1. Police continue to investigate stabbing in St Johns in Topsail Road.
A 34-year-old man was seriously injured in a stabbing in the west end of St. John’s.
The assault took place between Bay Bulls Road and Topsail Road.
Police are urging anyone with information or video footage of the area during the specified time to come forward.
2. A man from Bell Island is facing charges after being caught on 12 July with drugs in a car which was pulled over for speeding.  He was driving while his licence was suspended and showing signs of driving impaired.
3. Near miss at Braya refinery.  A Stop-work order has not been issued by the department. 
Occupational Health and Safety is investigating a "near-miss" incident at the Braya refinery in Come By Chance, involving drilling on a repurposed line that had previously been in nitrogen service.
The line was not in service or under pressure at the time of the incident, and internal analysis was conducted before sharing the findings with OHS and employees.
This incident comes almost a year after a fatal explosion at the refinery, which resulted in a criminal negligence investigation by the RCMP.

R. Kennedy, editor of The Stratford Beacon-Herald, and was published in that paper:
It is not possible to make newspaper history by writing of Kingston Penitentiary. Within recent times many pens have penned the "Pen." One realizes at the outset that it may be like passing old straw through the threshing machine to say more about it, and yet it is a matter of public concern. Much more will be said about it. The reading public has become familiar in a way with the North Gate, the Dome, the paddle, the lash, and what has been been termed the dungeon or the dark hole. I have heard it said that when people are shown through Kingston penitentiary they are taken on a tour where those in authority will show them just so much and no more: it is something like one of the the pre-arranged trips into the land of the Soviet where there is displayed only such things as the Soviet desires to be placed on exhibition. If any such plan is used in Kingston then those charge must be remarkably clever in covering up places and corners which it is considered advisable to shield from inspection.
Since the days of the riots in Portsmouth it has not been particu-Iarly easy to "get in." The reason is that there is much to be done in making repairs, and in making effective certain changes. I found it was necessary to secure authority from Ottawa before presenting mself at the formidable North Gate. The authority was forthcoming, though, and at 3 in the afternoon, admittance was secured. One does not knock upon door, nor is there bell to be rung. The hand reaches through heavy bars and operates large and impressive knocker of the hand-forged type which in turn produces thud of the sort which impressive in its dullness. It sounds like prison, but it produces the desired effect. The door opens, and again it closes, and it has been doing this for years. The real test of accomplishment, I take it, is to have open again when one desires to leave.
Meet the Warden A word about the Warden, Col.-W. B. Megloughlin (pronounced much the same as our more familar name McLoughlin). No waiting or delay in reaching him: his door was open and he was waiting. He saw service overseas and during the years just after the war he was in command of the Cameron Highlanders at Ottawa. He was sent to Kingston during the days of the riots: he stayed; he is at work today as though he intended to stay. Big man he is, of the six foot sort, plain spoken, easy to reach, ready to tell of his plans. It might be well to make it clear here that I shall write of things just as I saw them. It is not my purpose to become a party to any controversy regarding what has been done or aald by those who have crossed the stage in recent actions.
The Warden is well aware of all that has been said regarding Kingston, but he does not answer. Probably that is the official attitude. At the outset he reached for his hat and walking stick and said we had better be on the way as it would take quite some time. Before leaving his office he stopped square in the door and said: "It has been stated that we will show you just as much and no more. Before we start I wish you would consider yourself at liberty to ask to be taken any place within these walls. If there is any place or any particular thing in which you have a special interest we shall go there. I prefer you to see everything."
That sounded reasonable enough. I had prepared nothing to meet such an offer, so for the lack of anything better I countered with, "Well, the paddle, the lash, the dark hole, places that are of that order."
It may be the Warden expected some such request. He made a move toward the door, and his reply was simply this: "We will go first to the punishment room."
Much has been written of the green grass and flower beds in the open spaces between the buildings. It is all true. The grey stone buildings are in sharp contrast with the surroundings. They tell their own story; they are grim things at which to look. The armed guards who walk the wall outside add to that impression.

Where Court Is Held We enter the building in which punishment is administered. But let me deal fairly with this word "punishment." I asked the Warden if he would explain the system.
"I hold court in this room every day at 12 o'clock. Today there were 18 men before me, but of that number 15 were request cases." "
"And what is a request case?"
"Well, there are always those who want to have something attended to which is on the outside. One man wanted to know something about an insurance policy; another had some little business he desired to have fixed up at home, and so on. Those are called the request cases, and there are some every day. The Warden, you understand, is not merely the official in charge, but he should be the connecting link between the men in here and the outside world."
