ohio attorneys need to know about the rapidly growing industry. This will be the OSBA’s first full-day Cannabis Law Conference.
The six-hour seminar, which counts for continuing legal education (CLE) credit for attorneys, will tackle hot topics in cannabis law at the state and national level. The keynote speakers are Bret Kravitz, Chief Corporate Counsel for Green Thumb Industries in Chicago, and Scott Everett, Vice President of Member Services and General Counsel for Wright-Patt Credit Union. They will address how the “green rush” in Ohio and across the country has caused changes to laws surrounding cannabis.
The conference is relevant to attorneys across many practice areas, including health care, criminal, business and labor and employment law. In addition to the keynote overview, speakers will address laws surrounding the use of marijuana, both medicinal and the implications of driving under the influence. CADET CORNER: Volunteering Has Value

This past April 27th, the Army Cadet League of Canada (ACLC) held its National Annual General Meeting of its Board of Directors and Membership.  As all Canadian non-profit organizations, it is a necessity to organize such meetings annually to properly demonstrate the organization’s operations and financial status to its Board of Directors and Membership.  While abiding by our by-laws and Canada’s Corporation Act, we, at the National level of the ACLC, look to ensure that our members remain properly informed, engaged & rewarded.
This year was an election year and a main point on our agenda.   We elected a new Board of Directors who serve for a two-year term.  At the helm, Mrs. Cathy Bach, from Surrey BC was elected as our new National President. As Mrs. Bach states: “I would never have imagined that 16 years ago when I walked into a small Surrey BC Corps with my 13 year old son that I would be elected to the position of National President of the Army Cadet League of Canada. The Army Cadet Program provides our youth with the tools they need to become better Canadians through the program’s citizenship and leadership training.  Cadets are taught the skills to teach peer to peer which is invaluable now and in their future endeavors. Our son is now 30 years old and a responsible Manager, husband and father who makes us proud every day!”
Mrs. Bach will sit as National President of the ACLC for a minimum term of 2 years.  During this time, she plans on representing the best interests of the League to ensure that there is proper support for the thousands of volunteers who work countless hours and also the best interests of the Army Cadets within the Cadet Program.
During the weekend event in Ottawa, the ACLC was happy to host a presentation from WO Moogly Tetrault-Hamel, the Indigenous Advisor to the Chaplain General. As part of his job to create awareness, the position of Indigenous Advisor was added by the Royal Canadian Chaplain Service to help Indigenous CAF members receive the same level of spiritual support as other military personnel. After meeting WO Tetrault-Hamel at the last VCDS’s change of command in 2018, our Executive Director, Robert Gill, felt this could be a great opportunity to expose our members to the realities faced by the First Nation’s population and the potential inclusion of their youth within the Army Cadet program by handling the recruiting processes slightly differently. As the program is open to ALL youth 12 to 18 years old, Army Cadets can provide excellent opportunities for the indigenous youth within our communities. 
As an organization that supports youth, Army Cadets for the Ottawa & St-Lawrence Area were invited to actively participate in our meeting.  As part of their own mandate, they are to learn about the League’s role within the program. This opportunity was the best way to see firsthand how the national level of the League works.  C/WO Whittaker, of the 2360 RCACC, and cadets C/WO Fifield, C/Sgt MacNeil, C/Sgt Laliberte, C/Sgt Culhane, C/MCpl Seitcher-Hamel all from the 2870 Royal Dragoons RCACC, presented to our membership their input and suggestions for a new award the League would like to propose. Each of them brought forward great points and terrific insight into the type of recognition they feel would be worthwhile for cadets. Their proposal was approved by the board and the National Office will move forward in developing this award thanks to their input.  Also, as a side role, these cadets assisted in the conduct of our National election.  This was a great learning experience for them, and it was also rewarding as they saw firsthand how the League can move forward with projects that will benefit them directly.  C/Mcpl Tibbles of the 2332 Army Cadet Cade corps participated in our event as well and was proficient as our Master of Ceremonies for the Evening Banquet in both official languages.  Former cadet Markus Valtonen was a special guest for the banquet as he is our 2018 Top Army Cadet currently enrolled at RMC.  Both had the opportunity to share their cadet experiences with our members during the evening. Following tradition from many years ago, the 57 Stormont, Dundas and Glengarry Highlanders, Royal Canadian Army Cadet Corps Pipes & Drums Band provided the musical entertainment for our guests.
At the end of a busy weekend and as part of the Saturday night banquet, the ACLC hosts an Awards ceremony where many of our supporters & partners attend.  These include members of the National Cadet & JCR Support Group and key representatives of the Royal Canadian Legion Dominion Command, Esprit de Corps Magazine, the Canadian War Museum, Library and Archives Canada, Order of St-George, ANAVET’s and AON Insurance Group.  Our guest of Honour was MGen Carl Turenne, CMM, MSC, CD, Deputy Commander of the Canadian Army.  He presented an inspiring speech of encouragement to all present to continue supporting the best youth program in the country as volunteers.  He also assured us that the Department of National Defense and particularly the Army will continue its support of the program.  During this event, we also presented National recognition awards to members, and other national awards to cadets and their corps.