"But what of the other three cases which did not come on their own request? How do you go. about it before deciding what punishment shall be given, and what do these men do in order to merit punishment after they have been sent to prison?"
The Warden admitted that was a fair enough question. He explained: "There are several ways in which we can start punishment, and the chief reason why punishment is necessary is that certain men will not work. They refuse point blank to work."
"Then I take it they must all work?"
"That is the rule."
"But I have already seen a number of men around who are not working. Some were playing ball and others were tossing horse shoes."
"Exactly," answered the Warden. "They had finished their work. When a man says bluntly that he will not work, he is brought before me, on the information of the officer who lays the complaint. In what we call the court here it is necessary for the officer to appear and face the prisoner and state his case, and the prisoner in turn has the opportunity to give any explanation he desires. If the man is a first offender then it is possible to start with curtailing his library privileges, his smoking period in morning afternoon, softened by taking a little his time for good behavior."
"Just a minute, Mr. Warden." I inquired, "what is that you said about a smoking period in the morning or afternoon?"
"Simply this. I found that many of the men would be off behind a machine or in the lavatories having a little smoke during the working day. For safety reasons, we instituted a smoke break between work periods. They rather like it....." ... "Yes, this room is a place of hard enough work," admitted the Colonel. Men were chipping stone blocks, hammering away as some which were obstinate, chiseling others down to size, and all with the appearance of knowing what was all about. It did look as though good many stone workers had been gathered together at Kingston. Hence the question: "Are these men all skilled in this sort of work?"
"Oh, no," laughed the Warden, "they are not, but they nearly are sent here first, and after while they are moved on to other departments. Here is where I find If a man is ready to play the game with me, if he is I meet him on those grounds, and we have no trouble."
Something here about the wood working shop where they were making furniture for the women's building and chairs for the cells. There was a guitar which needed only a bit of varnish, some pegs for the strings, and so on before it would be the completed article. In fact there were two or three of them around. That's why I asked: "And when did you start making musical instruments here?"
The explanation: "You see that is work witch some of the men do for themselves. It is one of the privileges which we extend and one which can be withdrawn if there are marks against the man. They like to have these instruments, and they take a good deal of pride in making them and also in using them after. I rather like to see them interested in such things," remarked the Warden. The instruments bore upon them nothing of the mark of the amateur, One could not but feel a touch of regret that the hand which was so deft on turning out such a piece of work had not been turned to good purpose in former days.
Music-And Tragedy That, in turn, suggests music. I found it a little time later. was in the building which had been formerly used to house the criminally insane. Since such cases are now handled by the mental hospitals in the provinces, that building is now used as a dormitory. In it there are now no cells, but many cots. It looked a trifle strange to see so many cots in one building: in suggested that the danger of outbreak or escape seemed to be less here. It may be the Warden judged I was thinking of some such thing, for he went on to explain: "This is the place where men stay whom we feel we can trust. It is considered a privilege to sleep and eat here, and they are not ready to part with that privilege. They have more freedom." Post cards and the occasional picture were seen tucked on the little tables beside the cots.
But to get back to the music of which I was speaking, in one me corner there is a room closed off with glass partition, and in there is the piano. The orchestra was rehearsing. I am sure that is the right word to use. At the outset there was the pianist and master of ceremonies. Traps, too, trumpet, two or three violins and the ever-present saxophone. The Warden went to the door and suggested, "Say, how about giving us a real time?" That seemed to touch the thing off. Away went one man who had been lying on a couch: he returned bearing with him a trumpet. Another went to some corner and produced an other saxophone, and an added vioIin was forthcoming. It must have been the full-sized orchestra which then turned to the lively music of the age. Actually it was very good. It was not possible to keep my eyes off a man with a fiddle.
His hair was well greyed, and he tucked the instrument under his chin as one might do at old-time fiddlers' contest. The man who passed by would never spot him as being of the criminal class. He did not "look the part." I found it hard to keep from wondering just what had gone wrong with him, or how long he would have to remain in the place with his old violin. Whether it was right or wrong to ask questions about individuals I did not know, but the question was put this way: "The old man with the violin back in the corner, Warden. I can't help looking at him and wondering about him. Will he have to stay here long? He looks kind of all right and harmless."
The Warden took a hurried glance at the old violinist, and then he turned away, and he gave the answer: "Yes, he'll be here for a long time - for life." Whether such a question should have been asked I do not know, but it was as a rеsult of one of those strange impulses which are hard to deny that the question was asked. Yes, he's there to stay.