These annual events are the one time of year our folks can gather and share their knowledge and experiences from coast to coast as they work tirelessly within their provincial branches in supporting their local cadet corps and volunteers. By attending our events, our guests come to have a better understanding and recognition of the hard work and long hours our volunteers put in to support such a great program for our Canadian youth.  
In 1971, while recognizing the need to organize sponsors and volunteers coast to coast, the Army Cadet League of Canada was formed to act as supervisory sponsor. In partnership with the Department of National Defense and the Canadian Armed Forces, The Army Cadet League supports one of Canada’s premier youth organizations.
In many cases, like Mrs. Bach said, it was witnessing her son’s development in the program that drove her to volunteer in the first place. While every volunteer, member, director and officer of the organization may have slightly different reasons for joining the League and supporting Army Cadets, they are united in the belief that the program directly benefits youth in their journey to becoming better citizens. Mrs. Bach expands, “Today’s Board of Directors consists of highly enthusiastic and committed individuals to the organization and to the program. Not everyone was a cadet.  Not everyone was a parent of a cadet. Each of us sees the benefit in volunteering, in giving back to the community, while recognizing the value in investing in youth. Volunteering has value.”

Miami commissioner delays approval of Little Haiti mega-project

Miami commissioner Ken Russell, whose proposal to curb overdevelopment in Coconut Grove stalled Thursday night, single-handedly derailed the first vote on Magic City at a marathon meeting that stretched into Friday morning.
Citing a pair of city ordinances, Russell, chairman of the Miami City Commission who resides in and represents the Coconut Grove area, stopped a vote on first reading of the Magic City Innovation District Special Area Plan, a 17-acre site located between Northeast 60th Street, Northeast Second Avenue, the FEC railroad tracks, and Northeast 64th Street.
The proposed SAP must be passed twice by the commission prior to becoming law.
The rest of the commission was prepared to vote in favor of the 8.2 million-square-foot mixed-use development. The project calls for 2,670 apartments in buildings up to 25 stories tall on land that included the former Magic City Trailer Park at 61st Street and Northeast Second Avenue.
“I see that the mutual respect of all of us has been broken,” Commissioner Joe Carollo said in response to Russell announcing his intent to stop the vote on Magic City.
Commissioner Keon Hardemon, whose district includes Little Haiti and who pushed for a last-minute $31 million contribution to the neighborhood from Magic City’s investors, repeatedly tried to push for the ordinance’s approval.
“We should be able to entertain the motion [that’s] on the floor!” Hardemon screamed, before waving off an aide who tried to calm him. “Get off of me!” he shouted at the aide. Hardemon, who at times during the discussion paced behind the dais, also yelled at and ejected vocal Magic City critics from the meeting.
The 16-hour meeting included the first reading of an ordinance sponsored by Russell to tweak two neighborhood conservation districts in Coconut Grove with the intent of slowing down the development of mansions. The measure was also geared toward preserving the character of the West Grove, a historical area of Coconut Grove founded by Bahamian immigrants in the late 1800s that is now experiencing a wave of new home development.
Critics of the West Grove measure argued that it infringed on property rights, but Russell said the proposed legislation was needed to protect the neighborhood’s character and slow the rate of displacement, citing the quickening pace of demolitions in the area.
The legislation died when Russell failed to get support from his colleagues. “It seems this has been a big exercise in wasting time,” he said.
Hours later, critics and supporters lined up for the Magic City item. Investor Robert Zangrillo, developers Tony Cho and Neil Fairman, and ex-Cirque du Soleil CEO Guy Laliberte are proposing the special area plan, which also calls for retail, office and educational uses if approved.
Supporters, many of whom are Haitian activists and business leaders, argue that the project will bring needed jobs and that the developers have agreed to concessions that will help the community.
But critics of Magic City insisted that the project is out of scale with the surrounding area – which is dominated by warehouses, single-family homes, and low-rise apartment buildings – and will ramp up the gentrification that’s already taking place in the low-income, predominantly Haitian working-class neighborhood.
Prior to the meeting, Hardemon negotiated a deal for the developers to give $31 million to the yet-to-be formed Little Haiti Revitalization Trust for workforce or affordable housing. In exchange, Magic City would no longer be required to provide workforce housing within the SAP, said Neisen Kasdin, Magic City Innovation District’s attorney. Kasdin requested a second reading in two months, and said the developers have a tenant that’s waiting for the project to move forward.
But Russell said he was worried about approving a last-minute deal he had very little time to review, and used the city’s five-day rule to kill a vote from happening. If documentation is not presented to the city five days ahead of a meeting, a commissioner can invoke the rule.
Hardemon then tried to make a motion without the $31 million provision, the piece of the proposal that was not presented to all the commissioners in advance, but Russell evoked another ordinance, which stated that, after 10 p.m., the meeting ends unless it’s extended by unanimous consent.
Russell adjourned the meeting and walked out. “I’ve never ever seen a chairman abuse his authority by doing this,” Hardemon said.
Both the West Grove and Magic City ordinances will be heard again at future meetings.
In a Facebook message, Russell admitted that the commission meeting “didn’t end well.”
“The issue of development as it intersects our historic communities of culture and need was front and center for both Little Haiti and Coconut Grove’s Village West,” he stated. “ I hope to work together with my fellow commissioners to make sure that we get it right as gentrification has the risk of massive displacement.”