The First Offenders As this is being written without the aid of notes I am sure there is something I missed in connection with the visit to the so-called dungeon or dark-hole. That is where I had expected to see O'Brien. When we called there he was not at home. Where was he? Out for a period of forty minutes exercise which he is given every day.
This business of exercise and recreation is always a problem. That the Warden admits it. "I have introduced baseball because so many of the younger men like it, and it is a fact that we have more younger men coming here than any others." During the time I was there I did not see any games actually in progress, but there were a number who were going through all the preliminaries of warming up. Warden Megloughlin, at the end of two hours walking and explaining, did not ask that I cease plying him with questions. He seemed to encourage more of them.
"What is being done here to keep the first offenders away from those who have had previous records?"
"There, now, you have put a question," was the answer. "I can tell you plainly that we are not doing all that we want to do, nor are, we doing all that will be done, takes time and a great deal of planning and arrangement."
It should be explained that Col. Megloughlin, the present warden, arrived at Kingston last October at the time when trouble was at height. Much of his time since then has been occupied with getting in restored and with formulating plans which might well discount the possibilities of another outbreak with any degree of success.
"To what extent do the older criminals contaminate those who have been sent here for the first time?" "Hard to say; something we do not really know," answered the Warden. Apparently it was not one of those matters which could not be measured with a ruler or weighed on a pair of scales in a way which would readily provide the correct answer. "And yet it is something with which we are going ahead," the Warden continued. "I want to do it because I believe it can be done. Whether the results will be all that some might hope for I could not any." It is a fact, though, that the methods adopted by many of the criminals of the younger school today are are varied than anything which could be suggested to them by many of the old-timers or repeaters within the walls of the penitentiary. I am not for a moment suggesting that the younger generation in the crime school of today would or could teach something to the older men if they had the opportunity, but the point is there and it cannot be ignored.
When a Man Is Through There is another matter and it has to do with the men when they leave prison. If one desires to get the Warden to warm up to any question, here is the place to do it.
"You see it is this way. When a man is through here he comes to my office. I try to give him what advice I can. If he has no home seek to get him to go to some point well removed from where he was previously, and in that way seek to get a new start with people with whom he is not acquainted. He is given $10 in cash, a railway ticket a suit of clothes made to measure, boots, underwear, etc., and if he is discharged en the cold weather he also gets an overcoat.
"But of what use is $10 to him?" As though to give answer to his own query the Warden continued. "I am afraid that too often it just takes him back to the conditions and associations which he left when he was sent here. We might as well be frank about it; he has upon him the reputation of an ex-convict and he is going to find that many hands are turned against him. That part of it I admit is baffling at the present."
"And is there any way in which such a condition can be overcome?"
"At present there is not, and it is going to take help from the outside world to overcome that."
"Any ideas how it could be done?" I asked.
"Indeed, yes," was the prompt reply. "If there were in existence an organisation in many parts of the country a gr great work could be attempted. There are men who leave here with the determination to go straight. They do not want to come back to this place, and we do not want them to either. If I could submit the names and qualifications and records of certain men as they leave here, we might be doing something worth while. I am not suggesting that these men be placed in the positions of accountants or places of trust at the start, but what I mean is this: That the man who wants a chance might have it if only for a few months in order to prove him- self worthy of confidence. If he could get that lift when he gets out of here he might well be on the way to a new start. It is one of the tragedies of prison systems that when a man walks out of the gate freed as far as we are concerned there is nothing in sight for him but to try and fight his own battles. Too often he goes back home, and when he gets back there he is open once more to suspicion. People hesitate to give him a chance because they know he went wrong before and that mark stays on him to hinder and to drive him again to the old associations and ideas from which he travelled before to judge and jury and then to penitentiary. I wish you could get that idea, concluded the Warden, "there la so little we can do about it here. It is something which has to be operated largely from the outside. If a man knew he was going to get even a slim chance when he left here he'd be keen to take it in many cases. Others would not want it but many of them would."
It was well on toward 5.30 when I left the Warden's office and walked the few steps over toward the North Gate, the opening and closing of which means so much more to the 900 or more men inside. For some of them it has closed never to open again.
Warden Megloughlin is neither a sentimentalist nor is be a relentless disciplinarian. The two qualities seem to be fairly well mixed in him as near as one could judge on short acquaintance. Unless appearances are deceptive I would take him to be a man who would, to use that old phrase, "play the game" with any man with whom he came in contact.
